The Socialist Republic of Vietnam and the People’s Republic of Cambodia;

Stemming from the tradition of militant solidarity and fraternal friendship, Vietnam and Cambodia have overcome a lot of ordeals and become the unbreakable strength, guaranteeing the victory of the cause of defense and construction in each country;

Deeply aware that independence, freedom, peace and security of the two countries have a close relationship and the two sides are held responsible to help each other wholeheartedly to consolidate and safeguard the great revolutionary fruits won through a 30-year hard, sacrifice-filled struggle;

Reaffirming that combatant solidarity and long-term, all-sided and friendly cooperation between Vietnam and Cambodia have met the vital interests of the people of the two countries, at the same time are the factor to guarantee peace and firm stability in Southeast Asia, conforming to the fundamental interests of the regional countries and contributing to maintaining the world’s peace;

Believing that the complete victory of the Cambodian people under the glorious flag of the Cambodian Front for National Unity and Salvation, the correct line of independence, sovereignty and international solidarity of each country, the mutual respect of benefits are served as the firm base for the constant development of the friendly relations and cooperation between the two countries;

With the aim of enhancing the militant solidarity, the long-term and friendly cooperation and all-sided mutual help to consolidate independence, to build a prosperous country and a happy life of the people of each country, making a contribution to maintaining peace and stability in Southeast Asia and the world, conforming to the objectives of the Non-Aligned Movement and the UN Charter;

Have decided to sign this Treaty and agreed on the following points:
Article 1:

The two sides are committed to doing all they can to safeguard and develop constantly the tradition of militant solidarity, friendly relations and fraternal cooperation between Vietnam and Cambodia, the trust and all-sided mutual help on the basis of the mutual respect of independence and sovereignty, the mutual respect of legitimate interests without interference into each other’s internal affairs, equality and mutual benefits.

The two sides shall try their best to educate officers and men and people of their country to safeguard the tradition of the every pure militant solidarity and faithful friendship between Vietnam and Cambodia.

Article 2:

On the principle that the defense and construction of their own country is the cause of the people in each country, the two sides have committed to giving wholehearted support and mutual help in all aspects and in all necessary forms in order to strengthen the possibilities of safeguarding independence, sovereignty, unification, territorial integrity and the peaceful labor of the people of each country, to fight against all the schemes and acts of  sabotage by the international imperialist and reactionary forces. The two sides will take effective measures to implement this commitment when one of the two sides requests.

Article 3:

To help each other to build a powerful country and a wealthy and happy life, the two sides will intensify the exchange and fraternal cooperation of mutual benefits and mutual help in the economic, cultural, educational, health, scientific, technical and training fields, exchange of experts and exchange of experience in national construction in all aspects.

To this end, the two sides shall sign the necessary Agreements, at the same time intensify the contacts and cooperation between the relevant State agencies and the mass organizations of the two countries.

Article 4:

The two sides have committed that all the differences possibly arising in the relations between the two countries shall be settled by peaceful means. The two sides shall negotiate to sign a Treaty on Planning the National Border between the two countries on the basis of the current border line; they are determined to build this border line into a border line of lasting peace and friendship between the two countries.

Article 5:

The two sides completely respect the line of independence and sovereignty of each other.

The two sides persistently follow the foreign policy of independence, peace, friendship, cooperation and non-alignment in the principle of non-interference in other country’s internal affairs in any forms, non-acceptance of any interference in its own country’s internal affairs and non-allowance of any country to use its own territory to interfere in other countries.

The two sides respect the age-old tradition of militant solidarity and fraternal friendship between the people of Cambodia, Laos and Vietnam, vow to strive to intensify this traditional relationship on the basis of respecting independence, sovereignty and territorial integrity of each country. The two sides shall accelerate the relations in all aspects with the socialist countries. A country in Southeast Asia, the Socialist Republic of Vietnam and the People’s Republic of Cambodia shall persistently follow the policy of friendly, good neighborly relations with Thailand and other countries in Southeast Asia, make an active contribution to peace, stability and prosperity in the Southeast Asian region. The two sides shall develop the cooperative relations with the national independent countries, the national liberation movements and the democratic movement, firmly support the struggle of the peoples for peace, national independence, democracy and social progress. The two sides shall make an active contribution to solidarity and growth of the non-aligned movement against imperialism and other international reactionary forces, winning and safeguarding national independence in an advance to build a new world economic order.

Article 6:

The two sides shall have frequent exchanges of opinions with each other on the issues relating to the relations of the two countries and the international issues of mutual concern. All the issues relating to the relations of the two countries shall be settled by peaceful means in the spirit of mutual understanding and respect, and with reasonableness.

Article 7:

This Treaty is not aimed to oppose a third country and is not related to the rights and obligations of each side in accordance with the bilateral and multilateral Agreements they have joined.

Article 8:

This Treaty shall take effect from the date when the exchange of the letter of ratification happens; the ratification shall be implemented in accordance with the practices of each side.

Article 9:

This Treaty is valid for 25 (twenty five) years and shall be naturally extended for 10 (ten) years each if one of the two signing sides does not inform in writing to the other side that it wants to abrogate the Treaty one year ahead of the expiry of the Treaty.

This Treaty is made in Phnom Penh, the capital city of the People’s Republic of Cambodia on February 18, 1979 in two copies in Vietnamese and in Khmer. These two copies are of identical value.
