Dawn on new houses
The Da Lan Mountain area, Thuan Bac Commune, Khanh Hoa is at high risk of landslides, directly threatening the lives of 53 Raglai households living at the foot of the mountain. Faced with this reality, in 2022, the local government approved a project to build a resettlement area of nearly 5 hectares to relocate people out of the danger zone. From the resources of the National Target Program for Socio -Economic Development of Ethnic Minorities and Mountainous Areas for the period 2021 - 2025, the resettlement area has been gradually completed, many people have been moved to new places, ensuring a safe life and long-term living conditions for the people.
Mr. Pi Nang King, Da Mai Tren hamlet, Thuan Bac commune said: "In Da Lan mountain area, the drought is very dry and the rain is torrential, causing dangerous landslides for the people. Everyone is excited to be moved to a new place."
The family of Katơr Thị Bon, also from the village of Đá Mai Trên, is also among the households moving to the resettlement area. She said she was given more than 200 square meters of residential land and 178 million VND in support to build a house. She contributed more than 150 million VND in savings to build a spacious and solid house. "On the other side, when it rains, the water overflows from the mountains, but here, it is more secure."

The new houses are not only a place to shelter from the rain and sun, but also a peaceful home for families before the rainy and stormy season. Because, before the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas for the 2021-2025 period was implemented, the lives of thousands of ethnic minority households in the mountainous areas of Khanh Hoa were full of anxiety and worry. Temporary, rickety houses built precariously on hillsides or along rivers and streams are a familiar image. The uncertainty of housing leads to economic stagnation, like an invisible "anchor", holding people in the spiral of poverty.
The drastic participation of the Party Committee and authorities at all levels in Khanh Hoa is creating impressive results. Not only implementing the level of support from the central budget from resources to implement the National Target Program on socio-economic development in ethnic minority and mountainous areas for the period 2021 - 2025, especially Project 1 on Solving the shortage of residential land, housing, production land, domestic water and Project 2 on Planning, arranging, relocating and stabilizing population in necessary places, has created a real revolution for ethnic minority and mountainous areas in the province.
Solving the dual problem of land and sustainable livelihoods
Success in Khanh Hoa comes from a systematic strategy that addresses the root causes of poverty. Ethnic minority communities such as Raglai, Ede, and Co Ho (T'rin) always face difficulties in not having safe land to build on and not having enough land to cultivate and ensure livelihoods. To address this situation, Khanh Hoa province has developed and implemented a plan to effectively implement projects, sub-projects and components of the National Target Program on Socio-Economic Development for Ethnic Minority and Mountainous Areas for the period 2021 - 2025. The focuses include solving housing issues, production land, job conversion, and domestic water supply; building a production linkage model according to the value chain; supporting production development and diversifying community livelihoods; promoting start-ups and attracting investment...

As of 2024, within the framework of the implementation of the National Target Program on Socio-Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2025 period, Khanh Hoa province will support residential land for 36 households, support housing construction for 1,231 households, support job conversion for 348 households, and invest in the construction of 5 centralized clean water works in mountainous localities. In particular, to effectively implement the contents of Project 1 and Project 2, Khanh Hoa Provincial People's Committee issued Decision No. 04/2024/QD-UBND. Accordingly, households without residential land will be considered for residential land support. For households living on agriculture, forestry and fishery without production land, local authorities will arrange direct production land or support preferential credit loans in cases where land cannot be arranged.
In particular, households lacking more than 50% of production land according to the norm, or in need of career conversion, will also be considered for appropriate support, ensuring to meet actual needs and contribute to improving sustainable life for ethnic minorities and poor households in the period from 2021 - 2025.
The dream of settling down is gradually becoming a reality in all villages, creating a solid foundation for ethnic minorities and mountainous areas in Khanh Hoa province to improve their lives. However, the journey ahead still has many challenges. Because looking from the reality, in some localities, economic and social infrastructure is still lacking, not meeting and not really creating momentum for development, the lives of the majority of ethnic minorities are still facing many difficulties... Many opinions say that the process of planning and arranging population needs to continue to be strengthened. At the same time, the arrangement of population must be in accordance with the customs and practices of each ethnic group.
The next phase of the Program also needs to focus more strongly on creating sustainable livelihoods, through activities such as vocational training linked to market demand, developing value chains of local endemic products and supporting product consumption connections. In particular, in the new context, for the program to continue to be effective in the coming period, associated with streamlining management mechanisms, increasing decentralization to localities, it is necessary to amend regulations to create more flexibility and initiative for the grassroots. Empowering localities, those who understand best the difficulties and potential of ethnic minority and mountainous areas, will be the key to unlocking resources and accelerating housing support for people. Through that, new houses become a fulcrum, a launching pad for a brighter future.
