This is the data announced by Ho Chi Minh City Tax Department at the conference to review tax work in the first 6 months of the year and deploy tax work tasks for the last 6 months of 2025, held on July 18 in Ho Chi Minh City.
Prioritize the implementation of policies to support taxpayers
The leader of Ho Chi Minh City Tax emphasized that, with the spirit of accompanying businesses and people to overcome difficulties and develop production and business, in the first 6 months of 2025, Ho Chi Minh City Tax always prioritizes resources to implement policies on tax exemption, reduction, and extension of tax payment and land rent for businesses and people issued by the National Assembly and the Government.
Accordingly, the total amount of tax and land rent exempted and reduced in the first 6 months of 2025 is estimated at nearly 11,000 billion VND.
The implementation of the tax and land rent payment extension policy has supported businesses with the amount of tax extended in the first 6 months of 2025 estimated at about VND 9,534 billion.
In addition, the tax authority focused on implementing value-added tax refunds with a sense of urgency, responsibility and in accordance with regulations, resolving outstanding records, contributing to supporting businesses to supplement capital for production and business and implement investment projects, thereby creating momentum to promote economic growth in the area. In the first 6 months of the year, 2,902 value-added tax refund decisions were issued, corresponding to a total refund of VND 23,334 billion. Tax refunds for exported goods and services accounted for the majority with VND 21,471 billion, corresponding to 92% of the total refunded tax.
According to Ho Chi Minh City Tax, in the first 6 months of 2025, the City Tax will continue to maintain and promote the implementation of online public services at levels 3 and 4 at all stages of the tax management process, from tax registration, declaration, tax payment and electronic tax refund (the rate of enterprises submitting tax registration documents electronically, declaring taxes electronically, registering for electronic tax payment services at the Tax Department's Information Portal reaches over 99%; implementing electronic tax refunds for 100% of value-added tax refund documents for exported goods and investment projects); electronic receipts and invoices; connecting to resolve real estate records with the Department of Agriculture and Environment, etc.
Promoting digital transformation and administrative reform in transactions with taxpayers
Propaganda and support for taxpayers through online methods such as the Tax Industry Electronic Information Portal, eTax Mobile, the City Government - Business Dialogue System, Zalo, Fanpage, tax authority email... are promoted, ensuring fast and suitable connection for a variety of taxpayers, especially taxpayers with few advantages in accessing and implementing tax laws and administrative procedures such as small and medium enterprises, business households, and individuals.
A prominent mark in the digital transformation process in early 2025 of the Tax sector in general and Ho Chi Minh City Tax in particular is the implementation of electronic invoices generated from cash registers for businesses and business households.

Accordingly, the tax authority has proactively coordinated with organizations providing solutions and services, tax agents to organize many training sessions, introductions, and instructions for all businesses and business households that are subject to using electronic invoices generated from cash registers in each ward and commune; coordinated with press and media agencies to post articles and promote through the tax authority's website and social networking sites... so that businesses and business households can easily access and implement.
Cumulative implementation results up to June 30, 2025, a total of 31,462 business establishments (including 18,334 enterprises and 13,128 business households) have issued electronic invoices from cash registers with a total of 616 million electronic invoices issued from cash registers.
The operating results in the first 6 months of 2025 showed that Ho Chi Minh City Tax Department collected VND 294,138 billion for the state budget, equal to 58.61% of the estimate and increased by 9.58% over the same period in 2024.
Mr. Doan Minh Dung, Head of Ho Chi Minh City Tax Department, committed to the leaders of the Tax Department to deploy tasks in the second half of the year with the determination to exceed the assigned tasks in 2025.
Accordingly, the Ho Chi Minh City tax sector will focus on many solutions. The most notable of which is promoting revenue exploitation, preventing revenue loss from e-commerce, digital platform business, land revenue and business households.
In particular, Ho Chi Minh City Tax will focus on promoting business households to use electronic invoices from cash registers; expanding the deployment of eTax Mobile application; reviewing household contract management data, preparing to abolish the lump-sum tax method according to the roadmap; at the same time, strengthening in-depth inspection, examination, monitoring of electronic invoices, preventing tax fraud and evasion.
