According to the report, in the first half of 2025, the provincial Department of Culture, Sports and Tourism has promoted information, propaganda,education and social mobilization to raise awareness, knowledge and skills on child drowning prevention for children, families, schools, communities and society.
As of June 2025, Kon Tum province organized 4,988 propaganda and dissemination sessions through conferences, meetings, sports festivals, and sports tournaments at all levels, with 985,239 children being informed about safe swimming to prevent child drowning; printed and published 603,560 propaganda documents, brochures, and leaflets on child drowning prevention, and placed 240 warning signs to prevent drowning at dangerous rivers, streams, ponds, and lakes where drowning accidents are likely to occur in villages, hamlets, and communes in the province.
Kon Tum province organized the Summer Opening Ceremony and launched a campaign for the whole population to practice swimming to prevent drowning in the province in 2025.
From 2021 to June 2025, districts, cities, departments and branches in the province organized 1,072 classes teaching safe swimming skills to prevent drowning in children, attracting 162,999 children to participate, of which 100,963 children learned to swim after participating in safe swimming skills classes.

At the same time, the Department also builds and improves the capacity of cadres, civil servants, public employees, trainers, collaborators, and instructors on preventing and combating child injuries and drowning; Promotes and improves the effectiveness of coordination with sectors and organizations in the management, direction, and organization of swimming teaching activities and prevention and combating child drowning.
From 2021 to 2024, districts, cities, and departments in the province organized 90 training courses to improve capacity, including a special topic on child drowning prevention, with the participation of over 8,003 district and commune-level officials and collaborators working on children. The Provincial Youth Union organized 206 training courses on drowning prevention skills for 22,400 children. Children were instructed on drowning prevention skills with contents on basic knowledge of drowning rescue techniques, the meaning of swimming and timely handling of situations when drowning, and methods of rescuing people when drowning.
In general, after 5 years of implementing the Swimming Program of the Ministry of Culture, Sports and Tourism, Kon Tum province has actively directed and implemented the Swimming Program to all levels, sectors, organizations and people in the province. The Swimming Program has received a lot of attention and response from people in the province. Up to now, 100% of districts and cities have implemented the Safe Swimming Program to prevent drowning for children. 61% of children from 6 to under 16 years old know safety skills in the water environment, exceeding 0.1% compared to the plan; 49% of children from 6 to under 16 years old know how to swim safely, estimated to be completed by the end of 2025 to complete the plan target.
Ensure that 100% of facilities organizing swimming, diving, and water recreation activities have coaches, swimming instructors, and drowning rescuers trained in professional knowledge certified by competent authorities and ensure conditions for professional equipment, hygiene, and safety according to the provisions of law. 86% of households have access to information, knowledge, and skills on preventing and combating child drowning accidents, and it is estimated that by the end of 2025, the planned target will be achieved. It is estimated that the target of reducing the number of children who die from drowning by 10% compared to 2020. As of June 2025, 8 children in the province died from drowning.
Complete the arrangement of sufficient land for swimming pool service businesses and facilities organizing swimming, diving, water entertainment activities, tourist areas, etc., ensuring safety conditions according to the provisions of law.
In the period of 2025 - 2030, the Department of Culture, Sports and Tourism of the province aims to control and minimize child drowning accidents to ensure the lives and health of children, and the happiness of families and society.
In which, 100% of districts and cities implement the Safe Swimming Program to prevent and combat drowning for children; Strive for 70% of children from 6 to under 16 years old to know safety skills in the water environment by 2030; 60% of children from 6 to under 16 years old to know how to swim safely by 2030; Ensure that 100% of facilities organizing swimming, diving, and water recreation activities have coaches, swimming instructors, and drowning rescuers trained in professional knowledge certified by competent authorities and ensure conditions for specialized equipment, hygiene, and safety according to regulations of law; 95% of households have access to information, knowledge, and skills on preventing and combating child drowning accidents by 2030; Reduce the number of children who die from drowning by 20% by 2030 compared to 2020.
The provincial Department of Culture, Sports and Tourism also proposed that the provincial People's Committee continue to pay attention to and invest in building swimming pools in the province, especially in schools and remote communes; Direct the inclusion of safe swimming and drowning prevention for children in the official curriculum of primary and secondary schools.
Propose that the Ministry, branches and the Central Government pay attention to organizing training courses on knowledge and skills in swimming safety and child drowning prevention in Kon Tum province; create conditions for Kon Tum province to host regional and national swimming competitions.
