12 national databases "sprint"

Implementing Plan 02-KH/BCĐTW of the Central Steering Committee on breakthroughs in science, technology, innovation and national digital transformation, ministries and branches are entering the final stage to complete 12 national and key specialized databases in 2025. The report up to October 2025 shows a picture of many changes, but also reveals many bottlenecks.

The Electronic Civil Status Database has a centralized platform and data, but many localities still use their own software, lacking synchronized information fields. The system has allowed birth registration to be implemented at 12 Vietnamese representative agencies abroad and synchronized more than 27.4 million marriage records to the national population database. Technical completion is expected to be completed in the fourth quarter of 2025.

Regarding the land database, progress is currently one of the bright spots. All 34 localities have sent data for reconciliation, 58 million records have been checked and verified. About 46.07 million land plots have also been synchronized to the national system, although many component data are still incomplete.

The Court's judgment and decision database has completed testing and is being reviewed before official operation. The Court sector has issued guidelines for updating personal information and regulations on data sharing responsibilities, but is still waiting for funding approval and has not yet issued a set of unified judgment and decision forms.

The national financial database operates stably, has been connected to many specialized data systems and the National Data Center, and is on schedule due to allocated funding.

The construction activity database has completed 90% of the deployment volume and is expected to be operational with new data from mid-December 2025.

The asset and income control database has unified business processes and is building software on Viettel Cloud infrastructure. However, the lack of a mechanism for sharing data from the banking system is directly affecting the implementation efficiency.

The social security database has been approved for implementation and funding for phase 1. Some subsystems, such as social assistance and child data, are expected to be connected to VNeID and the population database by December 2025. The remaining components are targeted for completion by June 2026.

Viettel has deployed the education and training database in a centralized manner and has ensured information security requirements. However, only 12/34 provinces have updated digital transcripts and electronic diplomas; regulations on digitalizing diplomas have only stopped at the pilot level, greatly affecting progress.

The health sector database continues to be a hot spot for delays. The data coordination system is not yet complete, technical guidelines have not been issued, and many hospitals have not updated data as required. Some operational content is still being reviewed.

The commodity database (chemicals, precursors) does not have a tracking and authentication platform; the Ministry of Industry and Trade has approved the task of maintaining the chemical database and registered funding for the tracking platform, but the project has not yet been funded for implementation.

The agricultural database is large-scale and covers many fields. The Ministry is prioritizing the development of key components such as plant variety data and cultivation data, with the goal of integrating them into the National Data Center by 2025.

The database for handling administrative violations has not been built due to lack of funding and lack of consensus on leadership. The Ministry of Public Security has agreed to take over the task from the Ministry of Justice; the draft Resolution of the Government is being built for official implementation.

The overall picture shows that ministries and sectors have made clear efforts to meet the requirements of Plan 02-KH/BCĐTW. However, the synchronous completion of all 12 databases in 2025 will depend largely on the ability to standardize data, allocate resources and strengthen inter-sectoral coordination in the coming time./.
