Difficulties still exist
A civil certificate is a document used to prove that a citizen has not violated the Party's policies and the State's laws, and has no criminal record. This document is not mandatory, but many companies, especially foreign-invested enterprises, still require candidates to submit it when starting work.

Coming to the ward police to request a civil confirmation certificate to submit documents to a foreign enterprise, Ms. Nguyen Thuy Duong in Kinh Bac ward said: "I hope the government will soon have regulations that all types of documents that can be confirmed on VNeID do not require people to submit a paper copy with confirmation from the locality; but only need to print a photocopy and submit it to the authorities and open the original on VneID for direct comparison."
At the Vo Cuong Ward Public Administration Service Center, a Culture and Social Affairs officer spent nearly an hour guiding three siblings in a family through the procedures to receive funeral expenses for their father. After the instructions were completed, the officer scheduled a next meeting and reminded them that all heirs in the first line of inheritance must be present at the one-stop shop to complete the procedures.
Ms. Tran Thi Thuy Diep, a Culture - Social officer, said: According to regulations, to resolve the regime, all heirs must be present at the Ward Public Administration Service Center. If not, they must authorize another person through a legal authorization document. This is mandatory according to regulations to prevent cases of complaints.
Ms. Nguyen Hoang Ha and her husband in Bac Giang ward want to do the procedure to give her younger sister the right to use a piece of land. Ms. Ha is quite worried because when she goes to the notary office, the notary requires to present the Marriage Certificate even though both of them bring their ID cards, have a level 2 identification account, clearly showing the full name, date of birth of the wife and the husband. Ms. Ha frankly said that such regulations are still rigid, should be improved to create convenience for the people.
Continue to review and simplify administrative procedures
To improve the quality of service to the people, right from the implementation of the two-level local government model, along with perfecting the infrastructure and arranging suitable staff, the province has focused on propaganda, guidance and support for people and businesses to apply technology in performing administrative procedures. Thanks to the synchronous and drastic participation of the entire political system, the settlement of administrative procedures for people has had clear changes. The rate of online records in the province reached nearly 90%, the number of records resolved before and on time reached nearly 100%, the satisfaction rate of people was over 95%; difficulties and shortcomings were identified for solutions.
Sharing the difficulties of the people, local authorities have proposed many solutions. At the My Thai Commune Public Administration Service Center, the staff receiving the documents carefully reviewed them to complete them immediately. In necessary cases, the staff on duty at the one-stop shop must invite specialized staff from the functional department to discuss, clarify, and agree on a solution for the people immediately. The couple Hoang Thi Nu and Hoang Van Binh in Ca village, My Thai commune came to do the procedure of authorizing the pension payment. Because Mr. Binh had a stroke, Ms. Nu did not know how to submit the documents online, so the commune staff received the paper application and helped carry out the procedures. Ms. Nu said she was very satisfied with the service attitude of the commune staff.

At the same time, the province has resolutely reviewed and simplified administrative procedures, reduced unnecessary file components, and shortened processing time. For example, implementing the Plan to implement the 90-day peak period of cleaning up marriage data and reducing procedures for issuing Marriage Status Certificates issued with Decision No. 1721/QD-BTP dated June 11, 2025 of the Ministry of Justice, the Department of Justice has issued a document requesting specialized agencies under the Provincial People's Committee to review and compile statistics on administrative procedures under their management. Based on the review results, the Department of Justice compiled a list of proposed administrative procedures to be reduced and sent them to the Ministry of Justice. Specifically, it is proposed to reduce the Marriage Status Certificate or Marriage Certificate in the "Supplementing relatives in the martyr's file" procedure; Reduce the Marriage Registration Certificate for policy beneficiaries who are Kinh people with ethnic minority husbands in the administrative procedure file "Consideration of support policies for subjects giving birth in accordance with population policy".
A good sign is that from November 28, Bac Ninh residents can register, adjust or delete residence information; declare temporary absence; confirm old ID card numbers; reissue ID cards; carry out inter-connected procedures for birth and death registration on the VNeID application, without having to go to the police.
In addition to local efforts, the national legal framework is also being completed in the direction of minimizing the documents citizens must provide. On November 15, 2025, the Government issued Resolution 66.7 regulating the reduction and simplification of administrative procedures based on data. Accordingly, it allows the replacement of many paper documents by directly exploiting information from the National Database. This Resolution takes effect from January 1, 2026 to reduce the burden on people and businesses, promote digital transformation, with the goal of cutting nearly 800 administrative procedures.
On the afternoon of December 5, the National Assembly passed the Law amending and supplementing a number of articles of the Law on Judicial Records. Accordingly, agencies, organizations and individuals are not allowed to request people to provide Judicial Records Form No. 2, while Form No. 1 is only required in cases clearly stipulated by law.
With high determination from central to local levels, in the coming time, administrative procedures will continue to be streamlined and opened up in a way that truly facilitates people.
