On the afternoon of January 21st, at the 14th National Congress of the Communist Party of Vietnam, the Secretary of the Party Committee and Acting Minister of Industry and Trade, Le Manh Hung, presented a paper entitled: “Developing Vietnam’s industry and trade to be self-reliant, connected, modernized, green transformation, digital transformation, and effective integration into global production and supply chains.” The Ministry of Industry and Trade’s online portal respectfully presents the full text of the paper.

Distinguished members of the Presidium!

Distinguished delegates!

On behalf of the Party Committee of the Ministry of Industry and Trade , I would like to express my strong agreement with the content of the Political Report and other documents presented to the Congress by the 13th Central Committee of the Party.

With the permission of the Presidium, I would like to present my paper on the topic "Developing Vietnam's industry and trade to be self-reliant, connected, modernized, green transformation, digital transformation, and effective integration into global production and supply chains".

Distinguished delegates!

During the 2021-2025 term, our country's economy has remained stable, weathering storms and achieving very important and comprehensive results, with many outstanding highlights as mentioned in the political report.

Among the overall achievements of the country, the Industry and Trade sector has made positive contributions as a strategic pillar – one of the main driving forces promoting the socio -economic development of the country towards self-reliance, connectivity, modernization, green transformation, digital transformation, and deep and effective international integration. Notable achievements include:

(1) Industrial production recovered significantly, achieving a fairly high growth rate (average 6.1%/year), in which the processing and manufacturing industry grew at an average rate of 6.9%/year, creating momentum, leading growth and promoting industrialization and modernization of the country. The localization rate improved; some key industries have successfully integrated and affirmed their position in the global value chain.

Comrade Le Manh Hung, Secretary of the Party Committee and Acting Minister of Industry and Trade, presented a paper entitled "Developing Vietnam's Industry and Trade to be Self-Reliant, Connected, Modernized, Green Transformation, Digital Transformation, and Effective Integration into Global Production and Supply Chains".

(2) The energy sector has developed strongly, rising to the top in Southeast Asia in terms of the scale of the electricity system; national energy security is ensured, basically meeting the requirements of socio-economic development and people's lives.

(3) Import and export are always bright spots, with impressive growth at an average growth rate of 10.9%/year; trade surplus is continuously maintained at a high level, contributing to supplementing foreign exchange reserves and stabilizing macroeconomic indicators.

(4) The domestic market is developing positively with an average growth rate of 7.7%/year, which is a "support" to help the economy stand firm and recover quickly from external shocks; e-commerce is developing strongly, with an average growth rate of over 20%/year, creating momentum for the development of the digital economy and leading digital transformation in enterprises.

(5) International economic integration is implemented synchronously and effectively, accessing preferential export markets through 17 Free Trade Agreements (FTAs), contributing to boosting exports, attracting foreign investment, improving competitiveness and promoting the restructuring of the economy towards modernization.

Besides the achievements mentioned above, Vietnam's industry and trade still face some difficulties and shortcomings that need to be overcome (as pointed out in the Political Report), specifically: (i) The level of technological self-reliance, added value, and labor productivity in industry is still low; the development of foundational industries and core technologies is still limited; the transition to "green" and "smart" production is still slow; (ii) Energy infrastructure has not kept pace with the development of renewable energy sources; the power source structure between regions is still unbalanced, and the development of base power sources is slow; (iii) Export activities are not diversified, have low added value, and are heavily dependent on imported raw materials and the FDI sector; (iv) Trade and logistics infrastructure is not synchronized; costs are high. These existing problems stem from both objective and subjective causes from the global situation and domestic factors.

Distinguished delegates,

Our country is entering a new era – the era of science and technology, innovation, green transformation, digital transformation, and deep international integration. In this context, to further promote industrial and commercial development, contribute to the successful and comprehensive implementation of the Resolution of the 14th National Congress of the Party, and make a worthy contribution to the country's development in this new era, the Party Committee of the Ministry of Industry and Trade is determined to focus on effectively implementing the following key tasks:

Firstly, perfecting institutions and policies: Institutionalizing the Party's guidelines on socio-economic development and promoting industrialization and modernization into comprehensive, feasible policies and effectively implementing them. Promoting the "dual transformation" – combining green transformation with ensuring national energy security and digital transformation – as a strategic breakthrough, creating a favorable investment and business environment, removing bottlenecks, mobilizing resources; leveraging traditional growth drivers and creating new growth drivers.

Secondly, restructuring industry and trade in conjunction with science, technology, and innovation: Innovating thinking and promoting the restructuring of the industrial and trade sectors towards improving productivity, quality, efficiency, and competitiveness (aiming to increase the proportion of processing and manufacturing industries to 28-30%); using science and technology, innovation, digital transformation, and green transformation as the main driving forces. Prioritizing mastery of emerging industries, building a number of large domestic enterprises capable of leading key sectors with competitive advantages, and acting as the core for promoting industrialization and modernization. Developing a comprehensive and modern energy, industrial, and trade infrastructure and logistics centers in a green and smart direction.

To successfully accomplish the key tasks set forth, the Party Committee of the Ministry of Industry and Trade proposes the following solutions for the development of the Industry and Trade sector in the coming period:

Firstly, continue to lead and direct the refinement and propose the upgrading of major policies on national industrial and commercial development in line with the orientation of self-reliance, modernization, green transformation, and digital transformation; identifying the processing, manufacturing, and energy industries as important material foundations of an independent and self-reliant economy.

Secondly, we need to strongly innovate the thinking behind lawmaking and enforcement towards a development-oriented approach. We should implement controlled pilot mechanisms to promptly address bottlenecks and unleash resources; based on this, we should summarize and replicate suitable models.

Thirdly, focus state resources and mobilize social resources to develop a comprehensive and modern energy, industrial, logistics, and trade infrastructure; create conditions for the private sector to participate in investing in and operating some key infrastructure components, while ensuring system security, safety, and national interests.

Fourth, we must steadfastly uphold the policy of enhancing the capacity of domestic enterprises through comprehensive solutions; considering this a strategic requirement to strengthen the self-reliance of the economy.

Fifth, promote international economic integration in a proactive, substantive, and effective manner; link international economic integration with enhancing the self-reliance of the economy, while focusing on the sustainability of growth.

The Ministry of Industry and Trade is committed to shifting its mindset from "management" to "creation," working alongside businesses, proactively unlocking resources, and transforming challenges from greening and digitalization trends into breakthrough opportunities, contributing to the overall development of the country.
