(Chinhphu.vn) - Comrade Le Minh Hung, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Organization Department, emphasized that, in implementing the directives of General Secretary To Lam, each Party committee, each Party organization, each Party member, each agency and unit, especially the head, must proactively shift from "correct understanding" to "effective implementation"; from "high determination" to "clear results"; and combine "direction and management" with "inspection, supervision, and accountability" in implementing the 10 groups of tasks on Party building.

On the morning of February 7th, at the National Conference on studying, understanding, and implementing the Resolution of the 14th National Congress of the Party, Comrade Le Minh Hung, Member of the Political Bureau, Secretary of the Central Committee of the Party, and Head of the Central Organization Department, presented a specialized topic: "Report summarizing Party building work during the 13th National Congress term and summarizing 15 years of implementing the Party Charter (2011-2025); directions, tasks, and solutions for Party building work and implementation of the Party Charter during the 14th National Congress term."

Party building work during the 13th Party Congress term: "Key" and creating historical breakthroughs.

According to Comrade Le Minh Hung, Party building work during the 13th Party Congress term was placed in the right "key" position, carried out regularly, implemented decisively, comprehensively, and synchronously in both "building" and "combating" with high political determination of the entire Party, people, and army, creating a strong breakthrough with many achievements, affirming it as the decisive factor in successfully implementing the Resolution of the 13th Party Congress.

The results of the recent reforms, reorganization, and streamlining of the administrative apparatus and units have affirmed a breakthrough and innovative thinking in leadership, direction, and implementation, truly a historic revolution that has received the support and approval of cadres, Party members, and the people, and has been highly appreciated by international public opinion.

However, Party building work still has some limitations, as mentioned in the documents and resolutions of the Congress, such as the organization and implementation of Party resolutions and State policies and laws, which have seen many innovations and good practices, but in some aspects still fall short of the country's development requirements. Personnel work still has some shortcomings; the control of power and management of strategic-level cadres remains limited...

Goals for the 14th Party Congress: Building the Party "as ethical and civilized".

Our Party has set the goal of Party building for the 14th National Congress term as "Strengthening building, rectification, and self-renewal so that our Party truly embodies morality and civilization, elevating and enhancing the effectiveness and efficiency of leadership, governance, and the fighting capacity of the Party."

Based on that, the Congress unanimously agreed on the main directions, tasks, and solutions across 10 groups of Party building work; at the same time, it particularly emphasized three breakthrough solutions:

Firstly , it is necessary to enhance the capacity for self-renewal and self-improvement to strengthen the effectiveness and efficiency of the Party's leadership and governance; improve the Party's capacity to formulate policies and guidelines; innovate the process of formulating, promulgating, and implementing the Party's policies and guidelines; and promote administrative reform within the Party.

Secondly , effectively implement the new model for the political system's organizational structure to ensure smooth operation and meet the requirements and tasks of national development in the new development phase. Continue to vigorously reform personnel work to ensure objectivity, democracy, substance, and effectiveness, especially the assessment and evaluation of cadres in accordance with the principle of "in and out," "promotion and demotion"; focus on improving the quality of cadres at all levels, especially strategic-level and grassroots-level cadres.

Thirdly , strengthen discipline and order, promote decentralization, and ensure tight and effective control of power. Pay particular attention to the Party's inspection, supervision, and disciplinary work; resolutely and persistently intensify the fight against corruption, waste, and negative phenomena.

Ten task groups with over 100 specific tasks on Party building and rectification.

The tasks and solutions for Party building and rectification outlined in the Party's 14th Congress documents have been concretized into specific tasks, responsibilities, timelines, and resources in the Central Committee's Action Program to implement the Resolution of the 14th Party Congress, with over 100 specific tasks on Party building and rectification.

Comrade Le Minh Hung clearly stated that, in implementing the directives of General Secretary To Lam , each Party committee, each Party organization, each Party member, each agency and unit, especially the head of each organization, must proactively shift from "correct understanding" to "effective implementation"; from "high determination" to "clear results"; and combine "direction and management" with "inspection, supervision, and accountability" in implementing the 10 groups of tasks.

Task Group 1 is to strengthen Party building in terms of politics.

Task Group 2 on Building a Strong Party Ideologically

Task Group 3 focuses on strengthening Party building in terms of ethics.

Task Group 4 focuses on strengthening mass mobilization work, tightening and deepening the close relationship between the Party and the people, and relying on the people to build the Party.

Task Group 5 focuses on building the organizational structure of the political system.

Task Group 6 focuses on strengthening and consolidating grassroots Party organizations and improving the quality of Party members.

Task Group 7 on Strong Innovation in Personnel Management.

Task Group 8 on Strengthening Party Inspection, Supervision, and Discipline.

Task Group 9 focuses on continuing to strengthen, resolutely and persistently fight against, prevent, and repel corruption, waste, and negative phenomena.

Task Group 10 focuses on continuing to vigorously innovate the Party's leadership and governance methods.

