The Spring of the Year of the Horse 2026 unfolds amidst a world undergoing profound changes in economics, politics, security, and global order, posing new demands on each nation and locality in its development journey. It is precisely during this challenging time that An Giang enters its new spring with a significant historical milestone: the merger of two provinces, creating the most strategically significant shift since the Doi Moi (Renovation) period. This is not merely a change in administrative boundaries but a restructuring with a new vision, opening up a broader development space, stronger impetus, and greater responsibility for the Party Committee and people of the province.

In the flow of spring spreading from the sacred Cam Mountain to the gentle Hau River, from the potential-rich Western sea to the fertile alluvial fields, one can clearly feel a new spirit rising: the spirit of a unified province, with a strategic vision, faith in the strength of unity, and a strong aspiration to rise in the new era. The steadfast patriotic and revolutionary traditions of previous generations of An Giang and Kien Giang people, along with the shining legacy of President Ton Duc Thang - an exemplary communist and close comrade-in-arms of President Ho Chi Minh - continue to be an important spiritual foundation for the province to embark on this new path.

With over 130,000 Party members and nearly 5 million people placing their faith in the strong future development of An Giang province after the merger, An Giang is facing the opportunity to create a new stature – the stature of a province that is not only capable of overcoming challenges but also able to proactively create development, making a worthy contribution to the prosperity of the Mekong Delta region and the country.

LOOKING BACK AT THE 2020-2025 TERM: COURAGE TO OVERCOME CHALLENGES, ASPIRATION FOR EXCELLENCE

The 2020-2025 term has concluded, leaving a strong mark on the resilience, unwavering will, and flexible adaptability of the Party Committee, government, and people of An Giang province in the face of unprecedented changes in the global and domestic situation. The past period witnessed a complex interplay of uncertainties, from the global pandemic and extreme natural disasters to geopolitical conflicts and increasingly complex non-traditional security challenges. In this context, An Giang remained steadfast in its dual objectives: preventing and controlling the pandemic, protecting the health of the people, and restoring and developing the socio-economic sector in the new normal. It is this perseverance, unity, and resilience that has led to truly commendable achievements.

The economy continued to maintain stable growth, averaging 5.68%, expanding its size, and achieving an average per capita income of over 83 million VND, creating a foundation for sustainable development and improving the quality of life for the people. Budget revenue increased significantly, maintaining a reasonable balance between development investment and social welfare policies, reflecting the efforts of the entire political system in management, administration, and attracting social resources.

The economic structure is shifting in a more positive direction, in line with the established orientation. High-tech agriculture continues to leverage its advantages; the processing industry, especially the processing of agricultural and aquatic products, has seen innovation in both technology and scale. The marine economy continues to develop, with several relatively large-scale industrial aquaculture projects; investment in maritime transport infrastructure and port areas and clusters is being prioritized, gradually forming a marine economic linkage chain. Trade and services continue to maintain growth momentum, and border trade is expanding, contributing to livelihood creation, population stability, and border security.

Tourism has seen an impressive recovery after the pandemic, with a nearly 16% annual increase in visitor numbers – a figure that reflects the attractiveness of this region rich in cultural, spiritual, ecological, and unique landscape characteristics. This breakthrough not only brings economic value but also contributes to positioning An Giang's image in the regional and national tourism development strategy.

Poverty reduction and social welfare programs continued to be implemented comprehensively, creating significant progress. The average poverty reduction rate was 1.42% per year, meeting and exceeding the set target. Efforts to eliminate temporary and dilapidated housing were decisively implemented and completed ahead of schedule, helping people obtain more solid and decent homes. Many sustainable poverty reduction models, livelihood support programs, and care for vulnerable groups were effectively implemented, helping to gradually improve the lives of the people both materially and spiritually.

National defense and security are stable, the people's trust is firmly consolidated, social order and safety are ensured, and crime is proactively combated and prevented. Foreign relations and border trade activities are expanded in a substantive and effective manner, contributing to strengthening the connection and harmonious development between the economy and national defense and security.

Administrative reforms have made positive progress, with the satisfaction index of citizens and businesses reaching over 82%. The building of a proactive, service-oriented, and transparent government has been strengthened, creating a more favorable environment for production and business activities.

These comprehensive results not only reflect the leadership capacity of the Party Committee and the efforts of the entire political system, but above all, the strength of unity and solidarity of the people of An Giang. The achievements of the 2020-2025 term are an important foundation for the province to confidently enter a new phase of development.

HISTORICAL TURNING POINT: THE MERGER OF AN GIANG AND KIEN GIANG

A particularly significant turning point in 2025, and a milestone shaping the development direction for many years to come, is the merger of An Giang and Kien Giang provinces. This is not simply an adjustment of administrative boundaries, but a strategic policy with a national vision, placed within the overall requirement of streamlining the organizational structure, improving the effectiveness of state management, and promoting stronger and more synchronized regional development. The merger has significantly expanded the socio-economic development space, connecting three strategic axes: the sea, the border, and the delta into a unified, harmonious, and mutually supportive whole. This has created new advantages in transportation infrastructure, seaports, border gates, logistics, human resources, industry, trade, and especially tourism – a sector where each locality previously had its own strengths, now integrated to create greater momentum.

