This Decree details a number of articles of the Law on Civil Defense, including: Information on incidents and disasters; civil defense command and direction agencies; civil defense forces; civil defense works; promulgation and abolition of civil defense levels; statistics and damage assessment; mobilization, mobilization of voluntary contributions and allocation of relief and support resources; civil defense fund; budget expenditures for civil defense activities; regimes and policies for civil defense forces.
The Decree applies to agencies, organizations and individuals who are Vietnamese citizens; foreign organizations and individuals residing, operating or participating in civil defense in the territory of Vietnam.
Accordingly, the 112 phone number receives information about incidents, natural disasters, catastrophes, risks, and requests for assistance from organizations and individuals. The 112 switchboard is located at the Military Command of provinces and centrally-run cities, the Hanoi Capital Command, and the Ho Chi Minh City Command (collectively referred to as the Provincial Military Command).
Switchboard 112 receives information from organizations and individuals; Switchboard systems 113, 114, 115; other communication systems serving in the field of civil defense.
The content of information received includes: Name of individual or organization providing information; time and location of incident or disaster; development, scope of influence, possibility of spreading; requests for assistance and other necessary information to serve the work of responding to and overcoming the consequences of incidents or disasters.

The 112 switchboard system is connected to the switchboards: 113, 114, 115 and operates 24/24 hours. Calls from landline and mobile subscribers to 112 are free of charge. The system also stores all incoming calls to serve the inspection, research, and improvement of the effectiveness of civil defense activities.
In handling information, the 112 switchboard operator who receives information about incidents and disasters must promptly report to the commander of the provincial military command. The provincial military command promptly notifies the presiding agency according to each assigned field; and at the same time reports to the civil defense command at the same level and the Office of the National Civil Defense Steering Committee.
The agency in charge of each assigned field shall proactively coordinate with the standing agency and forces to deploy response, overcome and handle the situation; based on the nature and extent of the situation, in cases exceeding the capacity, it is necessary to mobilize forces and means outside its authority, promptly report to the provincial civil defense command for decision.
When the provincial civil defense command needs support from the Central Government to respond, overcome, and handle situations, it must promptly report to the National Civil Defense Steering Committee.
The call center operator is responsible for processing information promptly and in accordance with regulations; in case of slow or incorrect processing of information, depending on the extent of damage, they will be handled according to the provisions of law. Organizations and individuals who intentionally provide false information about incidents and disasters, depending on the nature and extent, will be handled according to the provisions of law.
