This morning and afternoon, the Provincial People's Council delegates continued to give their opinions on the draft Resolutions before voting for their approval. Some delegates proposed to adjust some figures in the tables to make them suitable; consider the total number of staff assigned to the commune level; and policies...
In order for delegates to have a basis to decide to pass the Resolution, the leaders of the specialized agencies of the Provincial People's Committee and the leaders of the Provincial People's Committee spoke to explain and clarify the basis as well as affirm that the contents included in the Resolutions are in accordance with regulations, meet requirements and create favorable conditions for localities in the process of implementing the Resolution after its promulgation.
After discussion and exchange, based on reviewing reports and draft resolutions presented at the Session, comparing current regulations, the Provincial People's Council delegates unanimously voted to pass 21 Resolutions at the Session, including 2 Resolutions on personnel work.
Also at the Session, Comrade Nguyen Sy Canh - Vice Chairman of the Provincial People's Council presented a Proposal to dismiss Comrade Chu Le Chinh - a delegate of the Provincial People's Council, term XV, 2021 - 2026, from his duties as a delegate of the Provincial People's Council due to early retirement and his application to resign from his duties as a delegate of the Provincial People's Council.
By public voting, 100% of delegates attending the Session voted unanimously to dismiss comrade Chu Le Chinh - delegate of Lai Chau Provincial People's Council, term XV, 2021 - 2026.
Speaking at the closing session, Comrade Giang Pao My - Member of the Party Central Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation emphasized that, along with 21 Resolutions passed at this session, in 2025, the Provincial People's Council issued 116 Resolutions to promptly concretize new regulations of the Central Government, meeting the requirements of the operation of local governments at 2 levels and in accordance with the practical situation of the province.
The Chairman of the Provincial People's Council affirmed that the process of building the Resolutions was carried out carefully, ensuring the correct procedures and regulations, thoroughly examined, discussed democratically and passed with high consensus and unanimity. A number of thematic Resolutions are directly related to voters, aiming to concretize the historical policy with profound humanistic significance of our Party and State, reducing the economic burden for families and students, especially ethnic minorities in the province to have access to health services, have conditions to study to have a better and better life.
To successfully implement the goal of making Lai Chau develop green, fast and sustainably, the Chairman of the Provincial People's Council requested the Provincial People's Committee, all levels and sectors to closely follow the direction of the Provincial Party Executive Committee at the 3rd Conference, urgently concretize the main targets and tasks in the 5-year plan 2026 - 2031 and 2026 approved by the Provincial People's Council into the Work Plan of agencies, units and localities with tasks and solutions close to reality, clear people, clear work, clear progress and aiming for specific products and results to implement drastically from the first days and months of 2026.
Along with that, continue to thoroughly grasp and effectively implement the Party's guidelines, policies and laws of the State, the Resolution of the 15th Provincial Party Congress and the Action Program to implement the Resolution; thematic Resolutions, projects, conclusions of the Provincial Party Committee, Resolutions of the Provincial People's Council. Focus highly on the preparation and organization of the election of deputies to the 16th National Assembly, deputies to People's Councils at all levels for the 2026 - 2031 term. Continue to rearrange the internal apparatus of agencies, arrange public service units according to the direction and guidance of the Central and Provincial Party Committee. Promote administrative reform associated with digital transformation, improve the operational efficiency of the Public Administration Service Centers at the provincial and commune levels; focus on promoting socio-economic development, focusing on double-digit economic growth; drastically deploy measures to manage budget revenue and expenditure; synchronously and effectively deploy solutions on cultural and social development; Strengthening national defense and security, maintaining political stability, social order and safety, and firmly protecting national border sovereignty.
Preparing to welcome the New Year 2026 and the traditional New Year of the nation, the Chairman of the Provincial People's Council requested all levels and sectors to thoroughly grasp and continue to promote the tradition of great solidarity and the spirit of "mutual love and affection" of the nation; well implement social security policies, take care of the material and spiritual life of the people, especially those with meritorious services to the revolution, policy families, people in difficult circumstances, poor households, compatriots affected by natural disasters, epidemics, remote areas, border areas, ethnic minority areas... to ensure that every family and every person can enjoy Spring and celebrate Tet.
The Chairman of the Provincial People's Council called on all levels, sectors, armed forces and people of all ethnic groups in the province to promote the achievements of 2025, continue to unite, strive to overcome difficulties and challenges, determined to successfully carry out the tasks of 2026, bring the Resolution of the 15th Provincial Party Congress into life, build Lai Chau to develop more and more, and together with the whole country firmly step into the new era.
