The ceremony was solemnly organized by the Central Executive Committee of the Communist Party of Vietnam , the President, the National Assembly, the Government of the Socialist Republic of Vietnam, the Central Committee of the Vietnam Fatherland Front and Hanoi City.
Also attending the ceremony were former General Secretary Nong Duc Manh; Politburo members: Party Central Committee Secretary, President of the Vietnam Fatherland Front Central Committee Bui Thi Minh Hoai; Minister of National Defense, General Phan Van Giang; Hanoi Party Committee Secretary Nguyen Duy Ngoc; Party Central Committee Secretary, Head of the Central Propaganda and Education Commission Trinh Van Quyet; Party Central Committee Secretary, Minister of Foreign Affairs Le Hoai Trung. Party Central Committee member, Deputy Prime Minister Nguyen Chi Dung; leaders of central departments, ministries, branches, and organizations; representatives of the armed forces, veterans, intellectuals, women, youth, workers, and people of Hanoi.
On the Lao side, there was Comrade Khamphau Ernthavanh, Ambassador Extraordinary and Plenipotentiary of the Lao People's Democratic Republic to Vietnam; representatives of President Kaysone Phomvihane's family; officials and staff of the Embassy and Lao citizens and students living, working and studying in Vietnam.
