The business community and small enterprises in Vietnam, including Tuyen Quang, are facing a pivotal transition. According to Decree 70/2025/ND-CP and new regulations from the Ministry of Finance , the traditional lump-sum tax system is gradually being replaced by a declaration-based system. This means that millions of business households will be forced to adopt electronic invoices, automatically transmit tax data, and increase transparency in their management processes.

However, for customer groups who are accustomed to traditional methods and have limited digitalization, these are significant obstacles. The cost of investing in technology infrastructure, unfamiliarity with software operation, and concerns about capital are major bottlenecks hindering the digital transformation process.
Ms. Nguyen Thi Thanh Hai, owner of Hai Canh grocery store in Nong Tien ward, said: "For decades, I've been running a grocery store, only knowing how to import goods, add up the rent, sell them, and pay a fixed tax from the government. Now, with the tax declaration system, it will be difficult for me because of my age and limited ability to use electronic devices."
Like Ms. Hai, Ms. Hoang Thi Huong, owner of a general service business in Thai Son commune, also expressed concerns about having to file taxes. According to Ms. Huong, due to her age and limited education, accessing digital technology will not be easy.
Understanding this "bottleneck," Agribank has officially signed a cooperation agreement with VNPAY, launching a specialized digital transformation solution package. Mr. Dao Quang Uy, Deputy Director of Agribank Tuyen Quang branch, stated: "The goal is to provide a comprehensive ecosystem that is low-cost yet highly effective, helping businesses confidently embark on the digital transformation journey. Agribank will implement a series of strong financial incentives to alleviate the burden of costs for people, such as: completely waiving fees for opening and maintaining payment accounts; giving away attractive account numbers to enhance brand reputation; and providing free balance change notification services via OTT on the Agribank Plus application. Most notably, there will be a preferential credit package with interest rates starting from only 4.5% per year. This is considered a crucial 'lifeline,' helping businesses access low-cost capital to invest in equipment and upgrade facilities to meet new legal standards."
