The People's Committee of Bac Ninh province has issued Decision No. 1305/QD-UBND approving the Bac Ninh Provincial Digital Transformation Strategy for the period 2025-2030. This strategy is based on central resolutions such as Resolution No. 57-NQ/TW of the Politburo on breakthroughs in the development of science, technology, innovation, and digital transformation, along with plans and strategies of the Bac Ninh Provincial People's Committee aimed at building a transparent digital government, a modern digital economy, and a humane digital society, with the goal of making Bac Ninh a model for the whole country.
The core perspective of the Strategy emphasizes that data is a new resource, and digital government must operate securely in the digital environment, relying on data to provide better services, make timely decisions, and utilize resources optimally. The province aims for an open model, encouraging the participation of citizens and businesses, while prioritizing the development of digital platforms as a breakthrough solution.

Accordingly, the Strategy focuses on connecting data from the central to local levels, ensuring that citizens only need to provide information once. This not only reduces administrative procedures but also fosters sustainable development.
In terms of objectives, the Strategy sets specific targets: By 2030, 100% of the province's information technology systems, shared platforms, and databases will be standardized, interconnected, and data-sharing will be enabled. The rate of online public services throughout the entire process will reach 100%, the rate of online application processing will also reach 100%, and the rate of citizens and businesses using online public services will reach 80-90%.
In particular, in the development of the digital economy , Bac Ninh aims for the digital economy to account for approximately 45% of its GRDP, transforming Bac Ninh into a center for innovation in the North. These targets are clearly assigned to various departments and agencies, with the Department of Science and Technology acting as the lead agency for monitoring.
The main tasks are divided into several groups, starting with changing perceptions. The Department of Science and Technology develops communication plans, organizes conferences and workshops to disseminate success stories of digital transformation. Business associations coordinate the promotion of support programs for small and medium-sized enterprises, sharing lessons from the world and Vietnam. In addition, Bac Ninh focuses on developing human resources and policy mechanisms. It is building policies to reward IT personnel and offering exceptional incentives for groundbreaking initiatives. The province prioritizes attracting high-tech investment and supporting businesses in restructuring towards smart manufacturing. Units must train digital skills for officials and citizens, and promote electronic payments and e-commerce.
In the development of digital government, AI, Big Data, and blockchain are applied to management and administration. The integrated data sharing platform (LGSP), reporting system, and feedback application are being upgraded. A unified administrative procedure processing system is being implemented in conjunction with VNeID and the National Public Service Portal.
Developing digital and data platforms is key, promoting cooperation and innovation led by the Department of Science and Technology, attracting domestic and foreign partners, and implementing agreements with major corporations.