Building upon the historical traditions, culture, and indomitable spirit of the two regions, the combined strength is amplified, opening up a new face for An Giang: larger in scale, higher in status, with a clearer strategic role, and with heavier, more comprehensive tasks. But within these challenges lies great hope: the hope for An Giang to rise to become a strong maritime economic center of the nation, a leading engine connecting the Mekong Delta region, and a convergence point for international trade corridors.

The initial experience of operating the two-tiered local government model has proven the correctness of the consolidation policy. The system operates smoothly and efficiently; the spirit of serving the people has been enhanced; and most importantly, the people have shown consensus and placed their trust in the strong reform process that the province is implementing. This is a valuable foundation for the province to continue to achieve higher levels of development in the new phase.

Nevertheless, we must frankly acknowledge that there are still limitations and weaknesses that need to be overcome: transportation infrastructure is not yet synchronized; competitiveness is not truly outstanding; the level of science and technology has not created a breakthrough; climate change and non-traditional security threats still have a heavy impact; and there is a shortage of high-quality human resources...

From the commendable achievements and the shortcomings that need to be overcome, the greatest lesson our province has learned is the lesson of the power of unity, strategic vision, and a strong spirit of innovation. Unity has proven to be a prerequisite for overcoming all difficulties, from the challenges of epidemics and natural disasters to economic fluctuations and non-traditional security threats. When the entire political system and the people are united, we not only overcome challenges but also transform difficulties into driving forces for development.

Furthermore, well-structured planning and a long-term strategic vision are the foundation for the province to create a solid and groundbreaking step forward in the coming period. Experience shows that localities that prioritize planning, correctly identify priorities, and position their competitive advantages will always have the opportunity to progress faster and more sustainably. Applying science, technology, innovation, and digital transformation is no longer an option but a mandatory requirement to shorten the development gap, create new value, and enhance the province's competitiveness in the context of deep globalization.

Another important lesson is the exemplary role of cadres and Party members, especially those in leadership positions. When cadres dare to think, dare to act, dare to take responsibility, and dare to innovate for the benefit of the people, the people's trust is strengthened, the power of the political system is multiplied, and all of the Party's policies will be implemented in a practical way.

At the same time, we need to know how to exploit our potential in a different way, based on advantages that no other locality possesses: a long coastline, a strategically located system of frontier islands, a wide-open border region, rich cultural resources and heritage, a unique revolutionary tradition, and a tradition of unity among a multi-ethnic and multi-religious community. Properly exploiting these factors will create a unique identity, a distinct appeal, and a driving force for sustainable development for An Giang in the future.

ORIENTATION FOR THE 2025-2030 TERM: 3 STRATEGIC BREAKTHROUGHS, 3 KEY AREAS, AND 4 PILLARS OF DEVELOPMENT

Entering the 2025-2030 term, the province's development orientation is based on strategic thinking, closely following the major orientations in the draft Political Report submitted to the 14th Party Congress, while flexibly applying them to the local practical conditions. The most important thing is that the Party Committee must first correctly assess the situation, fully identify the context, clearly determine the province's potential and specific advantages to select key tasks and set appropriate development breakthroughs. The Provincial Party Committee has concretized the Central Committee's strategic orientations into 3 strategic breakthroughs: (1) Focus on developing the marine economy, becoming a strong national marine economic center; (2) Completing and upgrading infrastructure; (3) Breakthrough in applying science, technology, innovation and digital transformation in the sectors and fields of the economy to create strong changes in institutions and investment environment; Developing key infrastructure and promoting science, technology, innovation, digital transformation, and human resource training are crucial foundations for the province to create new, sustainable, and in-depth development.

Along with that, the province will focus on implementing 3 key areas: (1) Continuing to promote the building and rectification of the Party and the political system to be clean, strong and comprehensive; (2) Developing the economy rapidly and sustainably; (3) Developing the culture and people of An Giang to meet the requirements of the industrialization and modernization of the country to be ready to enter the new era. Building and consolidating 4 pillars of development including: (1) Promoting breakthroughs in the development of science, technology, innovation and digital transformation in all sectors and fields of the entire economy; (2) Developing the private economy, attracting large private enterprises into priority development areas of the province; (3) Completing the development institution, improving the effectiveness and efficiency in building and implementing policies and laws, improving the management capacity and operational efficiency of the apparatus; (4) Strengthening regional and international integration, cooperation and linkages.

Promoting the development of 5 key economic zones: Rach Gia, Phu Quoc, Long Xuyen, Chau Doc, and Ha Tien... With enormous potential and room for growth, An Giang has every reason to expect economic growth rates of 11% or more in the coming years.

