Reporting at the meeting, the People's Committee of Bac Tra My district said that, up to now, the total number of ethnic minority cadres elected to the district Party Committee is 14/39 comrades, accounting for 35.9%; the Standing Committee of the District Party Committee has 5/11 comrades, accounting for 45.5%. There are 4/7 comrades elected to hold key leadership positions in the district (District Party Committee Secretary, Vice Chairman of the People's Council, Vice Chairman of the People's Committee, Chairman of the Vietnam Fatherland Front Committee). There are 14/30 ethnic minorities elected as delegates to the District People's Council for the 2021-2026 term.

As of June 30, 2024, Bac Tra My district has 1,064 cadres, civil servants and public employees (CBCCVC); of which 203 are ethnic minority cadres, accounting for 19.08%, an increase of 13 people compared to 2022.

According to the District People's Committee, of the 165 students who have graduated, 21 do not have a need to work in the district (did not submit their application to the district, contacted other localities for work, changed to other occupations, etc.); 121 have been recruited and assigned jobs in Bac Tra My district and other places (18 civil servants and 103 public employees). The remaining 23 have not been assigned jobs (including 6 students who studied at the primary education college and therefore did not meet the recruitment standards; 6 students in the health sector and 11 students in other sectors).

Recognizing the limitations, according to the People's Committee of Bac Tra My district, the proportion of ethnic minority cadres in specialized agencies and public service units under the People's Committee of the district has not yet met the ratio prescribed in Decision 402 dated March 14, 2016 of the Prime Minister (20.92%/30%). The main reason is that in the period of 2016 - 2020, the district had to implement the province's policy of reducing the payroll (from 100 payrolls to 90 payrolls) and in the period of 2021 - 2026, it continued to reduce by 5% (from 90 payrolls to 85 payrolls).

Some departments, agencies and branches of the district do not have ethnic minority leaders and civil servants. Some have been appointed and assigned to leadership positions but have not yet developed their professional capacity...

At the monitoring session, the leaders of Bac Tra My district explained the results of implementing the targets according to Resolution No. 21 of the Provincial Party Committee; the difficulties and problems in arranging and using ethnic minority cadres in the district.

The district leaders suggested that the province pay attention to calculating specific policies and mechanisms suitable for ethnic minority cadres. For example, the transfer of ethnic minority cadres to provincial departments and branches for professional work is difficult to develop; meanwhile, the mountainous areas are in great need of competent ethnic minority cadres, and the need to arrange and use leaders and managers. Or attracting and retaining teachers...
