According to the decision, the entire province has 39 establishments that do not meet fire safety requirements and cannot be rectified according to technical standards and regulations, having been put into operation between October 4, 2001, and before July 1, 2025. The list was published based on a review and assessment of the current state of the buildings, comparison with legal regulations, and consideration of historical factors, objective conditions, and the possibility of renovating and upgrading the fire safety system of each establishment. According to the list, the majority of establishments are apartment buildings, social housing, hotels, and guesthouses; the most common problem is the failure to ensure adequate escape routes, making it difficult to renovate them to fully meet current technical standards and regulations. Specifically for apartment buildings and social housing, the main reasons stem from the fact that the buildings were constructed during a period when there were no regulations on establishing apartment building management boards, no maintenance funds were available, and residents had not yet reached a consensus on contributing funds for the renovation and repair of fire protection systems.
The People's Committee of Khanh Hoa province requests the Provincial Police, the Department of Construction, the Department of Industry and Trade, the Department of Agriculture and Environment, and the Provincial Economic Zone and Industrial Park Management Board to urgently notify establishments to implement the handling roadmap as prescribed in points c and d, clause 6, Article 55 of the Law on Fire Prevention and Rescue, and Article 43 of Government Decree No. 105/2025/ND-CP dated May 15, 2025; and at the same time, to strengthen propaganda work and raise awareness and responsibility of investors, businesses, and people in implementing fire safety and preventing and minimizing fire and explosion risks in the area.
