After merging administrative boundaries, Bac Ninh promoted a strong digital transformation foundation from the two provinces of Bac Ninh and Bac Giang, which were previously among the leading groups in the country in terms of digital transformation index.
Currently in Bac Ninh , 99% of the population is covered by 4G; specialized data transmission and online conference systems are deployed to 100% of communes and wards. The whole province has put into operation 384 5G BTS stations, reaching a coverage rate of 54% of the population, creating important conditions for applying technology in production, management and service provision for people.
A representative of Viettel Bac Ninh said that by the end of September 2025, the unit had deployed 300 5G stations; coverage reached 14% of the province's population and 78% in the central area. In the first 9 months of 2025, 350,000 new 5G devices joined the Viettel network; the rate of subscribers using 5G devices reached 30%. This is an impressive growth rate, reflecting the rapid change in people's habits of using high-tech services.
However, the installation of 5G stations is still facing difficulties. The main problems are related to the guidance on the location of stations on public land; the cost of renting transmission infrastructure in industrial parks is still high; the lack of understanding about radiation safety makes some people not agree to the installation. Viettel Bac Ninh aims to deploy 605 more 5G stations in the fourth quarter of 2025, bringing the total number to 844 stations, expanding the coverage to more than 76% of the population, with the central area reaching 94% and the industrial park reaching 100%.
VNPT Bac Ninh currently has 64 5G stations in operation. In 2025, the company plans to deploy 315 new stations on existing infrastructure, prioritizing administrative areas, industrial parks, urban areas, schools, hospitals and rural areas with high demand. Along with optimizing 4G coverage and optical transmission network, VNPT aims to operate 1,822 5G stations in Bac Ninh by 2030.

In recent years, Bac Ninh's telecommunications infrastructure, especially 5G, has been heavily invested in, contributing to ensuring smooth communication, effectively serving the direction, management, socio-economic development and national defense and security. However, the rate of shared technical infrastructure use is still low; coverage quality in some areas has not met requirements; land and power supply procedures are still problematic; and people's consensus in building BTS stations is not high.
According to Ms. Ngo Thi Thu Hang , Deputy Head of the Post and Telecommunications Department (Department of Science and Technology), the 5G network uses a higher frequency band than 4G, so the coverage area is small, requiring a high density of stations and high investment costs. Currently, new 5G stations are mainly deployed in industrial parks, ward and commune centers - where suitable infrastructure is available.
Bac Ninh province aims to deploy 1,018 5G BTS stations on existing infrastructure and build 248 new stations by the end of 2025, increasing the coverage rate to over 60% of the population. To achieve the goal, on October 2, 2025, the Provincial People's Committee issued Directive No. 04/CT-UBND, requesting departments, branches and localities to coordinate to remove specific obstacles. The Directive emphasizes the "3 clear" principle: Clear focal point, clear task, clear deadline , ensuring a smooth process between management agencies and enterprises.
The Department of Science and Technology takes the lead in coordinating with telecommunications enterprises, press agencies and commune-level People's Committees to promote propaganda on radiation safety, organize dialogues in areas with concerns, to enhance social consensus. The Departments of Construction, Industry and Trade, Finance, Agriculture and Environment and the Management Board of Industrial Parks are involved from planning, land allocation, power supply, use of public assets to ensuring stable power supply for BTS stations.
Notably, the province requires all new urban, residential, and industrial park projects to integrate shared technical infrastructure for telecommunications and 5G right from the planning stage. This is considered an important step to remove infrastructure bottlenecks, creating a foundation for Bac Ninh to synchronously develop digital infrastructure, accelerate 5G coverage, and serve people, businesses, and modern digital government.
