On the afternoon of December 7, Prime Minister Pham Minh Chinh, Chairman of the Red River Delta Coordination Council, chaired the second conference on regional planning for the 2021-2030 period, with a vision to 2050.
Attending the conference were Comrade Dinh Tien Dung, Politburo member, Secretary of the Hanoi Party Committee; Minister of Planning and Investment Nguyen Chi Dung, Permanent Vice Chairman of the Council; leaders of ministries, central agencies, leaders of 11 provinces and cities in the Red River Delta region; and members of the Council.
Planning helps 'pave the way', proactively creating development
According to Minister Nguyen Chi Dung, the Red River Delta Regional Planning was established in the context that the Politburo issued Resolution No. 30-NQ/TW on the direction of socio-economic development, ensuring national defense and security in the Red River Delta region until 2030, with a vision to 2045; the Government issued Resolution No. 14/NQ-CP on the Action Program to implement Resolution No. 30-NQ/TW of the Politburo; the National Assembly approved the National Master Plan and National Land Use Plan for the 2021-2030 period, with a vision to 2050.
In particular, currently, 108/111 plans under the national planning system under the Planning Law have completed preparation, submission for appraisal and approval; of which 19 national plans, 1 regional plan and 32 provincial plans have been approved by the Prime Minister.
This Regional Planning is of great significance, helping to "pave the way", proactively create development, with new thinking, new vision to create new opportunities, new development motivation and new values for the region; focusing on solving inter-sectoral, inter-regional and inter-provincial issues; reorganizing regional development space and effectively exploiting and promoting all resources for rapid and sustainable regional development. The Regional Planning is also an important basis for proposing a medium-term public investment plan for the period 2026-2030, especially large projects of inter-regional nature.
Recognizing the importance of planning, the Ministry of Planning and Investment has seriously, systematically, meticulously and scientifically developed the Red River Delta Regional Planning for the 2021-2030 period, with a vision to 2050. The Minister emphasized that socio-economic development in the Red River Delta must be based on maximizing the potential and outstanding advantages of the entire region, as well as each locality in the region, to become a leading development driving force, playing a role in guiding and leading the process of industrialization, modernization, economic restructuring and transformation of the growth model of the whole country; ensuring consistency with the socio-economic development strategy of the whole country, consistency with the national planning system, and consistency with the national strategy on sustainable development, green growth and adaptation to climate change.

On that basis, the content of the Red River Delta Regional Planning has researched and identified and proposed 6 development orientations:
Firstly , promote economic restructuring associated with growth model innovation based on strong application of science and technology, innovation, digital transformation, green transformation. Focus on developing modern industrial production and service sectors: electronics, software production, artificial intelligence, automobile production, supporting industry, trade services, logistics, finance, banking, tourism, telecommunications, high-quality training, specialized healthcare. Develop the region to become a modern service center of Southeast Asia.
Promote the role of a leading high-quality human resource training center in the country, focusing on building a number of key training sectors to reach regional and world standards. Build innovation centers, leading in the development of science and technology. Develop highly efficient, high-economic value, sustainable, ecological agriculture in the direction of high-tech, organic, and circular agriculture.
Sustainable development of marine economy towards green growth, conservation of biodiversity and marine ecosystems. Development of Hai Phong-Quang Ninh region to become a modern, international marine economic center, leading in Southeast Asia, a gateway and driving force for development of the region; focusing on developing marine economy in the Thai Binh-Nam Dinh-Ninh Binh region.
Second, organize a reasonable regional development space including: 3 national corridors, international connections - 2 inter-regional connection support corridors - 1 coastal corridor - 2 dynamic development regions - 2 socio-economic sub-regions. The capital Hanoi is the national political-administrative, cultural, educational, scientific and technological, economic and international transaction center of the whole country; a globally connected city, on par with the capitals of developed countries in the region and the world.

