According to Vietnam Electricity (EVN), as of 7:30 p.m. on June 1, the number of documents sent to the Electricity Trading Company (under EVN) for negotiating electricity sales increased to 63/85 transitional renewable energy projects. The total capacity of these 63 projects is 3,589.811 MW.
Notably, 10 projects have submitted documents for recognition of commercial operation date (COD), of which 9 projects/project parts with a total capacity of 472.62 MW have completed COD procedures, officially generating commercial electricity to the grid.
As of June 2, 9 renewable energy projects have been transferred to the grid.
To date, 51/85 projects (total capacity of 2,871.611 MW) have proposed a temporary price equal to 50% of the ceiling price of the electricity generation price frame according to Decision 21 of the Ministry of Industry and Trade , or about 754 - 908 VND/kWh (excluding value added tax) and depending on the type of solar or wind power source.
EVN said that the Power Trading Company and investors have completed price negotiations and signed PPA contracts with 48/51 projects (of which the Ministry of Industry and Trade has approved temporary prices for 40 projects).
19 projects have been accepted by competent State management agencies for the construction/part of the construction; 27 projects have been granted electricity operation licenses for the entire plant/part of the plant; 24 projects have had decisions to extend investment policies.
On the afternoon of June 1, explaining at the National Assembly session, Minister of Industry and Trade Nguyen Hong Dien explained that some transitional renewable energy projects have not yet submitted their documents to EVN. The reason given was that project owners did not want to negotiate with EVN within the price framework issued by the Ministry of Industry and Trade due to "low prices", and secondly, investors have not completed legal procedures or have difficulties in power transmission. The Minister also informed that the electricity generation price framework according to Decision 21 of the Ministry issued in January 2023 is about 7.3% lower than the preferential price FIT 2 issued in 2020; the price of FIT 2 is 8% lower than the FIT price issued in 2017. "The price mechanism for transitional renewable energy projects as the current price framework is consistent with world prices and domestic socio-economic realities", Mr. Dien commented.
