The message points out that in the first six months of 2011, the country’s economy had to face with a lot of new difficulties, economic growth tended to slow down, the tempo of price consumer index remained high, even though there was a sign of reduction, interest rate was still high, causing many difficulties to production and business.
In the first days of July, in some localities there has appeared the state of affairs that the prices of food and foodstuff increase higher, making an impact on the people’s life as well as on the objectives of curbing on inflation. Accordingly, the Prime Minister requests that ministries, sectors and localities urgently implement the tasks aimed at controlling the market and prices and no speculation and hoarding of goods, no careless and unreasonable marking up of prices are allowed.
Specifically, Chairmen of the People’s Committees of provinces and cities should enhance their management of prices and market; give guidance to the functional agencies to focussing on deploying in a fierce way the measures in the examination and control of prices and market and control of the observing of the legal stipulations on the price management in the areas.
On the other hand, these clues need to give guidance and create favourable conditions to businesses, organisations and individuals to boost production and business of essential goods, particularly the items of food and foodstuffs, guaranteeing the consumers’ requirements and raising the people’s income; handle in a resolute, timely and strict manner all the violations of the law on prices, especially when the State’s policy on managing the prices of some items of goods according to the market mechanism is profitted to mark up unreasonable prices or spread false information to cause the confused psychology in the areas.
The Prime Minister assigns the Ministry of Finance to take charge of co-ordinating with the agencies concerned and localities to continue to follow the development of the domestic and international markets so as to issue in time the suitable tax policy and have measures to regulate and stabilize the market with no sudden price hike of essential goods that are related directly to production and life; persistent and consistent in managing prices of electricity, oil and gas and coal in accordance with the market mechanism on the basis of calculating the roadmap and timing suitable to the situation and objective to reign in inflation as mapped out by the Government.
The Ministry of Industry and Trade co-ordinates with the Ministries of Agriculture and Rural Development, Health Care and Construction to take measures to push ahead production, regulate the export-import work, guarantee the supply and demand balance concerning the essential items of goods such as food and foodstuffs, petrol and oil, fertilizer, iron and steel, medicines; no incident of shortage of goods ever happens, causing “price fever”, affecting production and people’s life.
The Ministry of Agriculture and Rural Development co-ordinates with the Ministry of Industry and Trade and the People’s Committees in provinces and cities which have the border lines to urgently examine and take measures to closely control the export of food and foodstuffs to the countries sharing the border lines in order to guarantee the source of goods supply at home and materials to produce export goods, just avoiding the state of price hike, affecting adversely the CPI at home and the objective of curbing on inflation.
The Prime Minister also requests the economic groups and the State-run corporations to take proactive measures to cut down costs, build the basis and roadmap of raising prices suitable to the items of goods that belong to the list of price stabilization in accordance with the stipulations of the law; follow strictly the stipulations of the law concerning the registration of prices, declaration of prices, listing of prices and selling goods with prices as stated in the list./.
