India cooperates to share development experience with Vietnam

The Indian Technical and Economic Cooperation (ITEC) Programme, initiated by the Government of India in 1964, is a capacity building programme to share expertise, development experience and best practices with 160 partner countries, including Vietnam.

Recently, the Embassy of India in Vietnam organized ITEC Day 2025. This is an annual event to bring together ITEC alumni, strengthen friendship and continue to strengthen the relationship between the two countries.

The program was attended by Ms. Nguyen Thu Thuy, Director of the Department of International Cooperation, Ministry of Education and Training; Mr. Luu Van Duc, Vice President of the Vietnam-India Friendship Parliamentarians Group; Ms. Phan Lan Tu, President of the Vietnam-India Friendship Association in Hanoi (HAVIFA); representatives of the Ministry of Public Security , Ministry of National Defense, Ministry of Finance, Ministry of Education and Training; Vietnamese agencies, research institutes and former ITEC students.

ITEC was launched by the Government of India to share its rich development experience in various fields of social life with more than 160 countries, including Vietnam.

The program not only includes training at leading institutions in India but also supports setting up of institutions, equipment, dispatch of experts and provision of equipment to institutions abroad.

Over the years, the programme has trained over 200,000 personnel from over 160 countries in both civilian and defence sectors. In addition to fully funded civilian and defence training courses in India, the programme also offers e-ITEC online courses and tailor-made courses to the specific needs of each partner country.

To date, more than 4,000 Vietnamese students have attended courses of the program in India. ITEC is an important part of the Vietnam-India Comprehensive Strategic Partnership, demonstrated by the more than 230 scholarships granted to Vietnam annually in the field of civil and defense training.

The program covers human resource development in many fields such as information technology, public administration, small and medium enterprises, start-ups, rural development, parliamentary affairs, journalism, renewable energy, agriculture , water resources, finance, accounting, space science, cyber security…

This year, Vietnamese officials, experts and scholars attended training courses at many prestigious training institutions in India, such as the Indian Institute of Foreign Trade, the WTO Research Center, the Indian Institute for Enterprise Development, the University of English and Foreign Languages, the National Institute of Pharmaceutical Education and Research, and the National Institute of Solar Energy.

Under its defence programme, India offers training in UN peacekeeping, security and strategy, defence management, maritime engineering, aviation, logistics, marine hydrography, counter-terrorism at various renowned training institutions.

ITEC courses in this field started in the 1990s and to date, about 1,000 Vietnamese officers have attended them at institutions such as the National Defence Academy (NDA), Indian Military Academy (IMA), Indian Naval Academy (INA), Air Force Academy (AFA), Defence Cadet College (DSSC), College of Defence Management (CDM) and National Defence College (NDC). India has also sent training delegations to Vietnam in areas of cooperation agreed between the two countries.

ITEC has formed a large network of alumni across the globe, becoming a bridge to enhance understanding and friendship between India and partner countries, including Vietnam. ITEC Day is an opportunity to connect alumni, foster friendship and strengthen cooperation between the two countries.

ITEC is a fully funded programme of the Government of India through courses organized across India. Vietnamese nationals are encouraged to participate in programmes such as the General Cultural Scholarship (GCSS), Cultural Exchange Programme (CEP), Technical Cooperation Programme (TCS) of the Colombo Plan, Mekong-Ganga Cooperation (MGC) Programme and Buddhist Studies Programme.
