Another strategic content is to develop Tho Chau Special Zone into a sustainable island sea area, a pillar of Vietnam. The province will focus on building a stable residential area, completing essential infrastructure (water, electricity, telecommunications) and developing the marine economy in association with ensuring national defense and security.

In particular, the Provincial Party Committee is researching the construction of a high school on the island so that children in the outpost will not be disadvantaged.
