One destination, many services
Having just received a request for land transfer and inheritance procedures from Mr. Luu Xuan Thanh, residing in Thuan An residential area, Tram Lo ward, the staff at Bac Ninh Land Registration Office No. 2 immediately turned to guide another case submitting land transfer procedures for a relative. At the next counter, Mr. Nguyen Thanh Tung, a tax officer from Bac Ninh province, was equally busy due to the large volume of applications received. According to Mr. Tung, from July 1st to the present, he has received an average of 50 applications for registration tax and 40 applications in other fields each day. To ensure timely processing for citizens, Mr. Tung frequently has to work overtime.

Comrade Tran Dinh Khoe, Deputy Director of the Public Administrative Service Center of Thuan Thanh Ward, said: “At the Public Administrative Service Center of Thuan Thanh Ward, there are currently 4 vertically integrated agencies with 5 officials directly receiving and processing administrative procedures related to land, social insurance, taxes, and electricity. Due to the large volume of applications, we prioritize arranging the reception and results delivery counters of the vertically integrated agencies in spacious, easily visible locations; at the same time, we are upgrading the internet network and investing in new high-speed computers, printers, scanners, etc.”
Following the directives of the Chairman of the Provincial People's Committee, after the implementation of the two-tiered local government system, the provincial agencies including the Tax Department, Social Insurance, Electricity Company, and Land Registration Office proactively selected and assigned officials to work at 18 public administrative service centers in communes and wards, which were formerly centers of district-level administrative units. Accordingly, the Department of Agriculture and Environment assigned officials to all 18 locations; the Bac Ninh Provincial Tax Department assigned officials to 17 out of 18 locations; the Bac Ninh Electricity Company assigned officials to 15 out of 18 locations; and the Provincial Social Insurance Department assigned officials to 10 out of 18 locations.
In localities, the Public Administrative Service Centers prioritize investing in new electronic display boards, counters, and modern equipment to facilitate the reception and delivery of results for relevant departments. They regularly exchange information and provide support to departments to resolve difficulties and obstacles.
Overcoming difficulties and improving service quality.
Along with assigning staff to 18 public administrative service centers in communes and wards, various sectors proactively reviewed and simplified administrative procedures, and provided training to improve the skills of officials and civil servants. For example, the Department of Agriculture and Environment organized 10 direct training sessions with 250 participants, focusing mainly on land procedure processing and the use of specialized software; the Provincial Social Insurance agency reviewed all 25 administrative procedures under its authority, reducing redundant paperwork requirements; and established a working group to support administrative procedures, directly monitoring difficulties and obstacles at reception points to provide advice and answers.

According to statistics, from July 1st to the present, vertical agencies have received more than 2.6 million applications for administrative procedures, with the online submission rate reaching over 98%, and the rate of timely and early resolution nearly 100%. However, due to the large volume of applications received from inter-commune and ward areas, overload has occurred; some localities have not yet arranged enough reception counters for vertical agencies…

To address this situation, on November 29th, the Chairman of the Provincial People's Committee issued Official Document No. 5372 regarding the implementation of a plan to allocate personnel for receiving and returning results of administrative procedures of vertically integrated agencies at the commune level. Accordingly, the Chairman of the Provincial People's Committee requested that relevant departments assign staff to regularly coordinate at reception points to promptly address citizens' needs; and that communes and wards complete infrastructure, arrange workspace, ensure network connectivity, and provide equipment for receiving and returning results.
Following directives, the People's Committee of Son Dong commune plans to relocate the Public Administrative Service Center to a larger location and invest in new equipment. To reduce the workload for officials in areas with a high volume of applications, from December 1st, the Department of Agriculture and Environment will assign staff and open seven additional points for receiving and processing administrative procedures related to land matters in various communes and wards.
Comrade Bui Quang Phat, Deputy Director of the Department of Agriculture and Environment, said: “Along with selecting and assigning competent and specialized staff, we assign comprehensive responsibility for the progress and quality of handling applications to each individual. In the long term, we are coordinating with the Provincial Public Administration Service Center to develop an electronic process suitable for receiving procedures regardless of administrative boundaries.”
