
Faced with that situation, Mr. Nguyen Hong Nguyen, Deputy Director of the Department of Agriculture and Environment of Ho Chi Minh City (DARD) said that the department has a plan to implement the collection and transportation of household waste in the city from December 1 to avoid garbage congestion.
According to the report of the Department of Agriculture and Environment, currently, the area of 14 districts in Ho Chi Minh City is currently coordinated with about 4,550 tons/day (equivalent to 443 trips). The garbage distribution is divided into 2 shifts, the day shift transports about 1,800 tons ( equivalent to 175 trips) and the night shift transports about 2,750 tons/day (equivalent to 268 trips).
Since December 1, Da Phuoc landfill has changed its garbage receiving hours, meaning that all 1,800 tons of the day shift will be transferred to the night shift. In reality, the trucks only have 11 hours to operate.
The Department of Agriculture and Environment has proposed a number of solutions such as: transferring the volume of domestic waste from some urgent areas that are likely to be congested during the day to the Waste Treatment Complex, about 450 tons/day. Transferring the volume of day shifts to night shifts to the Da Phuoc treatment area, about 1,350 tons/day.
At the same time, additional investment is being made in transporting household waste. The Department of Agriculture and Environment is also proposing that the Ho Chi Minh City People's Committee consider reducing the prohibited hours so that transport units have enough time to turn around and make the next trip.
On the other hand, the Department of Agriculture and Environment will organize support for the appraisal of routes, average distances, and unit prices for transporting domestic solid waste for units that change their routes for promulgation by competent authorities.
The People's Committee at the commune level coordinates with the Project Management Board of the construction investment area and the collection and transportation unit to inform and propagate the adjustment of collection time at the source from day to night.
Currently, the Department of Agriculture and Environment is coordinating with the Department of Construction and the Traffic Police Department (Ho Chi Minh City Police) to compile a list, check the quantity and license plates of vehicles on the route to Da Phuoc landfill to ensure the transportation is correct for the subject, route, badge, and road permit.
