The project of the road connecting National Highway 1 to Ky Xuan beach (Ky Anh district, Ha Tinh ) has been basically completed, but has to endure a temporary "discontinuation" of about 80m because 2 households do not agree to land clearance.

The project of connecting National Highway 1 to Ky Xuan beach, invested by the Provincial Traffic Construction Investment Project Management Board, was implemented from March 2021 with a total investment of 135 billion VND.
The 6.66km long route passes through Ky Xuan and Ky Tien communes, starting at the Ky Tien commune welcome gate (Km548+200, National Highway 1); the end point connects to the coastal patrol road, in Ky Xuan commune.
According to information from the Compensation and Site Clearance Council of Ky Anh district, the project of connecting National Highway 1 to Ky Xuan beach has an area of land to be recovered of 16.07 hectares, affecting 344 households; of which, 342/344 affected households have received money and handed over the site. To date, the site clearance work has been basically completed.
Accordingly, Ky Anh district has handed over the land to the investor with 6.58km/6.66km, equal to 98.8% of the plan. Currently, the remaining 80m of the route in Ky Xuan commune is entangled with 2 households: Mr. Nguyen Tien Luan and Ms. Nguyen Thi Linh (Ky Xuan commune).

Mr. Nguyen Thanh Chung - Chairman of the People's Committee of Ky Xuan Commune said: Mr. Nguyen Tien Luan has 5 plots related to the project but currently only 12.8m2 is stuck. Mr. Luan does not agree with the compensation plan for this area as agricultural land but as garden land. Meanwhile, this area is located in a plot of land of 789.8m2 that was wrongly assigned to the authority in 2015.
Ms. Linh's household has an area affected by the project of 97m2 . This area is located in a plot of land larger than 200m2 that was wrongly assigned in 2011. The household owner does not agree with the plan to price this area as agricultural land.

Mr. Chung added: The project of connecting National Highway 1 to Ky Xuan beach through the area is more than 4km long with more than 9.7 hectares of land to be recovered, 202 households, individuals and organizations are affected. Since the project was implemented, the locality has actively coordinated with relevant units in site clearance work, however, there are still problems and difficulties to resolve related to the land of the two households mentioned above.
In the coming time, the locality will continue to propagate and mobilize the two households to agree; at the same time, consolidate the dossier, ensure full legal basis and protect the rights of the people. The locality will also consider construction protection plans if necessary.
Mrs. Linh's land area is currently in trouble.
Regarding the land plot affecting the project, Mr. Nguyen Tien Luan (Xuan Phu village, Ky Xuan commune) said: In fact, the problem is the whole plot of land, not this 12.8m2 . If it was only 12.8m2 , I could donate it to society, but this is the land I bought from the village in 2012 for 2 million VND. After that, I built a house and a warehouse together and paid 40 million VND to make it residential land.
In fact, according to research, the content related to the land plots of Mr. Luan and Ms. Linh has been answered many times by authorities at all levels, including the conclusion announcement of the Vice Chairman of the People's Committee of Ky Anh district at the dialogue in early February 2023.
The road boundary markers have been placed on Ms. Linh's land, but the land has not been cleared for the project.
Regarding the project site, Mr. Vo Ta Cuong - Vice Chairman of Ky Anh District People's Committee discussed: Right from the project implementation, Ky Anh District has actively coordinated with the investor, locality, and construction contractor to perform well the related tasks, including approving the compensation plan, site clearance, and support for 372 households and 4 organizations with a recovered area of 17.07 hectares, compensation cost of 26.72 billion VND.
The district has also completed the relocation of the power line system within the project clearance area.
The project was built close to Mr. Luan's land but had to be stopped for quite a long time.
“For the households of Mr. Nguyen Tien Luan and Ms. Nguyen Thi Linh, I personally chaired 3 dialogues and directly mobilized 3 times, along with the active participation of the locality, but the 2 households still did not agree.
We are assigning relevant departments to review all policies to ensure the rights of the two households; continue to persuade the two households to agree with the site clearance plan. The district will also develop a plan to protect the construction if all policies have been reviewed, ensuring all legal regulations are met but the people still do not agree to the site clearance" - Mr. Cuong discussed.
To continue moving on the road connecting National Highway 1 to Ky Xuan beach, the section that has been completed, vehicles encounter many difficulties and face dangers when passing through Ms. Linh's land.
According to information from the Provincial Traffic Construction Investment Project Management Board, the board has resolutely directed construction units to complete the construction as soon as the site is available, focus all resources, gradually overcome difficulties in earth filling materials, and work overtime to speed up the construction progress. Thanks to that, up to now, the project has completed 80% of the items.
To ensure construction progress, the Provincial People's Committee also issued Document No. 7398/UBND-GT, dated December 23, 2022, requesting Ky Anh district to complete compensation and site clearance before February 25, 2023. Due to these two households, the contractor had to stop construction of the project from March 2023; meanwhile, according to the plan, the project would be completed in June 2023.
Facing the risk of not being able to complete the project as planned, recently, the Provincial Traffic Construction Investment Project Management Board sent a document requesting the Provincial People's Committee to extend the construction period until July 30, 2023 to complete the entire project.
Right next to Mrs. Linh's fence is the section connecting National Highway 1 to Ky Xuan beach that has been completed.
In fact, the 80m-long traffic jam is causing the project to be unfinished and affecting traffic flow. In the long term, if the problem is not resolved, the goal of this key project, which is to promote the socio -economic development of Ky Anh district and Ky Xuan commune, will not be achieved. Even the prospect of "frontage houses" next to the intersection of major roads of these two households will be affected.
