At the program, trainees were introduced to key topics to serve the requirements of innovating State management activities in the digital transformation period. Training content focused on widely applied digital platforms such as digital working platforms, online monitoring systems, digital technology applications in management and operation, and artificial intelligence application solutions to support and optimize work processes.

In addition, the program also provides information on the city's administrative reform tasks in the context of implementing the 2-level local government model from July 1, 2025. Adjusting functions, tasks and increasing workload at the commune level requires civil servants to have a firm grasp of regulations, proactively access technology, improve document processing skills, and improve service quality for the people and businesses.

According to the organizers, administrative reform is a key solution to improve the effectiveness and efficiency of State management. In reality, the quality of administrative procedure settlement, the level of information technology application, and the rate of online records in some units are still limited; the "one-stop" work in some places has not met the requirements. Therefore, the training aims to help civil servants update their knowledge, overcome difficulties, share implementation experiences, and propose solutions suitable to the reality of each locality.
