Agribank makes remarkable breakthrough mark.
In his opening remarks at the Conference summarizing business activities in 2025 and outlining tasks for 2026, Agribank Chairman To Huy Vu stated that 2025 concluded with many significant milestones, as Agribank comprehensively completed the restructuring plan associated with handling bad debts for the period 2021–2025, and successfully organized the 11th Agribank Party Congress for the 2025–2030 term.

According to Mr. To Huy Vu, the conference was held in a very special political , economic, and social context. Recently, the Politburo issued Resolution No. 79 on the development of the state-owned economy, further affirming the core role of the state-owned economic sector in the national economy. At the same time, the entire political system is looking forward to the 14th National Congress of the Party, with the expectation of ushering in a new term, new aspirations, and new demands for rapid and sustainable growth. “In this context, today’s conference is not simply a meeting to summarize and implement annual tasks, but an opportunity for Agribank to unify understanding, strengthen determination, and transform the major directives and orientations of the Party, State, Government, and the State Bank of Vietnam into concrete action programs. In other words, this conference is the ‘starting point’ for a pivotal year – the first year of a new phase that requires accelerating efforts to reshape Agribank towards a more modern, efficient, and sustainable direction, while remaining steadfast in its mission as a pillar in the agricultural, rural, and farmer sectors,” he emphasized.

The Chairman of the Board of Directors of Agribank stated that in 2025, banking operations will continue to face significant pressure from domestic and international economic fluctuations, administrative reforms, changes in local government models, severe impacts of natural disasters and floods, diversified credit demand across regions, the need to lower interest rates to support the economy, increasingly fierce competition, and increasingly stringent requirements for compliance and operational safety. Notably, within just one year, Agribank experienced three changes in the Party's administrative body.
However, under the timely leadership and guidance of the Party, State, Government, and State Bank of Vietnam; the decisive and unified direction of the Party Committee, Board of Members, and Executive Board; and the high sense of responsibility, continuous innovation, and persistent efforts of all cadres and employees, 2025 concluded with many important milestones, recognizing the resilience, intelligence, and high sense of responsibility of Agribank, further affirming its role as a solid financial pillar, accompanying the development of the country, businesses, and people of Vietnam. Agribank's operations have undergone very positive and groundbreaking changes compared to previous years and compared to other state-owned commercial banks, achieving the highest level after 5 years of implementing the restructuring plan associated with handling bad debts in the 2021-2025 period.

Specifically, Agribank comprehensively achieved the objectives of the restructuring plan, with total assets reaching over 2.6 trillion VND, surpassing the 100 billion USD mark, a 1.7-fold increase compared to 2020 when the second restructuring (2016-2020 period) ended, and a 4.4-fold increase compared to 2012 before the restructuring began; capital reached over 2.35 trillion VND, a 1.6-fold increase compared to 2020 and a 4.3-fold increase compared to 2012; total outstanding loans to the economy reached nearly 2 trillion VND, a 1.6-fold increase compared to 2020 and a 4.2-fold increase compared to 2012; and the non-performing loan ratio according to the restructuring plan by December 31, 2025, decreased sharply to 1.21% (far below the target of under 3%). Labor productivity has increased significantly, Agribank operates safely and efficiently, and continues to make a large contribution to the State budget. All remaining indicators have been met or exceeded, creating a solid foundation for Agribank to enter a new phase of development.
In particular, Agribank has implemented the restructuring of its operations in the two key areas of Hanoi and Ho Chi Minh City decisively and comprehensively, achieving many clear results. Under the close guidance of the Party Committee, the Board of Members, and the Executive Board, branches in these areas have gradually overcome shortcomings, strengthened discipline, improved management and operational efficiency, and enhanced business performance. Many units, after restructuring, have shown positive changes in credit growth, asset quality, debt recovery after restructuring, and operational efficiency.
The year 2025 also marks a significant shift in the comprehensive restructuring of operations, including addressing bad debts, reorganizing the organizational structure, and innovating the governance model at Agribank. The entire system has aggressively implemented solutions to streamline the organizational structure, improve operational efficiency and effectiveness; promote the application of technology and digital transformation; and innovate products and services towards a modern, customer-centric approach.

Firmly committed to the mission of supporting agriculture, rural areas, and farmers, while also supporting economic recovery and growth.
With outstanding loans to agriculture and rural areas exceeding VND 1.26 trillion, accounting for approximately 64% of total outstanding loans, Agribank continues to affirm its position as the bank with the highest proportion of "agriculture, farmers, and rural areas" credit in the entire Vietnamese banking system. Agribank consistently leads in implementing policy credit programs in accordance with the Party, State, and State Bank of Vietnam's guidelines, providing credit and spreading inclusive finance to every village, hamlet, remote area, border region, and island of the country, contributing to promoting the construction of new rural areas, sustainable poverty reduction, and economic development in remote areas and ethnic minority regions.
Agribank has also proactively implemented many large-scale preferential credit programs, focusing on production, business, export, processing and manufacturing industries, high-tech agriculture, green economy, key economic projects, and social housing. Agribank's credit flow not only contributes to maintaining production and business activities but also creates sustainable livelihoods for millions of households, stabilizes society, and ensures social security. In the context of complex natural disasters and floods in 2025, causing serious damage in many localities, Agribank has promptly implemented practical measures to support affected customers in accordance with regulations: waiving or reducing interest and fees; restructuring repayment terms; providing new loans for production recovery; and allocating significant resources to social security work to support people in overcoming the consequences of natural disasters.

