Bac Ninh economic growth by 2025 will rank 5th in the country

On the morning of December 9, at the Bac Ninh Provincial Convention Center, the 19th People's Council of Bac Ninh province, term 2021-2026, held the opening ceremony of the 8th Session (Regular Session) to discuss, review and resolve important contents to successfully implement the socio-economic development goals and tasks in 2026; create a solid foundation for the following years, determined to implement the goals of building Bac Ninh province to develop rapidly, comprehensively and sustainably, becoming a centrally-run city before 2030 as set out in the Resolution of the 1st Provincial Party Congress.

At the meeting, Vice Chairman of the People's Committee of Bac Ninh province Dao Quang Khai said: It is estimated that for the whole year of 2025, 10/18 targets will exceed the plan, 7/18 targets will meet the plan. In particular, the total product in the area for the whole year of 2025 (at current prices) is estimated to reach over 522,618 billion VND, exceeding the set target; GRDP growth is estimated at 10.27%, closely following the plan assigned by the Provincial People's Council and the Government , ranking 5th in the country, 4th in the Red River Delta and 1 of 6 provinces and cities achieving double-digit growth in 2025. The province's industry continues to have impressive development steps, affirming its role as the main driving force for the province's economic growth.

Total import-export turnover is estimated at 182 billion USD, making Bac Ninh one of the top 2 localities in the country; attracting investment of an estimated 18.6 billion USD in converted capital, of which FDI attraction is 5.5 billion USD, ranking 3rd in the country. State budget revenue is sustainable, resources are cleared, estimated state budget revenue is 72,497 billion, equal to 127.6% of the estimate, up 34.7% over the same period in 2024. Disbursement of public investment capital by the end of November 2025 reached about 65.5% of the plan, higher than the national average. The infrastructure system continues to be focused on investment, becoming increasingly synchronous and modern; in particular, the Gia Binh international airport project has started, which will be a very important driving force to promote the province's development in the coming time.

In 2025, GRDP per capita is estimated to reach 5,852 USD, 1.16 times higher than the national average. Average income per capita is estimated to reach 5.75 million VND/month. Growth quality has changed positively and comprehensively; total social investment capital in 2025 is estimated to reach 158,680 billion VND, up 20% over the previous year and exceeding the set plan; unemployment rate is low at 2.05%; labor productivity is constantly improved, increasing by 9%, exceeding the set plan.

The cultural and social fields have achieved many outstanding results. The quality of medical examination and treatment continues to be improved; key education has achieved many outstanding results, always being in the leading group in the country; policies for people with meritorious services, social security, and poverty reduction have been comprehensively implemented; the people's lives have been increasingly improved. Bac Ninh is one of the localities that completed the elimination of temporary and dilapidated houses the earliest in the country.

Despite achieving many important results, Vice Chairman of the People's Committee of Bac Ninh province Dao Quang Khai also frankly pointed out a number of shortcomings and difficulties such as: Production and business activities still face many difficulties, many key production sectors are affected such as the production of electronic components, garments, auto parts, motorbikes... In particular, the solar panel manufacturing industry is seriously affected by the import tax policy, causing disruptions in the supply and consumption chain. The dyke and irrigation system still shows shortcomings, storm No. 11 and the post-storm circulation caused damage to agricultural production of about 1,480 billion VND; The operation of the 2-level local government apparatus in the early stages still has problems, solving work according to decentralization and delegation of power is still confusing...

Maintain growth target of 12.5 - 13%

The year 2026 is of special importance, Bac Ninh province has more development space, scope, resources, opportunities, more workload, greater decentralization and authorization, so the demand for a government close to the people, serving the people best is increasingly high. The economy has many conditions to strongly develop the advantages and potentials of each industry and field, creating space and new growth drivers to become a growth pole of the Capital Region and strive to become a centrally-run city in a civilized and modern direction.

To implement and complete the set goals, Secretary of the Bac Ninh Provincial Party Committee Nguyen Hong Thai requested the Provincial People's Council, the Provincial People's Committee, all levels, sectors and localities to continue promoting the tradition of solidarity, efforts, determination to act and focus on implementing the leadership tasks in 2025 and the main targets, tasks and solutions in the Resolution on socio-economic development tasks in 2026 of the Provincial People's Council... Upholding the principle of "Discipline - discipline - setting an example" in building the political system; arousing the desire for development, daring to think, daring to do, daring to take responsibility for the common interest to resolutely, synchronously and flexibly deploy measures to manage socio-economic development.

Along with that, continue to review, research and issue new mechanisms and policies to create development momentum, concretize the policies and leadership orientations of the Central and Provincial Party Committees in accordance with practical conditions. At the same time, review, promptly amend and supplement regulations, mechanisms and policies that are no longer suitable to promptly remove difficulties and obstacles, mobilize resources, and create momentum to promote the development of sectors and localities.

The Provincial Party Secretary requested that all levels, sectors and localities need to focus on implementing socio-economic development tasks, maintaining growth targets, improving the quality of the economy, ensuring the growth target in 2026 reaches 12.5 - 13%; Improving the quality of urban planning and management, developing knowledge economy, digital economy, green economy; speeding up the progress of implementing the overall adjustment of the Bac Ninh Provincial Planning for the period 2021-2030, with a vision to 2050 and establishing the Bac Ninh Urban Master Plan to 2050, with a vision to 2075, ensuring space and driving force for long-term, sustainable development, with strategic depth and long-term vision.

In particular, Bac Ninh synchronously and drastically implemented measures to promote administrative reform, improve the investment and business environment, enhance competitiveness, build an equal, open, favorable and transparent investment and business environment in the spirit of best serving the people and businesses; build a service-oriented, honest, professional, creative and developing administration. Promote the development of science and technology, innovation and digital transformation; build Bac Ninh into a pioneering locality in open data; digital government, digital economy, digital society.

The province strengthens national defense and security, builds an increasingly solid national defense posture associated with an increasingly solid people's security posture; focuses on seriously and effectively implementing the directions of the Central Government and the province for the election of deputies to the 16th National Assembly and the election of People's Council deputies at all levels for the 2026-2031 term, especially in preparing personnel to ensure sufficient standards, qualities, prestige, capacity, and equal to the tasks; ensures that the election takes place democratically, equally, in accordance with the law, safely, economically and is truly a festival for all people.
