Party Secretariat: Party membership cards must not be used as collateral or pledged to borrow money.

(Dan Tri Newspaper) - The Party Central Committee stipulates that Party membership cards must not be used for renting, transferring, mortgaging, or pledging for loans or borrowing of money or assets; and that images of Party membership cards must not be posted on social media for malicious purposes.

Permanent member of the Secretariat Tran Cam Tu signed and issued Regulation No. 06 of the Secretariat on the management and use of Party membership cards.

This document stipulates the responsibilities and authority of Party committees, Party organizations, advisory and support agencies of Party committees, and Party members in managing, using, and handling violations of regulations on the management and use of Party membership cards.

According to regulations, party membership cards are used for voting in party activities and party congresses at all levels (except in cases of secret ballot voting); and for carrying out administrative procedures of the Party electronically.

"The management and use of Party membership cards must be strictly controlled and in accordance with regulations. The forgery of Party membership cards is strictly prohibited," the regulations state.

The Party Secretariat requires Party members to carefully safeguard and preserve their Party membership cards. Party members must use their Party membership cards in accordance with regulations; they must not lend or allow others to use their Party membership cards.

The regulations also state that party membership cards cannot be used for renting, transferring, mortgaging, or pledging for loans or borrowing of money or assets; images of party membership cards cannot be posted on social media for malicious purposes or if they are not one's own card; and party membership cards cannot be destroyed at will.

If a party membership card is incorrect, damaged, or lost, a written report must be promptly submitted to the directly supervising Party committee or branch for consideration and a request for reissuance of the card in accordance with regulations.


Party members who request to leave the Party, are expelled, have their names removed from the Party register, or are removed from the Party through other means must return their Party membership card to the Party branch.

When a Party member passes away, their family may retain the Party membership card and must not use it in violation of these Regulations.

Party members who discover that another party member's party membership card is lost or that the card is being used in violation of these Regulations must promptly report it to the Party Committee or branch directly in charge, so that it can be reported to the competent authority for handling.

The Secretariat's regulations stipulate that party membership cards must be checked annually at the year-end party member performance review, evaluation, and ranking meeting; and the results of the check must be reported to the immediate superior party committee of the grassroots party organization (or the party committee authorized to act as a superior to the grassroots level, the party committee piloting the authority to act as a superior to the grassroots level, or the grassroots party committee authorized to admit new members).


Party branches and grassroots Party committees are responsible for receiving, verifying, and promptly reporting cases of lost, damaged, or improperly used Party membership cards to the immediate higher-level Party committee.

The Secretariat requires the return of Party membership cards when Party members request to leave the Party, are expelled, have their names removed from the Party register, or are removed from the Party through other means, or when the Party membership card is incorrect or damaged, and these cards must be submitted to the immediate superior Party committee of the grassroots Party organization (or the Party committee authorized to act as a superior to the grassroots level, the Party committee piloting the granting of superior authority to the grassroots level, or the grassroots Party committee authorized to admit new Party members).

The regulations also specify the cases for handling violations, including: Party members who voluntarily return or destroy their party membership cards will have their names removed from the party membership list according to regulations; Party members who misuse their party membership cards; those who lose their party membership cards without justifiable reason; and those who allow others to use their party membership cards. Depending on the severity of the violation, they will be dealt with according to Party regulations.

Party organizations and members who discover acts contrary to these regulations but fail to report them promptly or cover them up will be dealt with according to Party regulations, depending on the severity of the violation. Organizations and individuals who forge Party membership cards will also be dealt with according to Party regulations and State laws, depending on the severity of the violation.
