All 150/150 voters present at the workplace voter consultation meeting regarding the proposed candidate for the 16th National Assembly of the Ministry of Science and Technology unanimously agreed to nominate Mr. Vu Hai Quan, Member of the Central Committee of the Party, Standing Deputy Secretary of the Party Committee, and Permanent Deputy Minister of Science and Technology, as a candidate for the 16th National Assembly.

On the afternoon of January 23, 2026, in Hanoi, the Ministry of Science and Technology (MOST) held an expanded meeting of MOST leaders to discuss, gather opinions, and nominate Mr. Vu Hai Quan - Member of the Central Committee of the Communist Party, Standing Deputy Secretary of the Party Committee, and Permanent Deputy Minister of Science and Technology - to run for election as a representative to the 16th National Assembly, term 2026-2031.

At the conference, after hearing a summary of the candidate's background, work history, and the criteria and conditions, the delegates contributed their opinions and comprehensively assessed Mr. Vu Hai Quan's political qualities, ethics, professional competence, reputation, and management experience.

Many opinions agree that Mr. Vu Hai Quan fully meets the conditions and standards as prescribed; and at the same time express confidence and consensus in nominating Mr. Vu Hai Quan as a candidate for the 16th National Assembly .

The delegates emphasized that, in his various positions, Mr. Vu Hai Quan is a well-trained official with a deep professional foundation in information technology, a thorough understanding of management practices, and experience in operating within the education and research system; he can make practical contributions to the activities of the National Assembly, especially in areas related to science, technology, innovation, and digital transformation.

100% of the voters present at the conference unanimously agreed to nominate Comrade Vu Hai Quan, Member of the Central Committee of the Party and Permanent Deputy Minister of Science and Technology, as a candidate for the 16th National Assembly.

Speaking at the conference, Mr. Vu Hai Quan expressed his sincere gratitude for the attention and trust of the leaders and the entire staff of the Ministry of Science and Technology. He also affirmed his clear understanding that this is not only an honor for him personally, but also represents great expectations for the Ministry in the coming period, accompanied by significant responsibility and pressure.

Mr. Vu Hai Quan emphasized his commitment to seriously complying with organizational assignments, vowing to perform his duties with the highest level of responsibility. He expressed his desire to continue receiving close cooperation and support from units within the Ministry, particularly in the development and provision of feedback on policies and laws; considering this not only a personal responsibility but also a collective contribution to perfecting the institutional framework for the development of science, technology, and innovation.

Permanent Deputy Minister of Science and Technology Vu Hai Quan delivered a speech at the conference.

Mr. Vu Hai Quan also frankly discussed the requirements for time allocation and coordination in case he is assigned additional tasks within the National Assembly channel; emphasizing the principle of working in a substantive and effective manner, avoiding formality, and ensuring both the successful completion of the Ministry's tasks and the fulfillment of responsibilities to voters and the people.

Speaking at the conference, Minister of Science and Technology Nguyen Manh Hung emphasized the role of institutions as a strategic competitive advantage. He stressed that for breakthrough development, institutions must be groundbreaking and excellent. According to the Minister, the Ministry of Science and Technology needs to change its approach, not just implementing policies, but proactively researching, designing, and creating policies, and organizing research capacity for policy and institutional development in a professional and sustainable manner.

The Minister requested that leaders of units consider institutional work as a central task, forming and strengthening specialized policy and institutional research departments within the Ministry, and that each Department and Bureau should have a sufficiently strong "policy research group". According to the Minister, if well-prepared in terms of data, analysis, and arguments, the statements made by representatives of the Ministry of Science and Technology in the National Assembly will demonstrate the prestige, capacity, and message of the Ministry, the sector, and more broadly, of the science and technology ecosystem, the intellectual community, and innovative businesses.

After listening to the presentations at the Conference and the opinions of the voters, all 150/150 voters present (100%) unanimously voted to nominate Comrade Vu Hai Quan - Permanent Deputy Minister of Science and Technology - as a candidate for the 16th National Assembly.

Brief information about Comrade Vu Hai Quan:

Associate Professor Dr. Vu Hai Quan was born on August 1, 1974, in Ninh Binh province; he joined the Party on April 25, 2012; his political theory qualifications are at the advanced level; his professional qualifications are Associate Professor and Doctor of Information Technology.

From October 1996 to October 2001, Mr. Vu Hai Quan worked at the Faculty of Information Technology, University of Science (Vietnam National University Ho Chi Minh City) as a lecturer.

From November 2001 to December 2006, Mr. Vu Hai Quan studied and conducted research abroad: as a PhD candidate at the University of Trento (Italy); and simultaneously as a postdoctoral researcher at the University of Leuven (Belgium) (from February 2005).

In 2007, Mr. Vu Hai Quan returned to Vietnam and successively held important management and professional positions at the University of Science, including Director of the ITEC International Training Center; and later Head of the AILab Artificial Intelligence Laboratory (from September 2009). From December 2012 to October 2017, he served as Vice Rector of the University of Science, VNU-HCM.

From October 2017 to January 2021, Mr. Vu Hai Quan served as the Deputy Director of the Vietnam National University Ho Chi Minh City, while also holding the position of Party Secretary for the 2020-2025 term (from August 2020). During this time, he also participated in many professional activities at the city level, notably as the Vice Chairman of the Advisory Council for the "Research and Development of Artificial Intelligence (AI) Applications in Ho Chi Minh City 2020-2030" program (from July 2020) and a member of the Steering Committee for building a highly interactive creative urban area in the East of Ho Chi Minh City (from February 2021).

From January 2021 to September 2025, Mr. Vu Hai Quan served as the Director of the Vietnam National University Ho Chi Minh City and was also a member of the Central Committee of the 13th Party Congress.

Regarding his parliamentary activities, he was a Member of the 15th National Assembly; he was formerly a member of the National Assembly's Committee on Culture and Education (July 2021 - February 2025) and from February 2025 has been a member of the National Assembly's Committee on Culture and Social Affairs, serving concurrently.

On September 3, 2025, Mr. Vu Hai Quan was appointed to the position of Standing Deputy Secretary of the Party Committee and Standing Deputy Minister of Science and Technology according to Decision No. 1887/QD-TTg of the Prime Minister; he is a member of the Central Committee of the Party for the 13th and 14th terms.

On January 22, 2026, at the 14th National Congress of the Party, he was elected as a member of the 16th Central Committee of the Party, for the term 2026-2031.
