The incident reportedly occurred at around 10:00 GMT (17:00 Vietnam time). Four people were detained for criminal damage to the display case.
The Jewel House area – where the crown and many royal treasures are kept – has been closed to visitors while police conduct an investigation.
Historic Royal Palaces, which manages the Tower of London, said staff responded quickly and fortunately the incident did not damage valuable artifacts.
A group calling itself Take Back Power claimed to be behind the incident, posting a video showing two members smearing apple pie crumbs and throwing custard at a display case to call on the government to tax the super-rich.
The Tower of London, a 1,000-year-old landmark on the banks of the River Thames, is one of the UK's most visited tourist attractions, attracting more than 3 million visitors a year.
The Royal Collection, including the crown worn by King Charles III at his coronation in 2023, is a major highlight of the site.
