The energy security problem

The nationwide rollout of E10 gasoline, including in Dak Lak, is not just a change in fuel type, but a synchronized movement of the entire supply chain.

E10 gasoline enters the market early.

From April 30, 2026, E10 gasoline will officially be launched on the market, one month earlier than the initial target (June 1, 2026). This move demonstrates the thorough preparation and significant efforts of state management agencies, including the Ministry of Industry and Trade, and businesses in the context of a still challenging energy market.

Against the backdrop of the ongoing conflict in the Middle East significantly impacting the global energy market, increasing supply risks and fuel costs, accelerating the transition is a crucial step in ensuring energy security. In strict compliance with government directives, the Ministry of Industry and Trade has proactively accelerated the process and is diligently implementing activities to introduce E10 bioethanol into use starting in April to shorten this transition period.

One of the key drivers is the issue of energy security. Currently, Vietnam still depends on imports for about 70% of its fuel needs. In the context of geopolitical instability, developing domestic biofuel sources helps reduce dependence, increase self-reliance, and stabilize the market.

Ethanol – the main component of E10 – can be produced from domestic raw materials, creating a value chain linking agriculture and the processing industry. According to experts, this is a strategic direction that helps Vietnam diversify its supply sources instead of relying on imported gasoline.

From an environmental perspective, E10 gasoline offers significant benefits. According to scientists' calculations, burning 1 liter of conventional gasoline emits approximately 2.3-2.5 kg of CO₂. With a consumption of about 1 million m³ of gasoline per month, the total emissions could reach 2.5 million tons of CO₂. Gradually replacing conventional gasoline with E10 bio-gasoline will significantly reduce emissions, improve air quality, and fulfill emission reduction commitments.

One of the factors contributing to the widespread adoption of E10 gasoline is its high compatibility. According to experts, this type of gasoline is suitable for over 90% of vehicles currently in circulation, especially newer models. Furthermore, E10 RON 95-III gasoline is typically about 500 VND/liter cheaper than regular RON 95-III. This is considered a significant factor in attracting consumers to switch.

According to Mr. Tran Van Hung, Deputy Director of Petrolimex Phu Yen Branch, the deployment of E10 bioethanol fuel is not only a requirement in line with the Government's roadmap but also a necessary step to ensure long-term energy security. Given the unpredictable fluctuations in the global energy market, E10 will contribute to gradually reducing dependence on imported fossil fuels, while also creating more room for self-sufficiency in domestic supply.

Controlled conversion

According to the plan, E10 gasoline will gradually replace conventional gasoline, while E5 RON92 will be maintained until the end of 2030 to ensure a smooth transition. This approach allows the market the necessary "lag," avoiding pressure on consumers and businesses.

Introducing E10 gasoline earlier than planned is not only technically significant but also a strategic move. From energy self-sufficiency to emission reduction, from infrastructure upgrades to changes in consumer habits, everything is converging on a common path. E10 gasoline is therefore not just a fuel, but a "gateway" to a new phase of development for Vietnam's energy sector.

According to the Ministry of Industry and Trade, the transition to E10 fuel not only contributes to diversifying supply sources and reducing dependence on fossil fuels but also promotes the formation of a domestic biofuel production and supply chain. This will be an important foundation for Vietnam to gradually build a modern, sustainable energy market, adapting to the global energy transition trend. The Ministry will continue to closely coordinate with key enterprises and localities to closely monitor market developments and adjust policies promptly when necessary. At the same time, it will strengthen inspection and supervision of gasoline and diesel quality, ensuring consumer rights and building trust in biofuels.

Mr. Nguyen Thai Binh, Deputy Director of Petrolimex Dak Lak Co., Ltd., said that initially, the company will convert RON 95-III gasoline to E10 RON 95-III gasoline. Gasoline stations currently selling RON 95-V gasoline will continue to sell RON 95-V gasoline. After the corporation announces the conversion roadmap, the company will implement it at its units. It is expected that the entire system of the company's gas stations will complete the conversion to E10 gasoline before June 1, 2026.

From a consumer perspective, many opinions express the expectation that the transition process should be implemented transparently and conveniently. Mr. Nguyen Van Phuoc (Tan Lap ward) shared: “As long as E10 gasoline has a reasonable price, stable quality, and does not harm the engine, people will be very willing to support it. However, the authorities need to provide clear technical information so that users can truly feel secure.” Mr. Phuoc also added that during his recent trip on the April 30th - May 1st holiday, he experienced filling his personal car's tank with E10 gasoline, and after traveling more than 200 km, the car still ran smoothly without any unusual signs.
