Against the backdrop of the Vietnam-US relationship being elevated to a Comprehensive Strategic Partnership, Deputy Prime Minister Bui Thanh Son summarized this relationship through five key guiding phrases: "Strategic Trust," "Comprehensive Cooperation," "Win-Win Development," "Responsible Partnership," and "Building the Future."
To realize this vision, the Deputy Prime Minister outlined five specific cooperation directions, which are considered a "guiding principle" for the business communities of both countries over the next 30 years.
Firstly, cooperation in semiconductors and high technology. The Deputy Prime Minister proposed that businesses from both sides cooperate to develop a semiconductor ecosystem, R&D centers, data centers, and artificial intelligence (AI) centers right here in Vietnam. The Deputy Prime Minister emphasized that Vietnam aims to train 50,000 semiconductor engineers by 2030, and cooperation with leading US corporations will be a key driving force. Currently, the US has formed a close-knit network linking schools, the government, and businesses to support the training of high-quality human resources in Vietnam, creating a solid foundation for this goal.
Second, on clean energy cooperation and green growth, the Deputy Prime Minister suggested that businesses of both sides cooperate in offshore wind power, solar power, hydrogen, energy storage and smart grids; supporting Vietnam to achieve the target of net zero emissions by 2050.

Thirdly, regarding strategic supply chain cooperation, the Deputy Prime Minister expressed his desire for businesses from both countries to cooperate in developing flexible, diversified, and sustainable supply chains; promoting regional connectivity, smart logistics, and reducing transportation costs. Specifically, he called for expanding cooperation with chains such as Walmart and Costco, connecting Vietnamese goods with global value chains.
Fourth, regarding cooperation in innovation and digital transformation, businesses of both sides need to promote digital service trade and cross-border electronic payments; cooperate in artificial intelligence, cybersecurity, cloud computing; and cooperate with US pharmaceutical and biotechnology corporations to develop a digital healthcare ecosystem and community health care.
Fifth, regarding cooperation in education , training and technology transfer, the Deputy Prime Minister suggested that businesses of both sides cooperate in training technology engineers, semiconductor experts, and global management; and connect universities and research institutes of the two countries.
Deputy Prime Minister Bui Thanh Son affirmed that Vietnam is focusing on implementing historic policies, identifying science and technology, innovation, and digital transformation as the most important foundations. The government is determined to create institutional breakthroughs with the spirit of "going early, paving the way for development," promoting modern digital infrastructure, and innovating smart governance thinking in the direction of "the State creating, businesses pioneering."
Vietnam is committed to building the most stable and favorable business environment for the American business community in the spirit of "working together, winning together, sharing together, and developing together".
On the part of American businesses, the Deputy Prime Minister urged them to continue to voice their positive opinions so that the US government would soon recognize Vietnam as a market economy, lift restrictions on high-tech exports, and promptly sign a reciprocal and fair trade agreement between the two countries.
US Ambassador Marc Knapper highly appreciated the private sector's contribution to the development of bilateral relations over the past three decades, and affirmed that the US will continue to support Vietnam in the areas of clean energy, digital transformation, innovation, and high-quality human resource training.
At the event, Mr. Ho Sy Hung, Chairman of the Vietnam Chamber of Commerce and Industry (VCCI), stated that American investors' confidence in Vietnam is increasingly strengthened. Major technology corporations such as Apple, Intel, Amkor, and Boeing have been expanding their investments and forming extensive value chains in Vietnam.
The VCCI Chairman called on businesses from both countries to continue expanding substantive cooperation in strategic areas such as high technology, semiconductors, AI, clean energy, and the circular economy.
"Every investment project and every new cooperation is a vivid demonstration of trust, cooperation and shared vision between the two countries," said Mr. Hung.
