Make sure you do it right the first time.
To accomplish this task, the province established a Steering Committee for land surveying, cadastral mapping, cadastral record keeping, and completion of the land database in the province (hereinafter referred to as the Steering Committee), along with a support team. According to the plan, this year the entire province has approximately 1.24 million land parcels that need to meet the criteria of "accurate - complete - clean - viable"; nearly 2.49 million parcels requiring data supplementation; and over 933,000 parcels requiring the creation of new databases.

The review process revealed that many land parcels requiring land database construction had been reclaimed for the construction of residential areas, urban areas, and Gia Binh airport. Currently, the Provincial Land Registration Office is reviewing the total number of land parcels after deducting the reclaimed area to standardize the data.

Local Party committees need to issue resolutions to unify leadership, create consensus within the political system and among the people; research and launch a campaign to "enrich and clean up land data databases"; and promptly commend and reward collectives and individuals with good and effective approaches. |
With a sense of urgency and a commitment to thoroughness, avoiding a scattered approach, the Provincial Steering Committee assigned targets to each commune and ward, along with lists of plot numbers, parcel numbers, and required documents. Communes and wards quickly reorganized their Steering Committees and working groups, assigning specific tasks to each officer. Based on the assigned plan, localities throughout the province simultaneously implemented a "door-to-door" approach to collect and digitize documents.
In Kien Lao commune, there are 26,035 land parcels, of which 1,324 have data, while the rest require further completion or new data collection. Mr. Dinh Van Phuong, Head of the Economic Department of Kien Lao commune, said: “The workload is large and the time is tight, but the commune is determined to complete the task. The advantage is that the workforce has experience from the previous campaign, but there are still many difficulties. To ensure progress, the commune will divide into working groups that will go directly to each residential area, applying a phased approach, completing each section as it goes, minimizing the need for residents to travel multiple times.”
According to the leaders of Tan Yen commune People's Committee, as soon as they received the targets assigned by the province, the commune convened a Steering Committee meeting, clearly assigning responsible groups to each village and residential area. They proactively issued a specialized resolution focusing on leadership and mobilizing the entire political system to participate.
Creating a modern management platform.
According to the plan, land surveying, cadastral record keeping, and land database construction will be completed before December 31, 2026. To ensure progress, the Land Management Department ( Ministry of Agriculture and Environment ) recently issued guidance documents; and the Department of Agriculture and Environment organized professional training for staff directly involved in the task.
This will standardize the technical procedures for organizing and implementing cadastral surveying and mapping, land registration, cadastral record keeping, construction, ensuring accuracy, completeness, cleanliness, and viability, as well as the management, operation, connection, and sharing of the national land database.

According to Mr. Phi Thanh Binh, Deputy Director of the Department of Agriculture and Environment, the province had previously completed the 90-day campaign to enrich and clean up land data (from September to November 2025). This provides a favorable foundation for localities to enter the new phase of implementing the task.
Many lessons have been learned, such as mobilizing Party branch secretaries, village heads, and community digital technology teams to participate in reviewing and collecting records according to the motto "going door to door"; and strengthening daily propaganda on the radio system to help people understand the benefits of updating land data.
Proactively review and standardize the list of documents from the outset, especially for old certificates lacking information, to minimize errors during data entry; flexibly arrange working hours outside of regular hours, including evenings and holidays, to ensure progress.

In reality, areas that do a good job of propaganda and mobilization from the beginning often achieve a high rate of document collection, facilitating implementation. Some wards and communes such as Bo Ha, Nha Nam, Tan Yen, Da Mai, Mao Dien, Que Vo... have launched widespread movements that spread throughout the area, attracting a large number of people to participate.
The Provincial Steering Committee requests that all levels and sectors focus on implementing tasks according to the plan. The main focus is on accelerating surveying in areas without existing data; completing and cleaning up information, ensuring transparency, accuracy, and connectivity with the national land database. Communes and wards should prepare their personnel well and provide sufficient equipment for data storage and entry.
For the 23 communes south of the Cau River and 19 communes north of the Cau River that currently lack land data, the province requests that relevant agencies urgently review and complete the procedures, submitting them to the competent authorities for approval to implement land surveying, ensuring synchronization. Strengthen communication to help people understand the purpose and significance of building a land database; actively cooperate in providing information to help accelerate progress and ensure quality.
