Promoting social security policies that have become a brand
Over the past 5 years, the city has made efforts to maintain and implement social security programs and policies, notably: The city program "5 no", "3 yes", "4 safe"; The program "No poor households with especially difficult circumstances in the period 2022-2025"; Raising the standard level of social allowances, support levels for people with meritorious services, repairing and building policy houses, health insurance, education; Expanding policy beneficiaries for the elderly and people in near-poor households; Issuing policies to support heart surgery for children with congenital heart disease; policies to attract doctors for public health facilities; Implementing policies to support medical staff at public health agencies and units...
In particular, during the time of being heavily affected by the COVID-19 pandemic, the city government has put the health and lives of the people first and foremost, ensuring that people are best protected against the epidemic and have access to medical services as soon as possible, right from the grassroots level.
Central and city policies on supporting employees, employers and people facing difficulties due to the COVID-19 pandemic according to Central and city resolutions have been promptly implemented with more than 445 billion VND (2021-2022 period).
City leaders awarded decisions to rent apartments to poor households in especially difficult circumstances and gave Tet gifts to poor households, each gift worth 1 million VND.
Sharing the difficulties of people after the COVID-19 pandemic, in the 2022-2023 school year, the City People's Council passed a Resolution to support nearly 4.7 billion VND to buy textbooks for 8,438 students from poor households, students orphaned due to COVID-19 and 4,400 students from near-poor households studying at public and non-public schools, and continuing education centers.
In the 2023-2024 school year, the city will continue to implement the policy of supporting 100% of tuition fees for preschool children and public and non-public primary and secondary school students, excluding foreign-invested schools. Subjects eligible for tuition fee reduction according to the policies of the Central Government and the city will be compensated with support equal to 100% of the 2023-2024 public tuition fees. Of which, support for public students is more than 316 billion VND, support for non-public students is more than 92.2 billion VND.
In the context of many economic difficulties, the city still devotes resources to effectively implement sustainable poverty reduction policies, ensure social security, and 100% of vulnerable groups have access to basic social services.
In the period of 2019-2023, the city has raised the poverty line twice higher than the central standard in each period; supported 13,963 poor households with working capacity to escape poverty. By the end of 2023, the city will have 4,167 poor households with working capacity (rate of 1.39%), completing the poverty reduction target for the period of 2019-2023 (in which, the average annual poverty reduction rate is 0.89%/total number of households).
In order to support and create the best conditions for poor and disadvantaged households to have stable housing, associations and organizations at all levels of the city always promote fundraising to support those facing housing difficulties. In the period of 2021-2023, from the Fund for the Poor, the Fatherland Front at all levels has awarded more than 48.5 billion VND to build 232 new houses and repair 794 houses for poor households; associations and organizations also supported the construction and repair of hundreds of houses for members and union members in difficult circumstances.
In early 2023, the Department of Construction advised the City People's Committee to approve adjustments to the City Housing Development Program for the 2021-2030 period and implement the Government's Project "Investing in the construction of at least 1 million social housing apartments for low-income earners and industrial park workers for the 2021-2030 period".
Up to now, Da Nang has allocated more than 3,500 billion VND from the budget to invest in social housing, arranging rentals for groups of people with special housing difficulties such as people with meritorious services to the revolution, households in resettlement areas, cadres, civil servants, armed forces, poor households, students and industrial park workers. Currently, Da Nang is the locality with the largest state-owned social housing fund, accounting for about 80% of the national housing fund.

The work of caring for policy families and social beneficiaries during the Tet holiday has been carried out with attention by all levels and sectors; many practical programs have been organized such as the Spring of Love Program, the "Warm Winter for Children" Program, the "Military-Civilian Friendship" Exchange Program, "Countryside Market - Typical Agricultural Products" Program; timely support for families of people with revolutionary contributions, poor households, near-poor households, households in difficult circumstances, households affected by natural disasters, epidemics, children in especially difficult circumstances, and payment of salaries, bonuses and Tet allowances to cadres, civil servants, public employees and workers.
Particularly during the Lunar New Year of Giap Thin in 2024, the city visited and gave gifts to more than 156,000 people with a total cost of more than 116 billion VND.
Have a job, ensure social security
Caring for and solving employment for workers is the top concern of the city. In recent years, the “Employment” Project has continued to be well implemented and affirmed as a pillar policy of the social security system.
Currently, the total labor force working in the economy is 637,650 people (an increase of 1.05% compared to 2009). The labor structure has shifted according to the city's development orientation, in which the tourism and service sectors account for 65.39%, industry - construction accounts for 30.29%, and agriculture - forestry - fishery accounts for 4.32%.

In recent times, the city has issued many mechanisms and policies to develop the labor market and build models for job creation, support loans, support businesses in receiving workers for vocational training and recruitment such as: Plan to implement the employment program, with the goal of creating jobs for 34,000-35,000 workers annually, the employment rate increases by 4.5-5%/year; Plan to implement the labor market development support program until 2030; Plan to implement Resolution 06/NQ-CP of the Government on developing a flexible, modern, effective, sustainable and integrated labor market to quickly restore the city's socio-economy...
The average number of new jobs created annually in the 2019-2023 period is 12,850 people. By the end of 2023, the city has created jobs for more than 36,500 workers (104.3% of the plan); the rate of additional workers in the economy increased by 4.75% (target from 4-4.5%), the unemployment rate by the end of 2023 decreased to 2.5%.
With the “Getting a Job” Program, from 2021 to present, the City Employment Service Center has organized more than 110 job fairs, connecting jobs for 7,875 workers. Meanwhile, labor export activities have been promoted; supporting businesses to borrow more than 3,200 billion VND to create jobs for more than 56,000 workers.

In July 2022, Da Nang issued a Project on Training, fostering, creating a source of cadres and attracting and promoting talented people to develop human resources in the public sector by 2030. This is a project of important practical significance, contributing to building and developing high-quality human resources in the city's public sector, in line with the Party's policies on building a team of cadres at all levels with sufficient qualities, capacity, prestige, equal to the task and the Government's general framework for talented people in public service activities.
Most recently, the City People's Committee approved the List of 42 occupations and vocational training support levels for workers under social policies in the city in Resolution No. 103/2023/NQ-HDND dated December 14, 2023 of the City People's Council with the lowest support level of VND 1,000,000/person/course and the highest up to VND 4,000,000/person/course.
Social security policies are increasingly affirming their important role in supporting people to overcome difficulties, reach consensus, and join hands with the city to develop the economy and society, while helping Da Nang create an impression of a humane and affectionate city. Thereby, contributing significantly to the successful implementation of Resolution No. 43/NQ-TW of the Politburo.
