However, the implementation practice shows that the grassroots level still has some problems in helping people form habits, the ability to apply and proficiently implement public services.
Mr. Nguyen Trieu Am, Chairman of the People's Committee of Nam Can town, said: "The implementation shows that although people are very interested in handling procedures and documents online, most of them have not been able to apply it. Currently, when people in the town need to handle procedures and documents, they still have to go directly to the town People's Committee headquarters to receive support and guidance from officials in order to successfully submit and receive documents online. Some people are older and need officials to "hold their hands and show them how" to complete the requirements online. Others, because their families do not have enough conditions for internet connection, printers, and phone SIM cards..."
At the one-stop department of the People's Committee of Nam Can town, many people still come directly to handle procedures and documents.
According to civil servant Le Xuan Nho, in charge of the one-stop department at the People's Committee of Nam Can town: "People are still not confident when submitting and receiving results online, so they come in person to be "sure". Not to mention, in some cases there are incorrect information, feedback and adjustments through online forms to support people are also quite troublesome. The form of paying fees online is still very difficult to apply, most people have to come in person and ask for instructions from staff to be able to do it".
Ms. Tran Hong Nho, Cai Nai hamlet, Nam Can town, came to the one-stop department to handle the procedures for herself, sharing: “I have heard about the online form, but I am old, I came here and asked the staff for guidance to do it. If the new form can be applied, it will be great, very convenient for the people. If it is done in the future, I will probably ask my children and grandchildren to support me and then try it to see if it works or not.”
At the People's Committee of Ward 1, Ca Mau City, the unit has been the leading unit in administrative reform of Ca Mau province for many years. The results of the implementation of the 69-day and night peak campaign "Improving the efficiency of using public services in Ca Mau province" of the locality are in the top 4 of the whole province. Although there are many advantages, there are still some problems in applying and improving the efficiency of using public services.
Civil servant Nguyen Van Nhip, in charge of the one-stop shop of Ward 1 People's Committee, informed: "Currently, the rate of people using online public services is there, but not much. The common difficulty is that people cannot perform the operations themselves, still need staff to guide. People still have the habit of wanting to come directly for peace of mind."
As someone who has approached and skillfully used the form of submitting and receiving results of application procedures online, Mr. Nhan Thanh Du (residing in Hamlet 4, Ward 1, Ca Mau City) said that this form has many advantages, bringing practical benefits to people, not only saving time and costs, but also high accuracy and security. However, this new form cannot be immediately popularized and applied to everyone, but needs more time.
Spreading specific models
Administrative reform and digital transformation have become the tasks of the entire political system and society in Ca Mau. With that awareness, the Women's Union at all levels of Thoi Binh district has made efforts to contribute with practical models to spread this spirit. Ms. Quach Thuy Trang, member of the Standing Committee of the Women's Union of Thoi Binh district, informed: "The Women's Union at all levels of Thoi Binh district has widely launched a model to support members in accessing and using electronic apps and public services. Through the activities of the hamlet and quarter branches, all women will understand more about the benefits of this new form, thereby sharing and promoting it to their families and relatives to follow suit."
The Women's Union meeting in Hamlet 16, Bien Bach Commune, Thoi Binh District was more bustling with the content of supporting members to access and use the VNeID electronic identification app of the Ministry of Public Security and the VssID app of the Vietnam Social Security. Under the guidance of the district association and commune women's union officials, the women of Hamlet 16 operated quickly and skillfully, most of them successfully registered and created accounts. Those who had actual experience using electronic apps for themselves shared the great benefits when they applied this new form to carry out transactions and work.

Many people have applied electronic apps and online forms to handle paperwork and work for themselves and their families, so the atmosphere has spread very positively."
As for Ms. Le Tuyet Phuong, Head of the Women's Association of Hamlet 16, Bien Bach Commune, the online form has brought new experiences and benefits to herself: "In the past, every time there was a necessary job, everyone had to bring a pile of papers for fear of missing them. Now, all you need is a smartphone, it's very convenient and fast. Personally, when I use online and electronic forms, I understand more and support more the policy of innovation and reform in the administrative field of my province."
Administrative reform and digital transformation in Ca Mau have created positive and strong changes in both awareness and social life. That is the foundation and belief for Ca Mau province to continue to reap greater achievements in the coming time.
