Apply policies that benefit people and businesses after the merger

On the morning of December 9, the 16th Hai Phong City People's Council opened its 32nd session (regular session at the end of 2025) to review, evaluate, and approve contents under its authority, according to the law.

Prioritize applying policies that benefit the people

At the meeting, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, said that this meeting carries great responsibility, with 46 resolutions and 17 documents that need to be considered and approved. These are all particularly important contents to perfect the 2-level local government model, establish and shape the role of each level; in which the city level plays the role of strategic planning, resource coordination and development leadership; the commune level is the level of action, creating development at the grassroots level, closest to the people.

In particular, the session will decide on the unification and synchronization of the city's policy system, especially social security regimes after the merger, in the spirit of "whichever policy is better and more beneficial to the people and businesses will be given priority for general application" so that the people of the entire city can enjoy the results of development, affirming the merger of the two localities.

Looking back at the entire 2021 - 2026 term, the activities of the Hai Phong City People's Council have many innovations, becoming more substantial and effective: The City People's Council has proactively created a legal corridor, with 59 sessions and 917 resolutions issued; In particular, immediately after the merger, the Standing Committee of the People's Council responded quickly, organizing 4 sessions to promptly operate the 2-level local government apparatus.

Mr. Le Tien Chau requested the People's Council, People's Committee of Hai Phong City and all levels and sectors to carry out a number of key tasks and solutions; in which, focusing on planning work. Accordingly, planning must be one step ahead and must have a long-term, synchronous and feasible vision; along with that, the Secretary of the Hai Phong Party Committee requested to concentrate high-quality resources to complete the general planning and socio-economic planning of the city; clearly identify the strategic position of Hai Phong as the largest seaport, logistics and industrial center of the country; towards a modern, ecological and livable urban area.

The head of Hai Phong City suggested that in the process of implementing planning tasks, it is necessary to innovate in thinking, not to confine ourselves to old frameworks; only when we boldly expand development space, exploit new driving forces and correctly identify untapped potentials, can we create room for growth and achieve the target of 13% or more in the coming years.

Along with that, review, perfect the institutions and speed up the implementation of Resolution 226 of the National Assembly (Piloting a number of specific mechanisms and policies for the development of Hai Phong City). The Secretary of the Hai Phong City Party Committee also proposed to speed up the progress and determination to implement strategic transport projects in 2026, such as: High-speed route connecting East - West Hai Phong City and Ninh Binh - Hai Phong expressway; Nam Do Son seaport; study and propose investment options for the route connecting Gia Binh airport with Lach Huyen port; focus on solving traffic congestion in urban, industrial and tourist areas of the city.

Hai Phong completes socio-economic tasks in 2025

Also at the meeting of the City People's Council, Mr. Le Ngoc Chau, Chairman of Hai Phong City People's Committee, said that in 2025, the city had completed the set socio-economic tasks and goals.

In terms of economy, the GRDP growth rate continues to maintain a double-digit growth rate, estimated at 11.81%, 1.47 times higher than the average growth rate of the whole country, ranking 2nd in the country (after Quang Ninh province at 11.89%). Currently, the economic scale of Hai Phong city ranks 3rd in the country, estimated at approximately 30 billion USD, after Hanoi (about 63 billion USD), Ho Chi Minh City (about 118 billion USD), and twice as high as Quang Ninh province (14.69 billion USD).

Total state budget revenue reached over VND 187,000 billion, equal to 127% of the estimate assigned by the Central Government, up 23.1% over the same period last year, about 2.3 times higher than that of Quang Ninh province (estimated at VND 82,235 billion in 2025); of which: Domestic revenue reached VND 100,000 billion, reaching 134.9% of the estimate assigned by the Central Government, and up 30.8% over the same period in 2024; revenue from import and export activities reached over VND 83,200 billion, equal to 125% of the estimate assigned by the Central Government and up 15.9% over the same period in 2024.

Total investment capital implemented in the area is estimated at 321,000 billion VND, an increase of 15.6% compared to 2024; exceeding the annual plan target. Attracting tourists reached 14.43 million arrivals, an increase of 23.4% compared to 2024. Export turnover reached 50.14 billion USD, an increase of 8.5% compared to 2024, exceeding the annual plan target. The locality strives to disburse public investment capital to reach 100% of the plan assigned by the Prime Minister, which is more than 35,800 billion VND.

Along with that, according to the report, this locality also achieved some outstanding results in other areas, such as: the 2-level local government model has initially come into operation effectively, operated smoothly, and met requirements; has deployed the review, mobilization, and secondment of 170 cadres, civil servants, and public employees from the city to work at the People's Committees at the commune level, contributing to gradually ensuring material facilities, perfecting the organization and operation of the commune-level government.