Despite facing certain difficulties in its business operations, with a spirit of solidarity and sharing, in 2025, Agribank will reduce interest rates by over VND 14,000 billion for more than 27,500 customers, with the total interest reduction amounting to over VND 37 billion; and provide social welfare support of nearly VND 100 billion. Throughout the period 2021-2025, Agribank will reduce interest rates to support struggling customers and restore production and business activities by over VND 7,600 billion; and provide social welfare support of nearly VND 2,700 billion. The year 2026 holds significant importance in the organization and implementation of major policies of the Party and State, especially the completion of institutional reforms and the implementation of a two-tiered local government model, supporting businesses and people, and promoting economic growth. This requires the entire system to continue to innovate its thinking, improve its management capacity, and foster a spirit of solidarity, responsibility, and dedication.
According to Mr. To Huy Vu, the results of 2025 have created three important "driving forces" for 2026. Firstly, Agribank has built a more solid financial foundation, better growth potential, and higher risk tolerance. Secondly, the entire system has formed a more decisive action momentum, clearer enforcement discipline, and more synchronized coordination. Thirdly, Agribank has more confidence and practical basis to enter 2026 with higher goals, higher standards, and stronger expectations for reshaping. "We must shift from doing well to doing excellently, from sufficient to exceeding, from following the correct procedures to achieving the correct results; and more importantly, shift from traditional operational thinking to modern management thinking, based on data, technology, and advanced management standards," the Chairman of the Board of Directors of Agribank emphasized.

Accordingly, Agribank will operate its business in a safe and efficient manner, closely linked to digital transformation, customer development, market share increase, and risk control; promoting the digitalization of business operations, improving labor productivity and competitiveness. At the same time, the bank will continue to refine its organizational model, streamline its operational network; strengthen its institutional framework and risk management, approaching advanced international standards.
Agribank also focuses its resources on handling and recovering bad debts and debts that have been written off as risky; strengthening financial capacity, practicing thrift and combating waste; and improving the quality of human resources to meet the requirements of business operations and digital transformation. At the same time, the bank emphasizes building discipline and order, enhancing a sense of responsibility and compliance throughout the system; strengthening inspection and supervision; repositioning and enhancing brand recognition, and spreading a culture of customer service.

Speaking at the Agribank's 2025 business review and 2026 task implementation conference, Deputy Governor of the State Bank of Vietnam Pham Tien Dung highly appreciated the results achieved by the entire Agribank system amidst many intertwined changes and challenges. According to the Deputy Governor, 2025 concluded with many positive results for the entire banking sector, making a significant contribution to macroeconomic stability, inflation control, and supporting economic growth of 8.02%.
Regarding Agribank, the Deputy Governor affirmed that it is one of the key and core banks of the system. The targets that Agribank has set for 2026, with 10 tasks, 10 solutions, and 10 indicators, are considered very impressive. Notably, the Deputy Governor highly appreciated the quality of the presentations at this year's conference, which directly addressed "hot" issues, new problems, and bottlenecks in practice. Many effective models and approaches have been disseminated throughout the system, exemplified by the strong growth results of some branches and the decisive and systematic solutions for handling existing problems and bad debts. In addition, Agribank is considered to have adapted quickly to the new context, from reorganizing its structure and streamlining its system to adapting to the requirements of digital transformation and providing services in an increasingly competitive environment.
Entering 2026, Deputy Governor Pham Tien Dung requested Agribank to focus on several major directions. These include continuing to play a leading role in implementing the Party and State's policies and guidelines, contributing to high economic growth, and aiming for double-digit growth. At the same time, the Deputy Governor urged the bank to absolutely not be complacent about bad debts. "Just a little carelessness, and bad debts can return very quickly," the Deputy Governor warned.
Regarding credit orientation, focus should be placed on key priority areas to ensure that capital is used effectively for socio-economic development. In particular, the Deputy Governor requested Agribank to continue promoting digital transformation in accordance with Resolution 57, while also paying special attention to the security and safety of its information technology system. With nearly 20 million customers, hundreds of millions of transactions daily, and an electronic transaction rate of approximately 90%, technological risks are considered to be no less, and potentially even greater, than credit risks if incidents occur. Furthermore, the Deputy Governor also requested Agribank to continue playing a pioneering role in social welfare and inclusive finance, linking banking activities with support for vulnerable groups and the development of the agricultural and rural sectors.
* To promptly acknowledge the significant contributions of units to exceeding the 2025 business plan targets of the system, at the Conference, Agribank organized awards and honors for outstanding units that received emulation flags and certificates of merit from the State Bank of Vietnam; units that won First, Second, and Third prizes in the entire system; branches with high financial scale and outstanding growth results in capital and credit; branches with effective operations and high debt recovery after processing; and simultaneously commended collectives at the Head Office with exceptionally outstanding achievements in advisory and management work, making important contributions to the completion of Agribank's overall business goals and tasks.