SOCIO-ECONOMIC DEVELOPMENT: UNLOCKING POTENTIAL, CREATING NEW MOMENTUM

In the context of increasingly deep international integration, the province is proactively seizing opportunities from the Fourth Industrial Revolution, the trend of shifting investment flows, and the restructuring of global supply chains. The province must effectively implement the planning for the period 2021-2030, with a vision to 2050; review and balance resources for development in the right direction; strictly manage and sustainably exploit resources; and enhance the combined strength of the entire society to make An Giang a major economic growth hub in the Mekong Delta region.

Developing socio-economic infrastructure, with focused investment in strategic transportation axes such as the Chau Doc - Long Xuyen economic corridor, coastal routes, border corridors, and routes along the Hau River; ensuring synchronous connection with the Chau Doc - Can Tho - Soc Trang expressway and the national highway system. Simultaneously, completing inland waterway, maritime, and aviation infrastructure, with a focus on developing Phu Quoc Special Economic Zone into a bright, green, clean, and beautiful model, befitting its status as a regional and global marine tourism center, especially after hosting the APEC 2027 High-Level Week.

Economic development must go hand in hand with caring for and improving the quality of life for the people. The province will continue to comprehensively implement the key resolutions of the Politburo: Resolution No. 57-NQ/TW, dated December 22, 2024, on breakthroughs in the development of science, technology, innovation, and national digital transformation; Resolution No. 59-NQ/TW, dated January 24, 2025, on international integration in the new situation; Resolution No. 66-NQ/TW, dated April 30, 2025, on reforming the work of building and enforcing laws to meet the requirements of national development in the new era; Resolution No. 68-NQ/TW, dated May 4, 2025, on the development of the private economy; Resolution No. 70-NQ/TW, dated August 20, 2025, on ensuring national energy security by 2030, with a vision to 2045; Resolution No. 71-NQ/TW, dated August 22, 2025, on breakthroughs in education and training development; Resolution No. 72-NQ/TW, dated September 9, 2025, on some breakthrough solutions to strengthen the protection, care, and improvement of people's health. The goal is to build An Giang into a center for training high-quality human resources in the region; to focus on vocational training and job creation; to implement housing policies for workers and low-income laborers; and to ensure social security and sustainable poverty reduction.

The province places particular emphasis on national defense and security, as these are prerequisites for stability and development. Given its strategically important location, the province must constantly strengthen the all-people national defense, the people's security posture, and the solid defense zone; closely integrating national defense and security with socio-economic development. At the same time, it encourages state-owned enterprises and defense and security enterprises to invest in and develop production and business, improving the lives of the people, especially in border areas; promoting the nationwide movement to protect national security; proactively combating crime and social evils, and ensuring a safe and healthy environment to attract investment.

In terms of foreign relations, An Giang expands international cooperation, promoting its role as a bridge in the Mekong sub-region. Border trade with Cambodia is promoted in a substantive and effective manner, creating livelihoods for people in border areas while contributing to maintaining border security. The province strengthens cooperation with localities both domestically and internationally, exploiting opportunities from free trade agreements, and attracting selective foreign investment while protecting national sovereignty and interests.

BUILDING THE PARTY AND THE POLITICAL SYSTEM: A SOLID FOUNDATION FOR ALL SUCCESS

Strengthening the building of a clean, strong, and comprehensive Party and political system. Continuing to thoroughly understand the Central Committee Resolutions 4 of the 12th and 13th Party Congresses; promoting the study and emulation of Ho Chi Minh's thought, morality, and style; strengthening inspection and supervision; maintaining strict discipline and order; innovating leadership style; promoting the exemplary role and sense of responsibility of cadres, especially those in leadership positions. Only a strong, united, intelligent, and honest Party Committee can lead the province through challenges and develop in the right direction.

Leadership style will continue to innovate in a scientific, democratic, and practical direction. Party committee members must dedicate time to understanding the grassroots, resolving difficulties for sectors and localities, listening to the opinions of the people, and creating smooth leadership and guidance. Personnel work will be comprehensively focused on, from planning, training, and development to appointment, rotation, and evaluation, ensuring objectivity, transparency, and adherence to procedures. In particular, the province will focus on building a team of cadres with strong character, intelligence, and prestige, capable of fulfilling their tasks, daring to think, act, take responsibility, and innovate for the benefit of the people. The Fatherland Front and other political and social organizations will continue to innovate their content and methods of operation, promoting their role in social supervision and criticism, and fostering consensus among the people. Mass mobilization work has been strengthened, the close relationship between the Party and the people has been consolidated, and the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit" has been creatively applied in leadership and management.

The achievements of the 2020-2025 term are an important foundation for An Giang to confidently enter a new phase of development. The merger of the two provinces has opened up a broader development space, creating new advantages in infrastructure, resources, and strategic position.

With the motto "One An Giang - One Vision - One Will - One Belief in Victory," the Provincial Party Committee calls on all cadres, Party members, armed forces personnel, the business community, and people of all ethnic groups in the province to continue to unite, strive, aspire, and innovate even more strongly. Let's work together to turn challenges into opportunities, potential into motivation, and determination into action to achieve the highest results in the 2025-2030 period, making a worthy contribution to the development of the province and the country in the new era.
