The community of small businesses and households in Vietnam, including Tuyen Quang, is facing a turning point in the transition period. According to Decree 70/2025/ND-CP and new regulations of the Ministry of Finance , the traditional form of lump-sum tax is gradually being replaced by a declaration mechanism. This means that millions of business households are forced to apply electronic invoices, automatically transmit tax data and make administrative processes transparent.

However, for the customer group that is familiar with traditional methods and has a limited level of digitalization, these are not small barriers. The cost of investing in technology infrastructure, confusion in software operation and concerns about capital are the "bottlenecks" that make the digital transformation process encounter many obstacles.
Ms. Nguyen Thi Thanh Hai, owner of Hai Canh agency, Nong Tien ward, said: For decades working as a grocery agent, she only knew how to import goods, add the cost of the premises, then sell them and pay the lump sum tax from the State. Now, declaring taxes will be difficult for her because of her old age and limited use of electronic devices.
Like Ms. Hai, Ms. Hoang Thi Huong, owner of a general service facility in Thai Son commune, also worries about having to declare taxes. According to Ms. Huong, due to her old age and limited education, accessing digital technology will not be easy.
Understanding this "bottleneck", Agribank has officially signed a cooperation agreement with VNPAY, launching a specialized digital transformation solution package. Mr. Dao Quang Uy, Deputy Director of Agribank Tuyen Quang branch, said: The goal is to provide a comprehensive, low-cost but highly effective ecosystem, helping business households confidently enter the digitalization roadmap. Agribank will implement a series of strong financial incentives to reduce the cost burden for people such as: Completely exempting fees for opening and maintaining payment accounts; giving away beautiful account numbers to help enhance brand reputation; free balance change notification service via OTT on the Agribank Plus application. Most notably, the preferential credit package with interest rates from only 4.5%/year. This is considered an important "lifebuoy", helping business households access cheap capital to invest in equipment and upgrade facilities to meet new legal standards.
VNPAY commits to providing free of charge for 3 years a comprehensive digital transformation solution, including all the necessary tools for a modern business process: VNPAY-Invoice electronic invoice; VNPAY Cloud secure data storage service; VNPAY-CA digital signature; sales management software; modern payment devices such as VNPAY-POS and PhonePOS solution (turning phones into POS machines).
