On the afternoon of May 23, continuing the 7th Session, under the chairmanship of National Assembly Chairman Tran Thanh Man , the National Assembly discussed in the hall the results of supervising the settlement of voters' petitions sent to the 6th Session, 15th National Assembly.

After discussing in the hall the results of monitoring the settlement of voters' petitions sent to the 6th Session of the 15th National Assembly, members of the Government and relevant agencies and individuals explained and clarified a number of issues raised by National Assembly deputies.

Speaking to explain and clarify some contents raised by National Assembly deputies, Minister of Information and Communications Nguyen Manh Hung said that 42 petitions sent by voters to the Ministry of Information and Communications between the two sessions have been answered and processed by the Ministry or have a roadmap for processing and a specific completion time.

Minister of Information and Communications Nguyen Manh Hung spoke to explain and clarify some contents raised by National Assembly deputies.

At this meeting, delegate Nguyen Thi Viet Nga mentioned the issue of online fraud - this is a widespread problem, not only in Vietnam but also globally as a consequence of digital transformation.

Minister Nguyen Manh Hung presented 6 solutions implemented in reviewing, handling and managing junk SIM cards in recent times.

Firstly , propaganda is still a top priority and long-term solution. The Ministry has directed major newspapers and radio stations to organize columns to warn about online fraud. In particular, the Ministry of Information and Communications has used the grassroots information system of loudspeakers in wards and communes to regularly inform people.

Second, the Ministry of Information and Communications has coordinated with the Ministry of Public Security to handle and destroy a number of online fraud rings in recent times.

Third, online scammers often use phones and impersonate government agencies. The Ministry has directed network operators to invest in technology so that if a government agency uses a phone to contact people, the name of the government agency will appear on mobile phones or landlines with screens.

In case the landline phone does not have a screen, people can request a call back via mobile number to confirm the name of the state agency. If there is no name, people should not trust it.

Fourth, online fraud is also through unregistered phone numbers or junk SIM cards. For nearly 5 years, the Ministry has strongly directed network operators to handle junk SIM cards, tens of millions of junk SIM cards have been handled.

From April 15, 2024, all SIM cards with information that does not match the population database will be cut off and the issue of owner SIM cards will be handled.

In case the Ministry of Information and Communications discovers junk SIM cards or SIM cards without the owner's name, it will require the network operator to stop developing new subscribers. This is a very severe form of punishment for the network operators, demonstrating the Ministry's strong determination in handling junk SIM cards and SIM cards without the owner's name.

Fifth, online fraud or creating fake websites of government agencies. The Ministry of Information and Communications has initiated a green label for websites of government agencies and verified organizations. People should be more careful when accessing websites that do not have a green label.

Finally, the Ministry of Information and Communications has set up a contact point to receive feedback on online scams to support people.
