According to the Provincial Meteorological and Hydrological Station, saltwater intrusion in rivers without salinity control structures is predicted to occur later than the multi-year average, with the highest salinity levels during the 2025-2026 dry season concentrated in the latter half of March to April 2026, at levels lower than the multi-year average.
However, storm surges caused by the northeast monsoon could lead to unusually high salinity levels and deep inland intrusion in the early months of 2026, so all levels and sectors must absolutely not be complacent in their response efforts.

To proactively protect production and people's livelihoods, An Giang province has decided to allocate over 299.5 billion VND to comprehensively implement projects including building dams to prevent saltwater intrusion, dredging canal systems, transporting fresh water to island communes, and upgrading and expanding water supply pipelines in remote areas.
According to Plan No. 2022/PA-UBND, the Provincial Irrigation Sub-Department is responsible for flexibly operating the coastal sluice gate system to prevent saltwater intrusion, while closely coordinating with neighboring localities such as U Minh Thuong commune to regulate the sluice gates on the outer dike system, ensuring maximum freshwater storage from the end of the rainy season to serve agricultural production, prevent forest fires, and limit landslides.

Representatives from An Giang Irrigation Exploitation Company Limited presented a plan for operating irrigation facilities to ensure they serve agricultural production during the dry season.
Simultaneously, water supply units such as the Rural Water Supply and Sanitation Center, Kien Giang Water Supply and Drainage Company Limited, and An Giang Water and Electricity Joint Stock Company must have plans to safely store water in reservoirs, prioritizing the assurance of a stable water supply for people in both mainland and island areas throughout the peak hot season.
In the agricultural production sector, the Provincial People's Committee requested localities to accelerate the dredging of inland canals combined with reinforcing dikes and embankments and maintaining electric pumping stations, in order to protect the 2025-2026 winter-spring rice crop area, and at the same time prepare water resources for the next summer-autumn crop. The Department of Agriculture and Environment directed flexible sowing, prioritizing short-day rice varieties in areas at risk of water shortage to minimize damage.

Regarding forestry, the Provincial Forest Protection Department has identified approximately 29,877 hectares of key forest areas at high risk of fire. The fire prevention and control system has been strengthened with 40 command centers in the communes and wards of the special zone, along with a core force of 193 teams and groups comprising thousands of members from the civil defense, police, military, and forest management units, ready to respond to any emergencies.

Speaking at the conference, Vice Chairman of the Provincial People's Committee Ngo Cong Thuc instructed departments, agencies, and localities to strictly implement the "four on-the-spot" principle, maintain 24/7 emergency response forces in key forest areas, and closely monitor salinity levels on major rivers. People need to be informed promptly so they can proactively check water quality before irrigation and improve their awareness of water conservation and efficient use.
The Vice Chairman of the Provincial People's Committee specifically instructed forest management units to strengthen patrols and strictly control people entering and leaving the forest, strictly prohibit unsafe use of fire, and accelerate the construction progress of projects serving forest fire prevention and control.
The Department of Agriculture and Environment, in coordination with the Provincial Police, will organize surprise inspection teams to promptly detect and decisively address forest fire risks early on, ensuring absolute safety for forest resources and people's property throughout the 2026 dry season.