Third, focus on developing the network of dynamic economic zones, economic centers, and strategic urban areas, in which the capital Hanoi, Hai Phong, and Quang Ninh are the growth triangle; develop key urban areas on the economic corridors of Lao Cai - Hanoi - Hai Phong; Lang Son - Hanoi - Hai Phong. Urban chains and clusters in the Northern Coastal sub-region. Develop a smart, green, and sustainable urban system; take the orientation of public transport development (according to the TOD model) as the basis for urban planning.
Fourth, focus on completing a synchronous and modern infrastructure network, focusing on transport infrastructure to ensure effective connection between regional, domestic and international economic centers; open up new development space, creating room for regional development. Organize and arrange multimodal transport effectively; promote advantages in seaports, airports, roads, railways, inland waterways and connecting corridors of the region. Speed up progress and complete a number of key national transport infrastructure projects with regional connectivity, digital infrastructure, urban infrastructure, etc.
Develop a synchronous and modern network of medical, educational and cultural infrastructure to meet the creative and enjoyment needs of the people. Invest in general and specialized hospitals in Hanoi on par with high-tech specialized centers in the region and the world; combine the development of medical services with medical examination, treatment and resort tourism.
Invest in and develop a number of large, multidisciplinary universities in the region in a focused and key direction; focus on improving the quality and scale of training, focusing on training high-quality human resources for the region and the whole country. Upgrade and modernize a number of large museums, cinema centers, and theaters in Hanoi and major cities in the region.
Fifth , harmoniously resolve the relationship between economic development and environmental protection; focus on fundamentally resolving inter-sectoral, inter-regional, inter-provincial environmental issues, especially environmental pollution in craft villages and river basins; flooding, waste, emissions, and pollution in large cities; improve and restore water quality in the Nhue and Day river basins, and the Bac Hung Hai irrigation system.
Ensure water security and safety of dams and reservoirs, prevent water resource degradation. Strengthen regional linkages in conservation, exploitation of resources, biodiversity of nature reserves, national natural heritage sites associated with tourism development. Prevent biodiversity loss in areas adjacent to the Northern Midlands and Mountains provinces, the Red River and Thai Binh River estuaries, and coastal flooded areas. Proactively adapt to climate change and rising sea levels; respond to and resolve incidents, and restore the coastal environment.

Sixth, solutions and resources to implement the planning, especially the list of regional linkage projects expected to be prioritized for investment and solutions to promote regional linkage.
Regarding the project portfolio, it is necessary to prioritize allocating resources to dynamic, spillover, and regionally-connected projects such as transport infrastructure, digital infrastructure, urban infrastructure, etc. Mobilize and effectively use resources for socio-economic development, diversify resources and investment forms, focusing on public-private partnerships.
Pilot a number of new models, mechanisms and policies that are outstanding and highly internationally competitive to maximize the potential and advantages of the region and the dynamic growth triangle of Hanoi-Hai Phong-Quang Ninh. Research, promulgate and pilot new models, mechanisms and policies on inter-regional development; promote the role and effectively exploit economic corridors, belts, growth poles, economic centers and urban systems to create breakthroughs in regional development.
At the conference, delegates gave their opinions on identifying key issues that need to be resolved, development breakthroughs, restructuring the region's growth model; orientations for organizing the region's development space; orientations and solutions for developing sectors and fields, focusing on regional infrastructure; orientations and solutions for socio-cultural development; resolving bottlenecks in human resource quality; solutions and resources for implementing planning, list of priority regional linkage projects for investment, solutions on regional linkage mechanisms and policies to promote effective regional development cooperation.
Regional connectivity is one of the breakthroughs and new driving forces.
In his concluding remarks, Prime Minister Pham Minh Chinh acknowledged and highly appreciated the efforts of the Ministry of Planning and Investment in developing the Regional Planning; the responsible and dedicated opinions and recommendations on many suitable, practical and feasible solutions.
Based on the synthesis of comments, the Ministry of Planning and Investment urgently received and completed the Regional Planning for the 2021-2030 period, with a vision to 2050, and submitted it to the Prime Minister for approval in December 2023.
Emphasizing some more contents, the Prime Minister stated that, together with the Southeast region, the Red River Delta has a special position and role, contributing over 50% of the country's GDP, so the planning must promote and exploit to the maximum the very different potential, very outstanding opportunities, and very clear competitive advantages of the region.
Planning must be one step ahead with breakthrough thinking, strategic vision and long-term stability; integrating and connecting local planning with regional and national planning.

