Mr. Nguyen Thanh Nhan, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, emphasized that this resolution on decentralization of revenue sources, expenditure tasks and regular expenditure norms aims to strengthen decentralization and expand initiative for localities, especially at the commune level.
At the same time, this also raises the responsibility of balancing revenue and expenditure, improving discipline and order, and strengthening financial autonomy of commune-level authorities in the two-level government model.
In 2026, the total state budget revenue in the area is estimated to be more than 32,000 billion VND, while the total local budget expenditure is over 59,000 billion VND, with the deficit of 87.2 billion VND kept within the allowable limit.
Development investment expenditure is allocated over 15,000 billion VND, focusing large resources on promoting technical infrastructure and areas that create growth momentum.
The province prioritizes increasing spending on science, technology and innovation - key factors to improve productivity and product quality. Education alone is spent by the province up to more than 13,000 billion VND, accounting for the largest proportion of regular expenditure.
