From the 1st to the 15th term, the National Assembly Delegation of Thanh Hoa province had 429 turns of 235 elected National Assembly deputies. The quality of deputies has been constantly improved; the rate of re-election is quite high, many deputies are re-elected from 3 to 5 terms. The head of the National Assembly Delegation of the province is usually the Secretary or Deputy Secretary of the Provincial Party Committee. In particular, generations of National Assembly deputies of the province always adhere to the motto of "closely attached to the people", regularly go to the grassroots, learn and grasp the actual situation to listen to the thoughts and aspirations of voters, and promptly convey them to the National Assembly.
From the 7th and 8th terms onwards, National Assembly deputies proactively visited the public according to their personal needs to collect information to serve their activities. Since the National Assembly promulgated the Law on the Organization of the National Assembly; the Regulations on the Activities of National Assembly Deputies and National Assembly Delegations, and stipulated the responsibilities of the National Assembly Delegation to organize for National Assembly deputies to visit the public, the activities of National Assembly deputies have become increasingly systematic and of high quality. National Assembly Deputy Bui Sy Loi (11th, 12th, 13th, 14th terms) said: During my 4 terms as a delegate, I have seen that the activities of the Thanh Hoa National Assembly Delegation have had many clear innovations and creativity, linked to reality, typically the multi-dimensional activities of visiting the public. The delegation organized many visiting sessions at the grassroots level, directly listening to people's thoughts, honestly reflecting and transferring specific recommendations to the National Assembly" - delegate Loi emphasized.
According to Deputy Head of the Provincial Delegation of National Assembly Deputies Mai Van Hai: The activities of the TXCT during the 15th National Assembly term have had many innovations with the organization of in-depth contacts, close to the grassroots, with diverse forms, objects, locations, and fields of contact. All contacts are widely announced, public, and create favorable conditions for all voters to attend. In particular, delegates also actively meet voters at their places of residence and work, strengthening the close relationship between delegates and voters. Information from voters is not only listened to and received but also answered on the spot, creating trust and excitement.
Together with TXCT, in its monitoring activities, the National Assembly Delegation of Thanh Hoa province focuses on combining report review with surveys and field inspections, ensuring the right focus, substance and delving into issues of public and voter concern. Through monitoring, it has promptly discovered shortcomings, limitations, difficulties and obstacles, thereby proposing appropriate solutions and recommendations; requesting and urging responsible agencies to consider and resolve them. Many recommendations and proposals have been accepted and resolved, contributing positively to development.
Promoting three important pillars
Always close to reality, maintaining a "blood" relationship with the people, in many terms, the National Assembly Delegation of Thanh Hoa province has always fulfilled its assigned tasks well, making important contributions to the overall socio -economic development achievements of the province.
Some outstanding recommendations can be mentioned such as: in the XII Session (2007 - 2011), the recommendation to promote the development of Nghi Son Economic Zone and monitor social security, employment, hunger eradication and poverty reduction - laid an important strategic foundation for Thanh Hoa province to enter the industrialization period, creating a strong economic growth momentum, contributing greatly to the overall economic growth of the whole country.
In the XIII term (2011 - 2016), the delegation had many quality opinions on labor policy reform, infrastructure development and social security, many recommendations were accepted, creating a basis for major decisions in the North Central region... In the XV term (2021 - 2026), the delegates continued to promote tradition, many statements and recommendations were of strategic importance. In particular, together with many other National Assembly delegations, the delegation proposed to retain the right of the People's Council to question the Court and the Procuracy, which was accepted by the National Assembly and promulgated in Resolution No. 203/2025/QH15.
In the period of 2020 - 2025, the efforts of the entire Thanh Hoa political system, including the role of the Provincial National Assembly Delegation, have helped the province achieve outstanding economic development achievements. Typically, the average growth rate of gross regional domestic product (GRDP) is estimated at 10.26%, ranking 4th in the country and 3rd in the group of 10 provinces and cities with the largest economic scale in the country (compared to provinces and cities before mergers and acquisitions). The GRDP scale in 2025 is estimated at 357,760 billion VND, ranking 8th in the country, the highest in the provinces of the North Central and Central Coast regions. The average annual budget revenue growth rate is estimated at 10.5%, among the 10 provinces and cities with the highest budget revenue in the country.
Thanh Hoa is facing a historic opportunity to become a new growth pole in the North Central region, a comprehensive development center, connecting the region and reaching out to the whole country. Contributing to realizing that aspiration, the provincial National Assembly deputies said that it is necessary to promote three important pillars in activities. First , is the voice representing the people and businesses; honestly reflecting reality to bring "breath" of life into the parliament. Second, is to create development policies, in which proactively propose specific mechanisms and policies, focusing on strategic breakthroughs such as developing Nghi Son Economic Zone, marine economy, eco-cultural-spiritual tourism, digital transformation, renewable energy, while promoting regional connectivity in the North Central region. Third, strengthen supervision and ensure strict implementation of policies and laws, promptly detect obstacles and remove them so as not to miss the development beat.
80 years of formation and development is a glorious journey for the National Assembly, and at the same time, an honor and pride for the National Assembly Delegation of Thanh Hoa province. Deputy Head of the National Assembly Delegation of Thanh Hoa province Mai Van Hai shared: at the meeting with generations of National Assembly Delegates, General Secretary To Lam affirmed that our country is on a journey to extend its aspirations and on that journey, the National Assembly must be one step ahead in terms of institutions; must dare to open the way, dare to repair the way, dare to decide on difficult issues, new matters, unprecedented fields.