Among the tasks mentioned above, Comrade Le Minh Hung stated that the Central Organizing Committee, in coordination with central Party committees and relevant agencies, especially the Party Committee of the National Assembly, the Party Committee of the Government, and the Party Committee of the Vietnam Fatherland Front, will focus on: Evaluating the implementation of the six organizational structures of the political system according to the new model over the next two and five years, by 2027 and 2030; perfecting the advisory and organizational functions for mass mobilization work; innovating and perfecting the management model of national media and press agencies, and the two academies of social sciences and science and technology, to be completed in the fourth quarter of 2026; and advising the Politburo to issue regulations on personnel management of the political system, towards decentralizing personnel management to Party committees directly under the Central Committee, to be completed in 2026...

The Central Organizing Committee, in coordination with the Central Party Committees and relevant agencies, will focus on advising on tasks and projects, with the following key areas: the Politburo's conclusion on continuing to implement Resolution No. 21-NQ/TW of the 13th Party Congress, dated June 16, 2022, of the 13th Party Central Committee on strengthening and consolidating grassroots Party organizations and improving the quality of Party members in the new period, to be completed by June 2026; and the Secretariat's conclusion on implementing the Directive on strengthening Party organization building in private economic units, to be completed by June 2026.

The Central Policy and Strategy Committee will chair and coordinate with other central Party committees and relevant agencies to advise on a new regulation of the Central Committee on Party members engaging in private economic activities, to be completed by June 2026.

The Party Committee of the Government, in coordination with relevant agencies and organizations, will advise on the development of a national strategy for attracting and utilizing talent, especially in key sectors and fields serving rapid and sustainable development; and research mechanisms to create linkages between the public and private sectors, to be completed by April 2027.

The Party Committee of the Government, the Central Organization Department, and the Central Office, in coordination with relevant agencies, will complete the national database system on cadres, civil servants, and public employees. They will digitize cadre records from the grassroots level and establish a synchronized, interconnected system between agencies, to be completed by June 2026.

The Ho Chi Minh National Academy of Politics will lead and coordinate with relevant agencies to advise on the development of the National Program on Integrity Education, to be completed by June 2026.

Provincial and city Party committees, and Party committees directly under the Central Committee, direct inspection committees at all levels to proactively develop annual inspection and supervision programs; do not wait for incidents to occur before conducting inspections, focusing on the responsibility of leaders in Party building and rectification. Emphasize self-inspection and self-supervision by Party committees and organizations at all levels, promptly detecting and correcting violations from within as soon as they arise, preventing minor violations from accumulating into major ones. Continue to strictly implement the policy of appointing individuals who are not from the local area to the position of chairman of the Party inspection committee at the provincial and commune levels...

Guidelines for supplementing and amending the Party Charter: Preparing for the 100th anniversary of the Party's founding.

Based on the results of 15 years of implementing the Party Charter, it can be affirmed that the provisions in the Party Charter, and the regulations and guidelines of the Central Committee on its implementation, are fundamentally appropriate, have been reviewed, supplemented, amended, and issued promptly to meet practical needs, and have made a very important contribution to building a cleaner and stronger Party; they are the foundation for maintaining unity and cohesion within the entire Party; and they ensure the comprehensive leadership of the Party over the State and society. However, the process of implementing the Party Charter still has some limitations and obstacles, the causes of which have been specifically mentioned in the Report.

The 14th Party Congress decided to supplement and amend the Party Charter, along with supplementing and amending the Political Platform for building the country during the transitional period to socialism, at the 15th Party Congress on the occasion of the 100th anniversary of the Party's founding. "The Party Charter should not be overly detailed or specific. The contents of the regulations for implementing the Party Charter are already clear, consistent with the overall organizational model of the political system and practical realities, so we should study and supplement them," Comrade Le Minh Hung stated.

To implement this particularly important task, the Politburo will establish a Central Steering Committee on supplementing and amending the Party Charter.

The Politburo has assigned the Central Organization Department to lead and coordinate with relevant agencies to study the limitations, obstacles, and inadequacies in the implementation of the Party Charter in order to advise on amending and supplementing the Regulations on the Implementation of the Party Charter, and to report to the Central Committee for consideration and approval at the 2nd Central Committee Conference, as well as the regulations and guidelines of the Politburo and the Secretariat, within 2026.

Currently, the Central Organizing Committee has sent a document to the committees, agencies, and units of the Central Party, the standing committees of provincial and city Party committees, and Party committees directly under the Central Committee. "I request that comrades focus on researching, reviewing, and proposing necessary additions and amendments to the Regulations and Guidelines for the Implementation of the Party Charter and the regulations of the Politburo and the Secretariat on the functions, tasks, organizational structure, working relationships, and model working regulations of Party committees and organizations at all levels, especially newly established Party committees directly under the Central Committee and at the provincial level, in the direction of streamlining, improving the effectiveness and efficiency of operations, promoting the active, proactive, and creative nature of the strategic advisory committees and agencies for the Central Committee, strengthening decentralization and delegation of authority to the standing committees and Party committees; and promoting digital transformation in the organization and operation of the Party..., and submit them to the Central Organization Department before February 14, 2026, for compilation and reporting to the Politburo," Comrade Le Minh Hung stated.
