150 voters from the Ministry of Science and Technology unanimously nominated the Permanent Deputy Minister of Science and Technology, Vu Hai Quan, as a candidate for the 16th National Assembly.

On the afternoon of January 23, 2026, all 150 voters from the Ministry of Science and Technology present at the conference unanimously nominated Mr. Vu Hai Quan as a candidate for the 16th National Assembly, term 2026-2031.

The conference was conducted seriously and according to procedure, demonstrating the high sense of responsibility of the leadership, officials, civil servants, and employees of the Ministry of Science and Technology in personnel work serving the 16th National Assembly election. At the conference, delegates heard summaries of the biographies, work histories, and reports on the standards and conditions of those expected to be nominated as candidates according to the law.

Based on that, many opinions were expressed frankly and responsibly, providing a comprehensive assessment of Mr. Vu Hai Quan's political qualities, ethics, professional competence, reputation, and management experience. All opinions unanimously agreed that Mr. Vu Hai Quan is a well-trained official, matured through practical experience, with a deep professional foundation in information technology, and a thorough understanding of state management, university administration, scientific research, and innovation.

The delegates emphasized that, in his various roles, from lecturer, scientist, and higher education administrator to ministerial leader, Mr. Vu Hai Quan has consistently demonstrated strong political acumen, scientific thinking, systematic and proactive working methods, and a close connection between theory and practice. In particular, with his experience participating in the 15th National Assembly , he is well-positioned to continue making practical and effective contributions to legislation, oversight, and decision-making on important national issues, especially in the fields of science, technology, innovation, digital transformation, education and training, and the development of high-quality human resources.

Speaking at the conference, Mr. Vu Hai Quan expressed his deep appreciation and gratitude for the attention and trust of the leadership and staff of the Ministry of Science and Technology. He affirmed that being nominated as a candidate for the National Assembly is not only an honor for him personally but also reflects the great expectations of the organization and the science and technology sector in the new development phase of the country. This comes with a heavy responsibility, requiring effort, dedication, and a serious and substantive work ethic.

Mr. Vu Hai Quan emphasized that he would seriously comply with the organization's assignments; if elected by voters as a National Assembly representative for the 16th term, he would make the utmost effort to fulfill both important responsibilities: the assigned tasks at the Ministry of Science and Technology and the responsibilities of an elected representative to the voters and the people. He expressed his desire to continue receiving close cooperation from units within the Ministry, especially in research, development, and policy and legal consultation – considering this not only as the individual representative's responsibility but also as a collective contribution of the entire sector to perfecting the institutional framework for the development of science, technology, and innovation.

In his keynote address at the conference, Minister of Science and Technology Nguyen Manh Hung emphasized the crucial role of institutions in national development, considering them a strategic competitive advantage. According to the Minister, for breakthrough development to occur, institutions must be groundbreaking and excellent; the Ministry of Science and Technology should not only focus on implementation but also proactively research, design, and create policies, gradually building a professional, systematic, and sustainable capacity for policy and institutional research.

The Minister requested that leaders of units consider institutional work as a central task, while simultaneously forming and strengthening specialized policy and institutional research departments within the Ministry; strong "policy research groups" should be established in each department and bureau. According to the Minister, when thoroughly prepared with data, analysis, and arguments, the statements made by representatives of the Ministry of Science and Technology in the National Assembly will clearly demonstrate the prestige, capacity, and message of the Ministry and the sector, thereby spreading the voice of the science and technology ecosystem, the intellectual community, and innovative businesses.

After hearing the reports and discussions, the conference proceeded to vote. As a result, all 150/150 voters present (100%) unanimously nominated Mr. Vu Hai Quan, Permanent Deputy Minister of Science and Technology, as a candidate for the 16th National Assembly, term 2026-2031. This result reflects the high level of consensus, trust, and expectation of the collective of officials and employees of the Ministry of Science and Technology towards a capable, reputable, experienced, and dedicated leader committed to the development of science, technology, and the country.

Associate Professor Dr. Vu Hai Quan was born on August 1, 1974, in Ninh Binh province. He is an Associate Professor and Doctor of Information Technology, with advanced political theory qualifications. He has studied and researched extensively abroad, held many important management positions in higher education and science and technology; he is a member of the 15th National Assembly, currently serves as the Standing Deputy Secretary of the Party Committee, the Permanent Deputy Minister of Science and Technology, and is a member of the 16th Central Committee of the Communist Party of Vietnam.

With a solid scientific foundation, extensive management experience, and high credibility among voters in his workplace, Mr. Vu Hai Quan is expected to continue making important and practical contributions to the activities of the National Assembly and to the development of science, technology, and innovation in the country during his next term.
