How are 5 maritime public investment projects worth more than 1,300 billion VND being implemented?

In the 2021-2025 period, the maritime industry has 5 public investment projects. To date, some projects have been completed.


According to the Vietnam Maritime Administration, in the medium-term public investment plan for the period 2021-2025, the Vietnam Maritime Administration is assigned to implement 5 projects with a total investment of about 1,318 billion VND.

Notably, in October 2024 alone, two important projects were completed, including the project to build a new specialized search and rescue ship operating offshore and the project to invest in two supply and inspection ships at sea in the Truong Sa area, offshore islands in the Southern region and offshore islands in the Northern region (the handover of two ships put into use on October 22).

In particular, the project to invest in building a new specialized ship for offshore search and rescue operations was approved by the Ministry of Transport for investment policy proposal and investment policy adjustment. The project started on December 28, 2022 with a completion time of 18 months. The winning contractor for shipbuilding is 189 LLC. According to the signed contract, the contract implementation progress is 540 days. Up to now, the ship has been handed over and put into use on October 30, 2024.

The project to invest in two supply ships for sea inspection in the Truong Sa area, offshore islands in the Southern region and offshore islands in the Northern region has been approved by the Ministry of Transport for investment policy and approved for adjustment of investment policy.

The project started on December 23, 2022 with a completion time of 18 months. The winning contractor for the shipbuilding is Hong Ha Shipbuilding Company Limited. According to the signed contract, the contract implementation progress is 509 days. To date, the Vietnam Maritime Administration has organized the handover of 2 ships to be put into use on October 22, 2024.

Among the 5 medium-term public investment projects in the 2021-2025 period, the project to establish the new generation Cospas Sarsat satellite station MEOLUT has been approved by the Ministry of Transport for investment policy proposal and investment policy adjustment.

The project was started on December 14, 2022 with the contractor performing the EPC contract being the Joint Venture of the Military Industry - Telecommunications Group, Viettel Equipment Manufacturing Corporation, Viettel Consulting and Services Joint Stock Company. The contract implementation progress is 16 months.

Currently, the contractor has completed the production of equipment at the factory and has been inspected and accepted at the factory (FAT) on December 23, 2023. In June 2024, the joint venture contractor has completed the installation of technical infrastructure, equipment and software for the MEOLUT system, and has also conducted a trial operation and organized the acceptance of technical infrastructure, equipment and software for the MEOLUT system. At the same time, training and technology transfer have been completed.

Currently, the joint venture contractor has prepared and submitted a Commissioning Report to the Copas - Sarsat organization and has been approved by the organization to connect the first generation buoy. The second generation buoy is in the process of testing some remaining features.

For the investment project to build the lighthouses of Da Lat, Tu Chinh A, Bai Dinh, Phuc Nguyen, Mui La Gan, Ca Mau shoal, Truong Sa Dong, Phan Vinh, Lach Ghep, Lach Quen, Cua Van, Hon La, the Vietnam Maritime Administration completed the selection of contractors in December 2023.

Currently, the contractor is implementing the construction of the lighthouses of Da Lat, Truong Sa Dong, Phan Vinh, Hon La, Cua Van, Lach Ghep, Lach Quen, Tu Chinh A, Bai Dinh, Phuc Nguyen, Mui La Gan, Ca Mau shallow beach and completing the light tower items for the lighthouses of Da Lat, Phan Vinh, Truong Sa Dong, Hon La.

At the same time, the construction of protective embankments, fences, and piles for the light towers of Cua Van, Lach Ghep, and Lach Quen are underway. Preparations for the Tu Chinh A, Bai Dinh, Phuc Nguyen, and Ca Mau shallow water lights are underway. According to the plan, the project will be accepted, handed over, and put into use in the second quarter of 2025.

The project to build a Maritime Transport Infrastructure Management Information System has been approved for investment by the Ministry of Transport. Currently, the Vietnam Maritime Administration is organizing the selection of contractors.
