Bac Ninh issues unit price for compensation for assets on land for crops and livestock when the State reclaims land.

Accordingly, the announcement of unit prices of assets on land including crops and livestock when the State reclaims land, applied from December 15, 2025 in Bac Ninh province, will serve as a basis for localities, agencies and relevant units to develop and approve compensation plans when reclaiming land according to the provisions of law.

Specifically, for annual crops, there are 12 unit prices, with compensation levels from 9,000 VND/ ^m2 to 240,000 VND/ ^m2 , applied to the following crops: Rice, corn, starchy root crops, oilseed crops, leafy vegetables, fruit, tubers, roots, stems, legumes of all kinds, beans, spices, medicinal plants, flowers of all kinds.

For the compensation price for perennial crops and fruit trees, there are 26 prices, the compensation level is from 60,000 - 4,930,000 VND/tree (depending on the type of tree, age of the tree), applied to the following crops: Lychee, longan, orange, tangerine, grapefruit, custard apple, guava, avocado, jackfruit, star apple, mango, custard apple, queo, red persimmon, sapodilla,...

For forestry trees, the compensation price ranges from 8,000 - 1,500,000 VND/tree. Other agricultural trees such as: Sophora japonica, yellow camellia, tea tree, Danh mountain ginseng, yellow camellia, mulberry tree for silkworm leaves, black xạ tree, asparagus, green bamboo, guava, moringa, núc nác... have a price range from 10,000 - 1,050,000 VND/tree.

Compensation and support are based on the principle of actual statistics of the number of trees and the area of trees planted in accordance with the prescribed density on the recovered land area at the time of inventory. The compensation level is determined based on the actual number of trees measured but not exceeding the prescribed density on a unit area.

For annual crops, it applies to crops that are planted, harvested and end their production cycle within a period of no more than 1 year, including annual crops with retained roots. Crops must be planted to ensure the prescribed density and technical standards.

In addition, the Decision also stipulates the compensation price for fish breeding ponds and lakes with compensation levels from 6,400 - 270,000 VND/ ^m2 . In particular, compensation is only paid for cases where fish have not reached the size of each species compared to the regulations in Circular No. 05/2020/TT-BNNPTNT promulgating the National Technical Regulation on Aquatic Breeds and Circular No. 14/2021/TT-BNNPTNT promulgating the National Technical Regulation on Aquatic Breeds. Compensation for cases where aquatic species must be harvested early with an average weight: Fish over 1,000 grams/fish; soft-shell turtle over 1,000 grams/fish; frog over 200 grams/fish; eel over 200 grams/fish; giant freshwater prawn over 20 grams/fish; crab over 20 grams/fish.

The Decision takes effect from December 15, 2025 and replaces Decision No. 28/2024/QD-UBND dated September 25, 2024 of the People's Committee of Bac Giang province promulgating the Regulation on unit prices for compensation for damage to crops and livestock applied in compensation, support and resettlement when the State acquires land in Bac Giang province. Decision No. 42/2024/QD-UBND dated October 31, 2024 of the People's Committee of Bac Ninh province promulgating the Regulation on compensation for damage to crops and livestock; support for relocation of livestock; support for dismantling, demolishing and relocating assets attached to land which is part of the construction works whose license has expired when the State acquires land; land area for construction works directly serving agricultural production in Bac Ninh province.