The Prime Minister analyzed and pointed out some outstanding features of the region that need to be emphasized in the Planning for strong exploitation and promotion.
Firstly, the region has Hanoi, a thousand-year-old culture, heroes, and wet rice civilization.
Second, the region has the advantage of being a gateway connecting China and ASEAN by both land and sea, in which the route through Mong Cai border gate (Quang Ninh) is the shortest route (about 500km) connecting the Red River Delta with the most dynamic economic region in China. Compared to other regions in the country, the Red River Delta is also closest to Northeast Asia. Therefore, it is necessary to build a solid defense zone in terms of national security and a defense line of cooperation and competition in terms of economic development.
Third, the cultural, historical and spiritual traditions with very rich heritages. The Prime Minister gave an example, all the historical and cultural relics associated with the Tran Dynasty are here.
Fourth, the region has rivers that are valuable resources but are being heavily affected.
Fifth, the region has a diverse terrain and landscape, with forests, mountains, rivers, and seas... to develop a variety of fields.
"Going along with this potential, advantage and opportunity are specific programs, projects and appropriate mechanisms and policies," the Prime Minister emphasized.
Besides, the Prime Minister pointed out difficulties, conflicts, challenges and solutions.
Accordingly, the area has a small area but a large population, the highest population density in the country, therefore, it is necessary to carry out urbanization, exploit underground space such as subways, elevated railways...
Along with that, environmental issues and polluted rivers need solutions. Regarding human resources, the region must lead and coordinate in training high-quality human resources for the whole country.
At the same time, the region has great potential, opportunities, and differences, but mechanisms and policies are still limited; apart from Hanoi and Hai Phong, which have specific, pilot mechanisms, the remaining 9 provinces do not have them. Therefore, there must be appropriate mechanisms and policies.
Regarding the issue of resources , the Prime Minister said that internal resources (including people, nature, and historical-cultural traditions, with appropriate mechanisms and policies) must be considered fundamental, strategic, long-term, and decisive; external resources (FDI, loans, technology, management, human resource training, reference to international experience and institutions) must be considered important and breakthrough.
The Prime Minister requested to clarify new growth drivers, such as science and technology, innovation; conversion of new energy, development of renewable industry (solar, wind, hydrogen); development of ecosystem to develop agricultural economy on the basis of promoting wet rice civilization; development of industry with focus and key points on the basis of effective exploitation of land funds. Thai Binh, Nam Dinh, Ninh Binh provinces can study and implement sea encroachment to create development space and new land funds.

The Prime Minister emphasized that regional connectivity is one of the breakthroughs and new growth drivers, along with regional connectivity, national connectivity and international connectivity . Therefore, it is necessary to promote the spirit of initiative, self-reliance and self-reliance, no locality can replace another locality, but it is impossible not to connect, especially in terms of transport connectivity.
Regarding aviation, the Prime Minister said that the northern region of the delta already has three airports (Noi Bai, Van Don, Cat Bi), and it is possible to carefully study, consider, plan, and build a new international airport in the southern region of the Red River Delta.
The Prime Minister commended Ninh Binh for implementing a route connecting the westernmost to the easternmost part of the province, from the mountainous area of Nho Quan district to the coastal district of Kim Son.
Regarding the content of traffic connection, Chairman of Hung Yen Provincial People's Committee Tran Quoc Van said that, implementing the Prime Minister's instructions and suggestions, the road project connecting Hanoi-Hai Phong Expressway with Cau Gie-Ninh Binh Expressway has been opened to traffic; the road connecting the heritage of the Red River region is expected to start construction in the first quarter of 2024; Hung Yen-Thai Binh Expressway will be deployed in the coming time...
On this occasion, the Prime Minister praised Hanoi because in recent times, many locations and cultural heritages in the area have been effectively exploited, attracting many tourists, such as Gia Lam station, Hang Dau post, Hoa Lo prison, thereby promoting cultural resources, turning heritage into assets and resources.
The Prime Minister requested that Quang Ninh and Hai Phong need to cooperate in the best management and exploitation when recently UNESCO agreed to expand Ha Long Bay's boundaries to include Cat Ba archipelago (Hai Phong), becoming the Ha Long Bay-Cat Ba archipelago World Heritage Site, the first inter-provincial world heritage site in Vietnam.
Similarly, the Prime Minister requested Quang Ninh, Bac Giang, Hai Duong and relevant ministries and agencies to continue actively implementing work to submit to UNESCO for recognition of the Yen Tu-Vinh Nghiem-Con Son-Kiep Bac Monuments and Landscape Complex as a world heritage and coordinate to exploit this heritage well.
