Bac Ninh continues to promote the implementation of the National Target Program on new rural construction and sustainable poverty reduction by 2025.

The Department of Agriculture and Environment of Bac Ninh province requested departments, branches and localities in the province to continue promoting the implementation of the National Target Program on New Rural Development and the National Target Program on Sustainable Poverty Reduction by 2025.

Accordingly, in order to complete the goals and tasks of building new rural areas and sustainable poverty reduction in the period of 2021 - 2025 and 2025 in the province, the Department of Agriculture and Environment (the agency in charge of implementing the National Target Program on New Rural Construction and the National Target Program on Sustainable Poverty Reduction in the province) requests departments, branches, units and investors to seriously focus on directing the implementation of these two programs on the basis of the funding source assigned by the Provincial People's Committee after the arrangement of administrative units.

Continue to pay attention to implementing the construction of new rural areas to create the foundation for forming civilized and modern new rural areas in the period 2026 - 2030.

Units must immediately develop a plan to implement the assigned budget content. The plan must clearly state the implementation content, implementation budget, implementation schedule, and completion time. Strive to complete 100% of the assigned budget plan; any unit that fails to complete must be responsible for reporting to the Chairman of the Provincial People's Committee on the assigned tasks and budget; clearly state the difficulties and obstacles for timely handling.

Departments and branches in charge of indicators, criteria, projects, and sub-projects under these two National Target Programs need to proactively inspect, urge, guide, and promptly remove difficulties and obstacles for localities; strive to complete the goals and tasks of new rural construction and sustainable poverty reduction in the period of 2021 - 2025 and 2025. If there are any difficulties or problems during the implementation process, they should be sent to the Department of Agriculture and Environment for synthesis and reporting to the Provincial People's Committee for direction according to regulations.

Continue to focus on promoting the disbursement of public investment capital, striving to complete 100% as directed. Strictly implement the provisions of the law on public investment and state budget management. Focus on reviewing and developing implementation plans, detailed disbursement plans, speeding up the progress of project implementation, and spending tasks in 2025 (including capital from the previous year transferred to 2025).

The People's Committees of communes and wards urgently complete the Steering Committees of National Target Programs to promptly implement the components of each Program to ensure continuity and sustainability.

For the National Target Program on New Rural Construction, communes need to organize a review and assessment of the current status of new rural construction according to the levels of the New Rural Commune Criteria for the period 2021 - 2025 and send it to the Department of Agriculture and Environment. Pay attention to implementing the construction of new rural villages and model new rural villages to create a foundation for the formation of civilized and modern new rural areas in the period 2026 - 2030.

Currently, the Department of Agriculture and Environment is consulting on the consolidation and amendment of the policy on rewarding new rural villages and model new rural villages of the two provinces of Bac Giang and Bac Ninh (old), expected to be submitted to the Provincial People's Council for promulgation and application for the period 2026 - 2030. Therefore, the preparation of records for consideration and recognition of villages meeting new rural standards and model new rural villages will be carried out after the new policy is promulgated and applied.

For the National Target Program on Sustainable Poverty Reduction, investors assigned to implement projects need to urgently develop and adjust the Program implementation plan and capital implementation plan, thereby requesting timely additional capital. If units do not focus, leading to delays in disbursement, or ineffective investment projects, investors must take full responsibility.

Members of the National Target Program Working Group, based on the functions and tasks of each sector, are responsible for urging the completion of targets, tasks, and budgets in their assigned units and urging units under their management to seriously and fully implement the contents according to regulations.
