Of the 695 people proposed for recognition of the title of professor and associate professor in 2023, the Council of Professors of the industry and interdisciplinary sectors eliminated 89 people.
On October 18, the State Council of Professors announced a list of 606 candidates recommended by 16 Councils of Professors of different disciplines and interdisciplinary disciplines for consideration and recognition as meeting the standards of professors and associate professors. Of these, 58 are professor candidates and 548 are associate professors.
Compared to the list proposed by the Faculty Council, 18 candidates for the title of professor and 71 candidates for the title of associate professor were eliminated. The Faculty Council of Military Science and Security Science did not make the candidates public.
Mr. Tran Anh Tuan, Chief of Office of the State Council of Professors, said that the candidates were eliminated for many other reasons revolving around the criteria for recognition of the titles of professor and associate professor. "There were also candidates who withdrew their applications," Mr. Tuan informed.
The Office of the State Council of Professors also received a number of complaints regarding unqualified candidate profiles. The Office sent these complaints to the Industry and Interdisciplinary Council of Professors for specific consideration of each case. The councils will provide detailed explanations once the review and verification steps are completed.
By field, Economics dominates with 92 candidates, including 6 professors and 86 associate professors. However, compared to the list proposed by the Faculty Council, this number has decreased by 10 (4 professors and 6 associate professors).
Despite the largest reduction - 15 people compared to the original proposal, leaving 6 professor candidates and 61 associate professors, Medicine is still the field with the second most candidates.
Other industries with large decreases include Electricity - Electronics - Automation, Physics, each industry group decreased by 7; Transportation decreased by 6; Mechanics - Dynamics, Pharmacy, Construction - Architecture, Mathematics, each industry group decreased by 5; Chemistry - Food Technology, Information Technology, Agriculture - Forestry, each industry group decreased by 4.
The fields where no candidates were eliminated were Metallurgy, Education, Psychology, Law, Animal Husbandry - Veterinary Medicine - Aquaculture.
According to the current procedure, universities establish a basic Professorial Council to review applications. After approving the list of qualified candidates, the basic Council sends the results to the State Council.
The State Council assigns the Industry and Inter-Industry Councils to evaluate and eliminate those who fail to meet the standards. The State Council then reviews and approves the list of qualified candidates, which is usually announced in November and December every year.
The number of candidates eliminated this year is about 12% of the number of nominations. Last year, after the round of consideration by the Faculty Council and the interdisciplinary committee, 91/447 candidates were eliminated, accounting for 20%.
Since 2019, candidates for associate professor and professor must be the main author of 3-5 articles in journals listed in ISI, Scopus (a prestigious database system for publishing abstracts and citations of scientific articles) or other categories prescribed by the State Council of Professors. That is why in the past three years, the number of candidates proposed for recognition as professors and associate professors has been only about 450-550 people per year, a sharp decrease compared to the previous period. After the final round of review, about 60-70% of these candidates are officially recognized.
Lecturers who are professors or associate professors can extend their working time for a maximum of 5 years after retirement, if they are healthy and have the need; are given priority in assigning scientific and technological topics and projects... and have the necessary conditions to complete the task.
According to the 2021 Statistical Yearbook, out of 76,000 university lecturers, there are 682 professors (nearly 1%), 4,760 associate professors (over 6%) teaching full-time. The number of professors and associate professors is one of the conditions for schools to open postgraduate training programs (masters, doctorate).
