Mr. Tien said that among the 8 tasks and solutions stated in Resolution 71 of the Politburo, there is a requirement to "accelerate digital transformation, popularize and apply digital technology and artificial intelligence in management and organization of educational activities at all levels". This is the right direction but not easy to implement.

He said that countries around the world are focusing on building a legal framework to govern AI, ensuring that this technology is used responsibly. However, the big challenge is that the speed of AI development is currently too fast, far exceeding the cycle of policy development and promulgation. Therefore, the problem is that governance must 'catch up' with the movement of AI, change flexibly and promptly in the face of technological advances.

"In Vietnam, our strength is that we have initial policies and legal frameworks on AI, even though they are still in their infancy. But in education alone, we have not had any legal framework for bringing AI into schools. In fact, AI is being introduced into schools from kindergarten to university in a widespread and uncontrolled manner," said Mr. Tien.

Meanwhile, for an educational program or textbook to be put into use, it must go through a very strict assessment and control process. "So, clearly this is a big loophole," Mr. Tien emphasized.

The expert recommended that the Ministry of Education and Training, in addition to building a legal framework for bringing AI into general schools, should develop flexible AI management solutions in education. “This is to ensure that the application of AI always keeps up with the development of education, does not create barriers and still maintains responsibility and ethics,” Mr. Tien said, at the same time suggesting that the education sector develop a guide on the application of AI in schools.

Mr. Tien also said that it is necessary to create conditions for teachers to deploy policy experiments related to AI. Based on the results of the experiments, the education sector can safely expand the application, serving the process of developing AI in education.

“Along with that, we must encourage cooperation between schools, teachers and all stakeholders, especially businesses, research institutes and scientists to build an AI ecosystem in education that ensures responsible and ethical use,” Mr. Tien proposed.

When asked whether AI should be applied in preschools, Dr. Pham Do Nhat Tien said that applying AI in education poses many potential challenges and requires caution when applying it in preschool classrooms. “Currently, I know that many preschools have used AI and consider it a competitive advantage in enrollment. However, there needs to be a clear control mechanism when applying AI in schools. The level of control depends on each level of education and the cognitive ability of each age group,” Mr. Tien emphasized.
