The Secretariat of the Central Committee stated that in the past period, the review, handling, and rectification of violations in personnel work have been basically carried out seriously, objectively, openly, and transparently by Party committees, Party organizations, localities, agencies, and units at all levels.

At the same time, taking into account the specific historical context, ensuring the correct procedures are followed, and creating consensus among cadres, civil servants, and public employees, contributes to tightening discipline and order in personnel work.

However, some agencies, units, and localities still lack decisiveness, show signs of avoidance, and have not focused on reviewing and fully implementing the requirements in the conclusions of the Party Central Committee.

This has resulted in a number of long-standing and unresolved violations, affecting the arrangement, placement, restructuring, and improvement of the quality of the contingent of cadres, civil servants, and public employees.

The main reason is that some Party committees, Party organizations, and leadership collectives, especially the heads of these organizations, have not upheld a high sense of responsibility in strictly implementing the conclusions of the Party Central Committee.

In some areas, there are negative manifestations and abuses of power in personnel management; the capacity of the advisory staff is still weak; and inspection, supervision, and auditing work has not received adequate attention.

No action has been taken to hold Party committees, Party organizations, leadership teams, heads of agencies, units, organizations, and individuals involved in allowing violations to occur or to persist for an extended period of time.

Revoke and annul decisions related to recruitment irregularities.

To definitively address the remaining violations, the Party Central Committee Secretariat requires strict implementation of several measures.

Accordingly, the Secretariat agreed to continue refining the previous conclusions regarding the cases that had been reviewed but were not detected due to errors by the agencies or organizations (234 cases).

Violations occurred before December 28, 2017, and while standards were met, they were not processed (364 cases). Cases where the processing was completed were delayed compared to regulations (3 cases).

The handling and rectification of outstanding issues must be in accordance with the established policy and completed before March 31, 2026.

The conclusion states that the relevant decisions regarding recruitment irregularities that occurred after March 24, 2020 (57 cases) and cases where candidates were required to take the entrance exam but did not (166 cases) should be annulled or revoked.

The conclusion also addressed the handling of 396 cases where there was no recruitment decision or the recruitment dossier was incomplete.

Specifically, for cases occurring before December 28, 2017, Party committees, Party organizations, and collective leaders of agencies, units, and localities are tasked with leading and directing the comprehensive review and assessment.

If it is determined that the recruitment process was carried out in accordance with regulations but the records were lost due to an error by the competent authority, the relevant decisions will not be revoked. If it is determined that the recruitment process was not carried out in accordance with regulations, the relevant decisions will be canceled and revoked.

If the incident occurred after December 28, 2017, the relevant decisions shall be annulled and revoked.

The conclusion states that the recruitment decisions and related decisions will not be revoked, and early retirement will be granted according to regulations for cases of recruitment violations that have already been decided by the competent authority (15 cases).

Completely rectify existing violations in personnel management and recruitment before March 31, 2026.

The Secretariat of the Central Committee requested that Party committees and leaders at all levels strengthen leadership and guidance in strictly implementing Party regulations and State laws, and concretize procedures and processes regarding personnel work, ensuring thoroughness.

Focus on resolving and rectifying all remaining violations in personnel management and recruitment at agencies and units under your management before March 31, 2026, in accordance with the policies and conclusions of the Party Central Committee.

After the above deadline, no further action will be taken to address outstanding violations; and salary payments will cease for cases where relevant decisions must be revoked or withdrawn.

Review and strictly handle units and individuals involved in failing to detect violations or allowing violations to persist. At the same time, strictly handle organizations and individuals responsible for recruitment violations occurring after December 28, 2017.

The results of addressing and rectifying violations and shortcomings must be reported to the Party Central Committee before April 20, 2026.
