With the wish of constantly consolidating and developing the Vietnam-Cambodia special relationship on the basis of mutually respecting their independence, sovereignty and territorial integrity, enhancing militant solidarity and mutual assistance in all fields in order to build a prosperous country and a happy life of the people of the two countries;
Implementing Article 4 of the Treaty of peace, friendship and cooperation between the Socialist Republic of Vietnam and the People’s Republic of Vietnam signed on February 18, 1979 with a view to building the border line of lasting peace and friendship between the two countries;
have decided to sign this Treaty and with this objective in mind, the two sides have sent their authorized representatives:
The State Council of the Socialist Republic of Vietnam: the Foreign Minister of the Socialist Republic of Vietnam Nguyễn Cơ Thạch;
The State Council of the People’s Republic of Cambodia: the Foreign Minister of the People’s Republic of Cambodia Hun Xen;
The authorized representatives having exchanged their legal papers have agreed on the following points:
Article 1.-In the land border, the two sides have considered the current border line between the two countries reflected on the map of a scale of 1/100,000 of the Geographical Service of Indochina widely used before 1954 or 1954 at the latest (attached with 26 pieces of maps certified by the two sides) as the national border line between the two countries.
Where there is not any border line drawn on the map or the two sides are yet to find it reasonable, they shall discuss together to settle it in the spirit of equality and mutual respect; in the interest of the Vietnam-Cambodia special relationship, in conformity with international law and realities.
Article 2.-The two sides shall negotiate at an appropriate time to plan the sea border line between the two countries in the historical water area agreed by the two sides in the spirit of equality and mutual respect, in the interest of the Vietnam-Cambodia special relationship, in conformity with international law and realities.
Article 3.-At an appropriate time and with the agreement of the two sides, the two sides shall set up a Joint Committee with an equal number of representatives to plan the land border line and the sea border line in accordance with Articles 1 and 2 of this Treaty, draft the Treaty on Planning the National Border between the two countries.
Article 4.-This Treaty shall be ratified and enforced since the date of exchanging the letters of ratification.
This Treaty shall expire right after the Treaty on Planning the National Border between the two countries as mentioned in Article 3 takes effect.
This had been done in Phnom Penh on July 20, 1983 into two copies in Vietnamese and Khmer, which are of similar value.
