60 days and nights of general review and cleaning of vehicle data in Hanoi: Proposing some key solutions to speed up progress

Yesterday (December 1), Hanoi Police held a conference to review the progress of implementing Plan No. 375 dated October 31, 2025 on the peak of 60 days and nights of general review and cleaning of vehicle registration data and driver's licenses (GPLX) in the area.

At the Conference, Major General Nguyen Hong Ky, Deputy Director of the City Police, acknowledged the efforts of the units after 3 weeks of peak deployment, ensuring the number of units will be higher than the previous week; the units have proactively arranged forces to each residential area and household, working through the night, and increasing on weekends. Especially focusing on priority data groups; the progress of data cleaning has been basically accelerated, demonstrating the sense of responsibility and the drastic participation of the entire force.

Lieutenant Colonel Nguyen Ngoc Me, Deputy Head of the Traffic Police Department, pointed out the number of vehicle records and driving licenses that have been reviewed, compared, and updated; the existing problems; the data status that needs to be further verified, and some difficulties in the process of cross-checking vehicle owner information.

Units in the City Police have closely coordinated and synchronously implemented many measures, thereby widely propagating policies; local people basically understand and support the City Police force to perform well the assigned tasks.

Directing 100% of officers, soldiers, workers, and labor contract workers at units to fully declare vehicle information of themselves and their family members on the iHanoi application. At the same time, dispatches were sent to 1,592 enterprises and business households, directly working with nearly 200 enterprises; 168 schools and hospitals counted the number of vehicles managed by the unit... Commune-level police increased 22,272 vehicles (an increase of 382.16%). 126/126 commune-level police have verified information of vehicle drivers, reaching 95-100%.

The Traffic Police Department has coordinated with the Public Administration Service Center to upgrade and perfect the iHanoi software to ensure scientificity with many important features, providing maximum support to the people. The report also oriented the key tasks and assigned specific tasks to each unit, each officer and soldier; pointed out some shortcomings, limitations, and causes leading to shortcomings in the implementation of Plan 375, criticized some units that collected citizen data that matched data and approved data that matched assigned by the Traffic Police Department with a low rate...

At the Conference, representatives of the units focused on exchanging initiatives and good methods to implement Plan 375 with the highest efficiency, thereby mobilizing many forces (union members, students, forces participating in protecting security and order at the grassroots level, Heads of residential groups, Women's Union...) to coordinate with the Police to participate in the peak of data cleaning.

Some commune-level police units have also pointed out difficulties and proposed key solutions to speed up progress in the coming time, such as increasing support forces at the grassroots level, improving the quality of guidance for people on the system, promoting the model of mobile teams "going to each house", closely coordinating between professional departments and local police, promptly removing technical and procedural problems.

In particular, the Command Boards of units must uphold the responsibility of leaders, strengthen the mobilization of the entire political system to effectively implement solutions to speed up data cleaning progress, and ensure the fastest completion of assigned tasks.

Concluding the Conference, Major General Nguyen Hong Ky emphasized the task of ensuring that 100% of vehicles and driving licenses that meet the requirements are checked and cleaned in accordance with regulations; requiring the Commune and Ward Police to continue to innovate propaganda methods, increase support for people to declare and update data; and functional departments to improve the effectiveness of coordination, inspection, supervision, and ensure daily progress.

Major General Nguyen Hong Ky affirmed: "Cleaning vehicle data and driving licenses is a key task, of profound significance in the process of building digital government, digital society and digital citizens of the capital; contributing to improving the effectiveness of state management of security and order and serving the people better and better."


Regarding the field, the Hanoi People's Committee has just requested relevant agencies to study expanding the scope of restrictions in accordance with the actual situation, ensuring order and traffic safety and reducing traffic congestion in Hoan Kiem and Cua Nam wards.

Accordingly, from March 1 to August 31, the Department of Construction has piloted a ban on cars with more than 16 seats (except buses and school buses) during morning rush hours (from 6:30 to 8:30) and afternoon rush hours (from 4:30 to 6:30). The applicable areas are the streets on the right side of the main road including Dinh Tien Hoang (from Hang Dau to Hang Dao) - Hang Dao - Hang Ngang - Hang Duong - Dong Xuan - Hang Giay back into the Old Quarter.

The streets on the right side of the axis include Hang Dau - Tran Nhat Duat (Hang Dau - Nguyen Huu Huan section) - Nguyen Huu Huan back into the old quarter. Quang Trung streets (Trang Thi section to Nha Chung), Nha Chung, Ly Quoc Su, Nha Tho, Hang Trong, Au Trieu, Bao Khanh, Hang Hanh alley, Bao Khanh alley.

According to the Department of Construction, the restriction of cars with more than 16 seats operating during rush hours has received the support of residents and tourists. Vehicles basically comply and do not move into the restricted streets. Thanks to that, traffic in the Old Quarter and Hoan Kiem Lake area has been smooth, basically there are no more conflicts or serious traffic jams during rush hours.
